Mart's 127th Birthday -Mr. Peterson Emergency Preparedness Radio Operators APPROVAL OF AGENDA APPROVAL OF MINUTES November 12, 1991 City Council Agenda November 26, 1991 COUNCIL ACTION APPEAL BY APPLICANT OF PLANNING COMMISSION'S DENIAL OF TENTATIVE .PARCEL MAP 12387. THE PROJECT SITE IS LOCATED APPROXIMATELY 300 FEET SOUTH-EAST OF THE INTERSECTION OF CHOKE 'CHERRY .LANE AND-PLACERITA. CANYON ROAD - The City Clerk's Office received an appeal of the Planning ,Commission's decision of October 1, 1991 to deny -Tentative Parcel Map 12387. 'The' applicant is •Steve Minks." The 7proposed map requests to create four lots from 5.23 acres. RECOMMENDED ACTION: * Receive public testimony,' and uphold the Planning Commission's decision for denial of Tentative Parcel Map 12387. -------------------------------------------------------- APPEAL OF THE PLANNING COMMISSION'S DENIAL OF CONDITIONAL USE PERMIT 91-005, LOCATED AT 27009 SAND CANYON ROAD - At the September 3,. 1991 meeting, the Planning Commission formally denied Conditional Use Permit 91-005. The applicant, VFW Post, proposes a conditional use permit to allow for the continued' use of an existing meeting and assembly hall with appurtenant facilities in an A-1-2 (Light Agriculture, minimum required area to acres) zone. The property consists of approx. 2.19 gross acres and fronts on Sand Canyon Road. RECOMMENDED ACTION: Receive public testimony and uphold. the Planning Commission's denial of Conditional Use Permit 91-005, and direct staff to return to Council with a resolution of denial. GANG .PREVENTION -_ On January 15, 1991, Sheriff Sherman Block hosted a. Community Gang Workshop in Carson, California. Several Santa Clarita community members attended, including Councilmember Heidt, Captain Spierer, school representatives and City staff. This was a two day conference that provided regional assessment of gang activity and described the various stages. of gang involvement. RECOMMENDED ACTION: Council direct staff to transfer $77,000 from the contingency to the Parks and Recreation department- for Gang prevention and look for financing. from outside sources as a way .to offset the General Fund amount of this program. ------------------------------=-------------------------- ZONE CHANGE 90-009 - ORDINANCE NO. 91-50 - This item was introduced and passed to second reading at the Council meeting of November 12, 1991. The Ordinance amends the official zoning map located on the future extension of Via'Princessa, approximately 1500 west of Rainbow Glen Drive. RECOMMENDED ACTION: Adopt Ordinance 91-50. City Council Agenda November 26, 1991 COUNCIL ACTION All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar and' will ' be considered 5. PARCEL MAP NO. 20788 APPROVAL OF THE MAP AND ACCEPTANCE OF THE OFFERS OF DEDICATION VEST SIDE OF CROSS -STREET, 191 -FEET -SOUTH OF EIGHTH STREET - The Tentative Map was originally approved by the Planning Commission on . October 17, 1989. by Resolution No. 89-029. .An additional time extension was granted to.October 17,..1992'by the City of Santa Clarita's Community Development Department. The developer is subdividing .1.25 acres into 3 single-family residential lots. The conditions of approval have been met, the fees have been paid as indicated on the Fact Sheet and the map has been checked to the satisfaction of the City Engineer. RECOMMENDED ACTION: Approve the map, accept on behalf of the public, the offers of dedication for sanitary. sewers, make findings that the project will not violate any of the provisions of the Subdivision Map Act, instruct the City Clerk to endorse the Certificate on -the face of the map of Parcel Map No. 20788. ---------------------------------------------------------- 6. VALENCIA BOULEVARD FROM CREEESIDE ROAD TO BOUgUET CANYON ROAD (PROJECT 90-19) TRAFFIC SIGNAL SYNCHRONIZATION PROJECT ACCEPTANCE - On August 13, 1991 Council awarded a contract for the. subject project to Tracor Construction Co. This proj'act was completed to the satisfaction of the Director of Community Development. on October 23, 1991 for a total construction cost of $38,671.90. The project was completed approximately- two weeks ahead of schedule and $60,000 under budget. RECOMMENDED ACTION: Accept the work performed by Tracor Construction Co., direct the City Clerk to file the Notice of Completion, and direct staff to release the 10 percent retention 35 days after the Notice of Completion is recorded. ---------------------------------------------------------- 7. OFFER TO -DEDICATE SOLEDAD CANYON ROAD EAST OF SAND CANYON ROAD - RESOLUTION NO. 91-192 - The subject offer to dedicate was approved by Los Angeles County December 19, 1980. Soledad Canyon Road was constructed to 60 feet in width prior to the offer of 'dedication along the north side of the street. The City intends to widen and improve Soledad Canyon Road within the area of offer. RECOMMENDED ACTION: Adopt Resolution 91-192 accepting the offer to dedicate east of Sand Canyon Road along the north side of Soledad Canyon Road. City Council Agenda November 26, 1991 COUNCIL ACTION VALENCIA BLVD. (SOUTH SIDE) WEST OF BOUQUET CANYON ROAD RIGHT TURN POCKET EXTENSION (PROJECT 90-15) BID AWARD - RESOLUTION NO. 91-187 This- project provides for widening of the south side .of Valencia Blvd., west of -Bouquet Cyn. Rd. (by K Mart) to lengthen the third through lane approaching the intersection thus facilitating the flow of through traffic and increasing the capacity of the intersection. "In 'addition' this project requires -new striping and extension of the existing no on -street parking along the south side of Soledad Cyn. Rd. from 800 to 1690 east of Bouquet Cyn. Rd. RECOMMENDED ACTION: Award the contract to Padilla and Sons, Co. in the amount of $21,980.25. Adopt Resolution No. 91-187. ---------------------------------------------------------- 9. COMMISSION APPOINTMENTS - RESOLUTION NOS. 91-193 & 91-194 - At the meeting of October 22, 1991, Council adopted Ordinance No. 91-49 amending the Santa Clarita Municipal Code relative to the process for appointment of members to City Commissions. Resolution Nos. 91-193 & 91-194 are presented as the implementing vehicles relative to Commission appointments. RECOMMENDED ACTION: Adopt Resolution Nos. 91-193 and 91-194. ---------------------------------------------------------- 10. DRAFT DEVELOPMENT AGREEMENT RESOLUTION RESOLUTION NO. 91-186 - This resolution of the City Council establishes policies, provisions, and criteria for the evaluation of development agreements and transmitting direction to the Planning Commission for use in public hearings and in making recommendations to the City Council on development agreements. RECOMMENDED ACTION: Adopt Resolution No. 91-186. ---------------------------------------------------------- 11. 9/80 WORK PLAN INCENTIVE FOR THE CITY'S REGULATION XV TRIP REDUCTION PLAN - The City, along- with all other corporations in the South.Coast Basin, have a responsibility to meet air quality goals by reducing employee's work trips. Organizations must find a way to reduce the number of days employees drive alone to the workplace. This is mandated by the AQMD's Regulation XV. RECOMMENDED ACTION: Council implement 9/80 work plan for all employees in conjunction with the implementation, of our SCAQMD Regulation XV Trip Reduction Plan. City Council Agenda November 26, 1991 COUNCIL ACTION 12. RENEWAL OF GOLDEN BEAR TREE . TRIMMING CONTRACT - At the October 9, 1990 meeting, Council awarded a tree trimming contract to Golden Bear Arborist,, Inc. for the amount of $195,400 for a period of one year with the option to renew for two additional one year periods. Staff is recommending the approval of an additional one year contract. RECOMMENDED ACTION: Approve a one year renewal with Golden Bear Arborist, Inc. in'the . amount of $195; 400 plus a .15E emergency provision of $29,310 for a grand total of $224,710. ---------------------------------------------------------- 13. SIGN ENFORCEMENT - A joint enforcement effort with the Sheriff was initiated to address the problem of the posting of subdivision directional signs in the City. In addition, garage sale type signs were found within the. same prohibition areas. Owners of these signs were given copies of the sign codes and as a result many residents complained to the City Council. The Council opted to. exempt the garage sale signs, based on these complaints. The status of enforcement efforts regarding developer signs is entirely complaint based. RECOMMENDED ACTION: Receive report. ---------------------------------------------------------- 14. REQUEST FOR COMPLIMENTARY BUS SERVICE FOR 1991 HOLIDAY HOME TOUR PREVIEWGALA FOR HENRY MAYO NEWHALL MEMORIAL HOSPITAL BOARD/HOME TOUR LEAGUE - The Henry Mayo Newhall Memorial Hospital Board and the Home Tour League have requested complimentary bus service for the 1991 Holiday Home Tour Preview Gala. The buses would be used to transport approx. 80 people for the tour. This would require expenditure of public funds which is estimated to cost approx. $1,000 and would be funded from the General Fund. RECOMMENDED ACTION:, Request that the Henry Mayo Newhall Memorial Hospital Home Tour League. be processed through the Special Event Co -Sponsorship Application and direct staff to consider this application through that process. ---------------------------------------------------------- 15. RESOLUTION NO. 91-184 - Check Register 129 - RECOMMENDED ACTION: Adopt. NEW BUSINESS 16. LYONS AVENUE EXTENSION FEASIBILITY REPORT - Upon the adoption of the General Plan, Council directed staff to investigate the feasibility of extending Lyons Avenue from San Fernando Road through Placerita Canyon to a connection with the Antelope Valley Freeway, State Route 14. RECOMMENDED ACTION: Receive and file the report. City Council Agenda November 26, 1991 COUNCIL ACTION 17. AREA WIDE COUNCIL - At the meeting of November 12, 1991, Councilmember Heidt requested that the'Council consider the issue of more formalized communications with individuals residing outside the City of Santa Clarita but within the City's planning area'. Each geographic region would select representation of an Area wide Council proposed to meet with a subcommittee of the City Council every two months. RECOMMENDED ACTION: Discuss '-and provide direction to staff. ---------------------------------------------------------- 18. RESOLUTION OF SUPPORT FOR LOS ANGELES COUNTY PARK, BEACH & RECREATION ACT OF 1992 - RESOLUTION. NO. 91-191 - The Mountains Recreation and Conservation Authority is working with the County of Los Angeles to place a measure before the voters in the November election which would authorize an assessment district to pay for approx. $800 million in bonds to preserve, improve and restore park, beach, and mountain and open space lands, senior centers and facilities, and recreation facilities to benefit current. and future residents of the Los Angeles County. Cities within the County would receive funds from the sale of the bonds based on a per capita formula. The City of Santa Clarita would receive approx. $1.5 million. RECOMMENDED ACTION: Adopt Resolution No. 91-191. PUBLIC PARTICIPATION (10:00 P.M.) This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff.
