COUNCIL RE -ORGANIZATION APPROVAL OF AGENDA APPROVAL OF MINUTES November 26, 1991 -1- City Council Agenda December 10, 1991 COUNCIL ACTION A PUBLIC HEARING RELATING TO THE CITY'S REVISED UNIFIED DEVELOPMENT ORDINANCE (UDO) In an effort to contact as many property owners within the City as possible, staff mailed approximately 45,000 notices of public hearings for both the Planning Commission and City Council hearing dates. Staff originally anticipated the Planning Commission to have finalized their review and transmitted the document to the Council for tonight's hearing. The Planning Commission has indicated to staff that their review should be completed in January of 1992. RECOMMENDED ACTION: Council open the public hearing and continue to February 11, 1992. ------------------------------------------------------- GENERAL PLAN AMENDMENT NO. 91-001, AMENDING.THE NOISE ELEMENT OF THE GENERAL PLAN TO INCLUDE •NOISE CONTOUR INFORMATION - RESOLUTION NO. 91-200 The above proposed General Plan amendment was advertised for a public hearing before the City Council for December 10, 1991. However, a public hearing was also conducted by. the Planning Commission on December 3, 1991. The Commission did not act on the item and _continued its public hearing .to 'December 17, 1991. .RECOMMENDED ACTION: Open the public hearing and continue to the Council's regular meeting of January 14, 1992. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion, in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. 3. REQUESTING SPECIFIED SERVICES TO THE CITY OF SANTA CLARITA TO CONDUCT A GENERAL MUNICIPAL ELECTION - RESOLUTION NO. 91-199 - Pursuant to the provisions .of the Election Code, Section 22003, the City Council may, by resolution, request the Board of Supervisors to permit the County Clerk to render specified services to the City relating to the conduct of an election. Subject to approval of the Board of Supervisors, such services shall be performed by the County Clerk, which include the use of voting booths, supply sets for precincts; etc. RECOMMENDED ACTION: Adopt Resolution No. 91-199 and authorize the City Clerk to transmit this resolution to the Board of Supervisors and County Elections Office 113 to 81 days before the election, and direct staff to rent the equipment. -2- City Council Agenda December 10, 1991 COUNCIL ACTION 4. CALLING AND GIVING NOTICE OF HOLDING A GENERAL MUNICIPAL ELECTION & SUBMITTING TO THE VOTERS A QUESTION RELATING TO RESIDENTIAL GROVTH CONTROL SYSTEM - RESOLUTION NO. 91-204 - Pursuant to the requirements of the State of California, Resolution No. 91-204 calls and gives notice of a General Municipal Election to be held on April 14, 1992, electing two Councilmembers and submits to the voters at this election a question relating to a residential growth control system. RECOMMENDED ACTION:I Adopt Resolution No. 91-204 and authorize the City Clerk to transmit this resolution, to the County Elections Department 113-81 days before election. ---------------------------------------------------------- 5. GENERAL MUNICIPAL ELECTION CALENDAR OF EVENTS - This item is on the agenda to inform Council of the events which will occur during the nest few, months before election. RECOMMENDED ACTION: Review calendar of election events. -------------------------------------------------- -------- 6. SETTING FORTH REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATE STATEMENTS - RESOLUTION NO. 91-205 - The Election Code requires .each candidate for a non-partisan elective office _to prepare a statement to be included with the sample ballot. The Code also allows the City Clerk to bill the candidate for the statement. RECOMMENDED ACTION: Adopt Resolution No. 91-205. ---------------------------------------------------------- 7. PROVIDING FOR THE FILING OF REBUTTAL ARGUMENTS FOR CITY MEASURES - RESOLUTION NO. 91-201 - 'Elections Cade allows proponents and Councilmembers. to'submit arguments 'regarding initiative measures submitted by petition. Section 4015.5 and 5014.5 allow the Council to adopt provisions to permit rebuttal arguments to be filed. These provisions .must be adopted at the same meeting at which the resolution calling the election is adopted.' RECOMMENDED ACTION: Adopt Resolution No. 91-201 and authorize the City Clerk to transmit this resolution to the County Elections Department. ---------------------------------------------------------- 8. SETTING PRIORITIES FOR FILING VRITTEN ARGUMENTS REGARDING A CITY MEASURE - RESOLUTION NO. 91-203 - Elections Code Section 5013 states that the legislative body orany member or members of the legislative body authorized by that body may file a written argument for or against any City measure. This resolution sets priorities for filing a written argument and directs the City Attorney to. prepare an impartial analysis. REC OMMENDED ACTION: Adopt Resolution No. 91-203. -3- City Council Agenda •December 10, 1991 • COUNCIL ACTION �. CERTIFICATION OF SUFFICIENCY OF PETITIONS FOR RESIDENTIAL CONTROL SYSTEM - Verification of signatures filed with the City Clerk on a residential growth control system were completed. Elections Code 3707 states that the City "Clerk must certify the sufficiency of the petitions to City Council at the next regular 'meeting. RECOMMENDED ACTION: Council accept certification. --------------------------- ------------------------------ LO. LOS ANGELES COUNTY TRANSPORTATION COMMISSION REPRESENTATION FROM NORTHCOUNTY CITIES - The Los Angeles County Transportation Commission. .and the Southern California Rapid Transit District are proposing to consolidate. The. new transportation board will include seats for four at -large City representatives of which one of those seats is to be permanently filled by elected officials from the North County cities on a rotational basis. RECOMMENDED ACTION: Direct staff to prepare letters for Mayor's signature to be -transmitted to State representatives. ---------------------------------------------------------- Ll. -INSURANCE RENEWAL .1991-92 POLICY YEAR - This -item is on the agenda for confirmation of the proposed insurance coverages for the 1991-92 policy year. RECOMMENDED ACTION: -Council authorize the City Manager to procure the types and levels of insurance coverage represented in the Antelope Valley Insurance Agency proposal. -----------------------------------------------------_----- L2. TRACT NO. 48117 - TIME EXTENSION - The subject tract was approved by the Planning Commission on November 6, 1989 in conjunction with a condition to participate in the establishment of a funding mechanism- to ensure the completion of Golden Valley Rd. from the Antelope Valley Freeway to Sierra Highway. Over the past two years, staff and five developers have been attempting to work out the details of an assessment district. The developer of this tract has constructed approx. one half of the improvements for their project over the two-year period. RECOMMENDED ACTION: Concur with the Deputy City Manager/Community Development Director's decision to grant a 60 days time extension to file the final map for Tract No. 48117. ---------------------------------------------------------- L3. RESOLUTION OF CONSENT FOR GRANT APPLICATION UNDER CALIFORNIA WILDLIFE PROTECTION ACT 1990 - RESOLUTION NO. 91-206 - The Prop 117 Initiative established a Local Agency Program for competitive grants in .the amount of $2,000,000 annually from July 1, 1990 to July 1, 2020. This City is eligible to apply for these grant funds for use in the Santa Clara River Corridor. RECOMMENDED ACTION: Adopt Resolution 91-206. -4- City Council Agenda .'December 10, 1991 COUNCIL ACTION L4: CITY HALL, HVAC SYSTEM MAINTENANCE BID - Upon the purchase of the City Hall building, the City will assume responsibility for several contracts for the balance of the current fiscal year to properly maintain the building of which one contract is for the air conditioning system maintenance. RECOMMENDED ACTION: Award bid to lowest most qualified bidder, Sheldon Mechanical contingent on close of escrow of the building and authorize the City Manager to execute the contract in the amount of $2800. ---------------------------------------------------------- L5. CITY HALL, SECURITY SERVICES BID - Upon the purchase of the City Hall building, the City will assume responsibility for several contracts for the balance of the fiscal year to properly maintain the building of which one contract is for security of the building. RECOMMENDED ACTION: Award bid to lowest most qualified bidder, K&G Protection contingent on the close of escrow of the building and authorize the City Manager to execute the contract for an amount not to exceed $25,000. ---------------------------------------------------------- L6.-CITY HALL, JANITORIAL SERVICES BID Upon the .purchase of the City Hall building, the City will assume responsibility for several contracts for the balance of the fiscal year to properly maintain the building of which one contract is for janitorial services of the building. RECOMMENDED ACTION: Award bid to lowest most qualified bidder, Century Maintenance Co., contingent on the close of escrow of the building and authorize the City Manager to execute the contract in the amount of $10,780. ---------------------------------------------------------- L7. CITY HALL LANDSCAPE MAINTENANCE BID - Upon the purchase of the City Hall building, the City will assume responsibility for several contracts for the balance of the fiscal year to properly maintain the building of which one contract is for landscape maintenance. RECOMMENDED ACTION: Award bid to lowest qualified bidder, A-1 Landscape, contingent on the close of escrow of 'the building and authorize the City Manager to execute the contract in the amount of $4,865. ---------------------------------------------------------- 18. BEGONIAS LANE PARK PROJECT - The plans and sepcifications for the Begonias Lane Park project are current 90% complete. The construction documents will be 1002 complete by mid December at which time the project will go out to bid. Bid opening date is scheduled for January 21, 1992. RECOMMENDED ACTION: Approve the Plans and specifications and authorize staff to advertise for bids. ---------------------------------------------------------- 19. RESOLUTION NO. 91-196 - Check Register 131 - RECOMMENDED ACTION: Adopt. -5- City Council Agenda 'December 10, 1991 COUNCIL ACTION 20. RESOLUTION NO. 91-202 - Check Register 132 - RECOMMENDED ACTION: Adopt. ---------------------------------------------------------- 20a PLANTING OF WILDFLOWERS ON FREEWAY Councilmember Heidt has requested this item to be placed on the agenda of which a group of citizens approached the Councilmember with the idea of planting wildflower seeds on certain roadsides. RECOMMENDED ACTION: Receive information NEW BUSINESS 21. LOS ANGELES COUNTY SANITATION DISTRICT 'BOARD OF DIRECTORS - Section 4730 of the California Health and Safety Code stipulates that the presiding officer of a City, all or part of which is in a Sanitation District, is a member of the Board of Directors of that District. Upon reorganization of Council, the new Mayor is automatically a Director and no appointing action is necessary. A second Director and an alternate Director are required to be appointed. RECOMMENDED ACTION: Council to appoint a second Director and an alternate Director. ----------------------------- ---------------------------- 22. GRAFFITI ABATEMENT - ORDINANCE NO. 91-51 - The City Council, in its meeting of August 27, 1991, directed staff to enter into an agreement with the Los Angeles County Probation Department for the abatement of graffiti within Santa Clarita. Under this agreement, the City contracts, for approximately fifty (50) days each year to have ten to fourteen juveniles (under supervision) remove graffiti on the weekends. RECOMMENDED ACTION: Waive first reading of Ordinance No. 91-51 and pass to second reading. ---------------------------------------------------------- 23. STATUS OF GROWTH INITIATIVE - The slow growth initiative proposed by CARRING has been circulated and signed by over 10,000 citizens. Staff has been working with the County in verifying the signatures of the petitions. RECOMMENDED ACTION: Receive staff report on status of verification and take appropriate action. PUBLIC PARTICIPATION (10:00 P.M.) This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may .also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff. CLOSED SESSION ADJOURNMENT CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING NOTICE OF PUBLIC HEARING AND ENVIRONMENTAL ASSESSMENT REGARDING PROPOSED AMENDMENT TO THE GENERAL PLAN OF THE"CITY OF SANTA CLARITA PERTAINING TO NOISE CONTOUR INFORMATION. PUBLIC NOTICE IS HEREBY GIVEN: A Public Hearing will be held before the City Council to consider a proposed amendment of the General Plan to address noise contour information. Public testimony regarding the proposed General Plan amendment will be heard by the City Council in the City Hall Council Chambers, 23920 Valencia Boulevard on the tenth (10th) day of December 1991 at or after 6:30 p.m. The City Council may decide to modify the proposed amendment based upon testimony and other information at the public hearings in any lawful manner deemed appropriate.
