ON THE GENERAL PLAN
CITY COUNCIL
JUNE 10, 1991
CALL TO ORDER The City Council General Plan Study Session was called to order by
Mayor Boyer at 6:30 p.m. in the City Council Chambers, 23920.
Valencia Blvd., 1st floor, Santa Clarita, CA.
FLAG SALUTE Jerry Gladbach led the Pledge of Allegiance to the Flag.
ROLL CALL All Councilmembers were present. Also present were: Assistant
City Manager, Ken Pulskamp; Director of Community Development, Lynn
Harris; Clerk Typist, Krystyna Ghahremani.

HEARING ON THE Director of Community Development, Lynn Harris and Barry Hogan,
GENERAL PLAN consultant from Michael Brandon & Associates reported that on May
28, 1991, the City Council opened the Public Hearing for
consideration of the General Plan. The first four elements which
were presented and discussed were: 1) Open Space and conservation
Element; 2) Air Quality Element; 3) Noise Element; and 4) Safety
Element. The following areas of discussion were 11
Implementation; 2) Property Owner Notification; 3) TDR and
Compensation.
Each of the four elements of the General Plan were reviewed and
discussed. Councilmember Heidt's comments and suggestions on each
element were discussed first followed by Councilmember Darcy's and
Councilmember Klajic's comments and suggestions.
Following discussion regarding constraints on the use of overly
strict language and open space issues, it was moved by Klajic and
seconded by Darcy to adopt Councilmember Darcy's suggested wording
on item 1.5.
Hearing no objections, it was so ordered.
RECESS Mayor Boyer recessed the meeting at 8:20 p.m.
RECONVENE Mayor Boyer reconvened the meeting at 8:30 p.m.
At 7:50 p.m. Councilmember Heidt left the Study Session.
Following discussion regarding traffic plan improvements,
transportation demand, land use, and alternate transportation
systems, it was moved by McKeon and seconded by. Klajic to approve
the Air Quality element of the General Plan with the recommended
changes and additions.

Following discussion regarding roofing materials and fire hazards,
it was moved by McKeon and Darcy to approve the Safety Element
provision of the General plan with the recommended changes and
additions.
Following discussion regarding the preservation of natural
resources, consolidation and acquisition of open space, hillside
and ridgeline preservation, slope rating systems, preservation of
oak woodlands and savannahs, water resources preservation and
implementation of the Open Space and Conservation Element, it was
moved by Darcy and seconded by McKeon to approve the Open Space and
Conservation Element of the General Plan with the recommended
changes and additions.
PUBLIC STATEMENT Addressing the Council on the General Plan were: Dorothy Riley;
21224 Placerita Cyn. Rd., Newhall, 91321; Lee C. Pulsipher, P.O.
Box 3568, Granada Hills; and Rosalie Gnam, representing the
Southern California Edison Company, 25625 W. Rye Cyn. Rd.,
Valencia, 91355. (See Attached Document)
Barry Hogan, General Plan Consultant briefly outlined the Human
Resources, Public Services Facilities and Utilities, Parks and
Recreation, and Circulation Elements that Council will be
addressing at the City Council meeting of June 11, 1991.
ADJOURNMENT At 9:00 p.m. Mayor Boyer adjourned the meeting to June 11, 1991, in
the City Council Chambers, 23920 Valencia Blvd., Santa Clarita, Ca
91355.
