MINUTES OF CONTINUED PUBLIC HEARING
ON THE GENERAL PLAN
CITY COUNCIL
JUNE 17, 1991
CALL TO ORDER The City Council continued public hearing on the General Plan
was called to order by Mayor Boyer at 7:04 p.m. in the William
S. Hart High School cafeteria, 23625 North Newhall Avenue,
Santa Clarita, 91321.
FLAG SALUTE Laurene Weste led the Pledge of Allegiance to the Flag.
ROLL CALL All Councilmembers were present. Also present were: Director
of Community Development, Lynn Harris; Principal Planner, Chris
Trinkley; City Clerk, Donna Grindey; General Plan Consultant,
Barry Hogan.
ITEM 1 Director of Community Development, Lynn Harris reported that
CONTINUED PUBLIC this meeting is continued from the meeting of June 12, 1991.
HEARING ON THE GENERAL The elements scheduled for discussion are the Circulation,
PLAN Housing, Community Design and Economic Development and
Community Revitalization Elements, in addition to any
unresolved items from previously discussed Plan elements.
PUBLIC PARTICIPATION Addressing the Council with matters of public concern on the
General Plan were: Dr. Lynne Stanman, 22114 Copper Hill Dr.,
Saugus, 91350 - Circulation Element, Copperhill Dr.,
alternatives- provide auxillary road with buffers and
landscaping; Ralph Killmeyer, 25043 Green Mill, Santa Clarita;
Laurene Weste, 22216 Placerita Cyn., Newhall, 91321 -
refocusing on "Old Newhall" and Canyon Country, create language
in document regarding this and senior housing; Ed Dunn, 15414
Rhododendron Dr., Santa Clarita - housing element - no study
done before General Plan work done, shift densities to other
areas, no more in Canyon Country, Valley Centre concept and
high rise buildings; Robert Wilke, P.O. Box 785, Santa Clarita
- East Newhall densities, Rio Vista alignment; Jack Ancona,
29552 Abelia, Canyon Country, 91351 - revitalization of "Old
Newhall" and senior housing.
COUNCIL Following discussion regarding the proposed highway from Sand
DISCUSSION Canyon to Sierra Highway, it was moved by McKeon and seconded
by Darcy to approve the Circulation Elements including the
Planning Commission's Recommendation.
On roll call vote:
Ayes: Darcy, Heidt, McKeon, Boyer
Noes: Klajic
Motion carried.
CONSULTANT General Plan Consultant, Barry Hogan presented a report on the
REPORT Economic Development Element. This included the revitalization
of "Old Newhall" and adding Mint Cyn. to the revitalization.
It was moved by McKeon and seconded by Darcy to approve the
Economic Development Element of the General Plan as amended.
On roll call vote:
Ayes: Darcy, Heidt, Klajic, McKeon, Boyer
Noes: None
Motion carried.
RECESS Mayor Boyer recessed the meeting at 8:24 p.m.
RECONVENED Mayor Boyer reconvened the meeting at 8:36 p.m.
HOUSING Assistant Planner, Dave Hogan reported on the Housing Element
ELEMENT of the General Plan. This included the deletion of Agua Dulce
as being within the City's Sphere of Influence and removing it
from the General Plan, adding a disclaimer to the General Plan
regarding the building of 6,401 affordable housing units
because of State mandated time limits. It was moved by Darcy
and seconded by McKeon to return this item for adoption on June
18, 1991.
Council approved by consensus vote of 5 ayes and 0 noes.
COMMUNITY It was moved by McKeon and seconded by Darcy to adopt the
DESIGN Community Design Element with the recommended changes and
additions which are to add language to the Santa Clarita River
in Saugus as in the Canyon Country portion.
Council approved by consensus vote of 5 ayes and 0 noes.
ADJOURNMENT At 9:44 p.m. it was moved by McKeon and seconded by Klajic to
adjourn the meeting to June 18, 1991, at the Wm. S. Hart High
School cafeteria, 23625 N. Newhall Avenue, Santa Clarita, 91321.
