CALL TO ORDER The continued meeting of the City Council of the City of Santa
Clarita was called to order by Mayor Carl Boyer at 6:30 p.m. in the
Wm. S. Hart High School cafeteria, 23625 N. Newhall Ave., Santa
Clarita, 91321.
FLAG SALUTE Director of Community Development, Lynn Harris led the Pledge of
Allegiance to the Flag.
ROLL CALL All Councilmembers were present. Also present were: Assistant
City Manager, Ken Pulskamp; Director of Community Development, Lynn
Harris; Director of Public Works, John Medina; Principal Planner,
Chris Trinkley; General Plan Consultant, Barry Hogan; Clerk Typist,
Krystyna Ghahremani.
CONSULTANT General Plan Consultant, Barry Hogan stated that there were a few
REPORT items that needed clarification, such as the response from the City
Attorney regarding electrical transmission lines and the request by
Edison to add language. The City Attorney feels that the language
be left the way that it is and that a paragraph clarifying the
regional housing needs assessment numbers for the City be added.
Attention was focused on page 64 within the text, and that there is
a greater explanation within the pages of 24 through 27 regarding
the numbers. The Consultant suggested that a paragraph be added
regarding the housing issue, to read: "while the City's regional
housing needs assessment goal prepared by the Southern California
Association of Government's was established soon after
incorporation, it represents SCAG's determination of Santa
Clarita's fare share of affordable housing and is not necessarily
the goal which the City feels obligated to achieve. SCAG's
allocation numbers are proportionately high. Since the
incorporation, and the downturn of the economy, the numbers of new
dwellings has diminished substantially, therefore, so should the RH
NA goal. Santa Clarita is a community with substantial
constraints, both environmentally and with respect to
infrastructure capacity. Based upon market constraint economics,
this element will not impede the construction or the goal."
Chris Trinkley, Principal Planner stated that the main point be
that it would be clarified that nothing in the housing goals and
objectives should be construed as a minimum level of mandatory
compliance of the City.

CONTINUED PUBLIC Director of Community Development, Lynn Harris reported that on
HEARING ON THE June 10, 1991, the Council selected continued hearing dates for the
GENERAL PLAN General Plan, including Tuesday, June 18th, for discussion of the
Land Use Element text. The Land Use Element Map would then be
subsequently discussed at the continued public hearing on June 20,
1991. This presentation will provide a brief introduction to the
text of the Land Use Element which is to designate the proposed or
intended general distribution and location of land uses, including
density ranges for residential development and intensities of
commercial and industrial development.
Addressing the Council with matters of public concern were: Carol
Rock, representing the SCV Historical Society, 28013 Ormond Avenue,
Santa Clarita regarding the development of a Historic commercial
district in downtown Newhall and support of Melody Ranch; Robert R.
Sims, 6017 Bristol Pkwy., Culver City, regarding Melody Ranch and
that the ranch be kept as a historical site; Laurene Frimel Weste,
22216 Placerita Cyn. Rd., Santa Clarita, 91321, regarding
Placerita's position regarding Melody Ranch; John S. Fuller, Vice
President of California Institute of the Arts, requesting a land
use designation of private education; Hollis Clanton, 22025 Parvin
Dr., Saugus, 91350, regarding zoning and the difference between
Business Park and M 1 1/2 zone; Robert Eastman, 5915 Shoshone Ave.,
Encino, 91316, regarding modification to Land Use Policy and
Specific Plans; Ralph Killmeyer, 25043 Green Mill Avenue, Santa
Clarita, regarding the City Center concept and the effect on the
General Plan; Joan Dunn, 15414 Rhododendron Dr., Canyon Country,
91351, regarding hillsides and ridgelines; E.L. Bolden Jr., P.O.
Box 420, Newhall, 91321, regarding planners and people who own the
land, and neglect of attention to the owners; Ed Dunn, 15414
Rhododendron Dr., Canyon Country, 91351, regarding funding of
certain educational properties within the General Plan; Bob
Mollison, 25841 McBean Pkwy. 14, Valencia, 91355, regarding SCV
Film Development Committee support of the historic village concept
in the master plan; Lee Schramling, 19851 W. Sandpiper Dr., Santa
Clarita, 91321, regarding growth management and urban growth
management; James C. Rodgers, 28048 Bouquet Cyn. Rd., Saugus,
91350, regarding the property at Sand Cyn. and Soledad Cyn Rd.;
Marsha McLean, 24519 Breckenridge P1., Newhall, 91321, regarding
open space preservation; Bob Lathrop, 25105 Highspring, Newhall,
91321, regarding affordable housing.

General Plan Consultant, Barry Hogan presented an overview of the
Land Use Element. Among the topics discussed were the community
centers, the Valley Center Concept, preservation and enhancement of
the Santa Clara River, density ranges for residential development
and intensities of commercial and industrial development.
Mayor Boyer recessed the meeting at 8:15 p.m.
Mayor Boyer reconvened the meeting at 8:31 p.m.
CONSULTANT General Plan Consultant, Barry Hogan went through two sets of
comments. The first one was a memorandum from the Planning
Commission dated May 23, 1991 and Councilmember Darcy's comments.
On L-3, the Planning Commission recommends the deletion of the
discussion of specific plans. The feeling was that this is covered
by State Law and it is advised that this be permissive rather than
mandatory, relating to plans. Also requesting the tabling of L-2.
L-14, correction to the table. L-18 - constraints instead of
considerations, second line, last paragraph - Statement of Issues.
L-20 - add an additional constraint concerning water. This would
be added after infrastructure. L-22 - Councilmember Darcy has
suggested adding the words "multi -use complexes" to policy 2.3
which would now read "identify a primary town center and other
centers which encourage a pedestrian orientation and can
accommodate a cluster of mix of commercial, entertainment
recreation, town square meeting place, and multi -use complexes and
multi -use transportation opportunities. Council requested that
there would be reliance upon the health code and delete 118.
Councilmember Darcy has requested that 3.1 - L-23, read Equestrian,
Pedestrian Bike trails. L-24 - 3.8 - leave it to the staff to do
the review. Eliminate the words committee and boards. 3.12 -
spelling errors and on L-25 the same. L-27 - item 5, page 2
comments from Planning Commission. L-27 - delete last paragraph.
L-29 - last paragraph, phrase to be added. L-31 - overlay
designation be deleted and Valley Center Concept be added. L-35 -
add only the Valley Center Concept. L-46 - specific plan in title
should be deleted.
COUNCIL Following discussion regarding the zip code for Friendly Valley,
DISCUSSION study the feasibility of having an unbiased third -party person
negotiate all development agreements, it was moved by McKeon and
seconded by Klajic to accept the changes and continue discussion of
^^"^ land use to the Thursday meeting.
On consensus vote, all Councilmembers were in favor.
It was moved by McKeon and second by Klajic to accept the changes
regarding the housing.
On consensus vote, all Councilmembers were in favor.
It was moved by Klajic and second by Darcy to adjourn the meeting
to Thursday, June 20, 1991.
