CITY COUNCIL
JUNE 20, 1991
CALL TO ORDER The City Council General Plan continued public hearing was
called to order by Mayor Boyer at 7:32 p.m. in the City
Council Chambers, 23920 Valencia Blvd., 1st floor, Santa
Clarita, CA.
FLAG SALUTE Virginia Raynor led the Pledge of Allegiance to the Flag.
ROLL CALL All Councilmembers were present. Also present were: City
Manager, George Caravalho; Assistant City Attorney, Tim
McOsker; Director of Community Development, Lynn Harris;
Principal Planner, Chris Trinkley; City Clerk, Donna
Grindey; General Plan Consultant, Barry Hogan.
ITEM 1 Director of Community Development, Lynn Harris reported that
CONTINUED PUBLIC this is a continued public hearing from the meeting of June
HEARING ON THE GENERAL 18, 1991. The purpose of this meeting is to discuss: A.
PLAN The River Center Concept; B. The Relationship between
Growth Management and the General Plan and; C. Land Use Map
Requests.
Consultants Tom Davis and Allan Fishman from Tierra Planning
exhibited a slide presentation on the proposed River Centre
project.
PUBLIC PARTICIPATION Addressing the Council on subsection C were: Carl

COUNCIL DISCUSSION Following discussion regarding subsection C Land Use Map
Requests and specifically regarding .the zoning ordinance,
amending the land use map upon zoning actions, staff
compiling the changes wanted by citizens to the General
Plan, looking at all information and coming back to Council,
M1 1/2 zoning, industrial zoning in the Springbrook area,
Council directed staff to review the Springbrook area and
report back with a recommendation to Council on this area.
RECESS Mayor Boyer recessed the meeting at 9:58 p.m.
RECONVENE Mayor Boyer reconvened the meeting at 10:18 p.m.
Director of Community Development, Lynn Harris reported on
items C-1 through C-17.
Addressing the Council on Item 1B Growth were: John Drew,
24807 Parchman Ave., Newhall, 91321, regarding growth
management; Bob Lathrop, 25105 Highspring, Newhall, 91321,
regarding growth management; Lee Schramling, 19851 W.
Sandpiper P1., Santa Clarita, 91321, regarding growth
management, water issues and the Baker Cyn. Airport.
Addressing the Council on Item IA was Alan Cameron, 27612
Ennismore Ave., Santa Clarita, 91351, regarding the City
Center Plan.
COMMENT NUMBER It was moved by McKeon and seconded by Klajic to maintain
C-4 the RL designation for the Melody Ranch property and support
future zoning that preserves the movie use of this property.
Hearing no objections, it was so ordered.
COMMENT NUMBERS It was moved by McKeon and seconded by Klajic to add a
C-5 and C-6 private education designation into the text of the Land Use
element and on the Land Use Map for private colleges.
Hearing no objections, it was so ordered.
COMMENT NUMBER It was moved by Klajic and seconded by Darcy to clarify the
C-7 CC and floodway designation for the property located at
25861 San Fernando Road.
Hearing no objections, it was so ordered.
COMMENT NUMBER It was moved by McKeon and seconded by Darcy to change the
C-8 existing land use designation level area to RM and maintain
RE and floodway.
Hearing no objections, it was so ordered.
COMMENT NUMBER It was moved by McKeon and seconded by Darcy to change the
C-9 land use designation of the proposed Santa Clarita Woodlands
Park to OS and OS (SEA) designations consistent with State
plans.

West of the Canyon View Estates.

It was moved by McKeon and seconded by Klajic to maintain

the RM designation for the St. Stevens Episcopal Church
ballfield and adjacent condominium project.
Hearing no objections, it was so ordered.
COMMENT NUMBER It was moved by Heidt and seconded by Klajic to maintain CC,
C-12 CO, RM, IC, Floodway and (SEA) designations for the Santa
Clara River panhandle; between the Saugus Rehabilitation
site and Soledad Canyon Road.
Hearing no objections, it was so ordered.
COMMENT NUMBERS It was moved by McKeon and seconded by Klajic to clarify the
C-13 and C-14 map to reflect the I designation for the Thatcher Glass site
located at 25655 Springbrook Ave. and the Clanton property
located at 25446 San Fernando Road.
Council directed staff to form a committee to come up with a
name for the city center.
Hearing no objections, it was so ordered.
COMMENT NUMBER It was agreed by the Council to view the Raynor property
C-15 located at 23755 San Fernando Road before making a final
decision. This item will be brought back to the next City
Council Study Session on the General Plan.

CONSULTANT'S General Plan consultant, Barry Hogan reported on water
REPORT reclamation and open space preservation policies.
It was moved by Heidt and seconded by Klajic to adopt the
suggested wording on the water reclamation and open space
preservation policies.
Hearing no objections, it was so ordered.
Also discussed was a letter received from the Historical
Society which outlined a list of historical sites to be
designated as City Historical sites.
It was moved by McKeon and seconded by Klajic to discuss the
listing which designates these sites as City Historical
sites by the Historical Society.
Hearing no objections, it was so ordered.
ADJOURNMENT It was moved by McKeon and seconded by Darcy to adjourn the
meeting to June 24, 1991, at the Wm. S. Hart High School
cafeteria, 23625 N. Newhall Avenue, Santa Clarita, 91321.
