HomeMy WebLinkAbout1991-01-02 - MINUTES - STUDY SESSION (2)STUDY SESSION NOTES January 2, 1991 Called to order at 7:29 p.m. Roll Call - All were present Item 11 - Film Coordination Committee Presentation - The Santa Clarita Valley Chamber of Commerce Film Committee made a presentation to the Council regarding the economic statistics of the film industry here in the Santa Clarita Valley and the State of, California. Some of the highlight's included: 1.2.6 `billion dollars in the State of Calif. is made in the film industry. 2.8.4 billion in TV production, over 602 are programming and commercials. 3.Permits are issued for filming in locations other than this City. 4.Other permits issued totaled over 600 days, we now have 3 motion picture studios in the San Fernando Valley. Service donar which has been sent to Production Companies in So. Cal. It is called FamTour and is done in conjunction with the film industry. Council discussion included the traffic problems connected with the filming, etc. Item 12 - Team Building Follow -Up - The City Manager explained that as a result of the Team Building Session of July 27 and 28, 1990, forth objectives were outlined as priority objectives. He went through the items that related to pro -active type of item. He explained that the staff came up with 55 action items which forty have already been completed. Council recessed at 9:22 p.m. and reconvened at 9:34 p.m. Item 13 Strategic Plan Action Update - As of Dec. 1990. Some of the items discussed were _ regarding the, Mira discussion -overcrowding in an adequate school facilities, etc. and the youth coordinating Council -Sheriff has asked the City to participate in a Gang seminar to get some training in regards to gangs strategy, graffitti, etc. Also discussed were sewer and water services in the City. Council directed staff to do a study' in this regard. Discussed environmental *and resource preservation. Staff to developed a City water conservation strategy. Beautification of the City through City-wide landscaping. Council asked that City clean up the weeds on Soledad Cyn. . The trails system, the hillside development standards, and adopting an ordinance implementing the standards. The day -laborers situation, which is an ongoing action. City Manager stated that staff would be re -prioritizing strategic items and discussing some of the items at pre -budget meetings. Public Participation - Doris Meyer, 26211 Valley Pt. Ln. Newhall, regarding the transportation committee. Lee Shramlee, Pres. of Rainbow Sierra Terrace, Rainbow Glen Sierra Hwy., discussing the water districts and transportation committees, and gangs. Malia Campbell, 27501 Ladel Ave., Canyon Country, transportation committee, Maureen Fouch, 28650 Visco - transportation, Vera Johnson - 504 Oak Cross Rd. - Transportation committee, Jack Ancona, 29052 Obelia - transportation committee, Chip Meyer, 24556 Sagecrest Cr. -transportation committee, Ed Dunn, 15414 Rodadendrum - transportation committee and water franchise, Allan Cameron, 27612 Ennismore - transportation committee. Warren Johnson,, regarding the transportation committee, Chip Meyer, regarding the transportation committee, and rejection of the staff recommendation. J.J. O'Brien discouragement of an advisory committee for the transportation committee and Rio Vista Rd. Following a bit of discussion regarding the transportation committee a motion was made by Heidt to table the issue of the transportation committee until the general plan is in place. Second by Darcy with a vote of four to one. The opposing vote was Jill Klajic. City Council comment: Jan H. brought up policies dealing adjoining jurisdictions regarding LACTC congestion management and transportation issue being given to the planning commission. Jo Anne D. - requested people stand by the staff regarding there are too many transportation committees. Jill K. - need transportation committee on a full-time basis and asked Jan to resend her motion. Buck would not like to have a transportation committee. Carl/Council needs to remind City to rename the transportation committee, also give representative a chance. Meeting adjourned at 11:30 p.m. with a motion made by Klajic and second by McKeon. . - --- -d1
