FEBRUARY 7, 1991
Mayor Boyer called the meeting to order at 7:36 p.m.
Lynn Harris, Director of Community Development led the flag salute.
All Councilmembers were present. Also present were: Jeff Kolin, Director of
Parks and Recreation, and Lynn Harris, Director of Community Development
ITEM #1 INTRODUCTION OF NEW EMPLOYEES:
The most recently hired city employees were introduced to Council., Those
introduced were: Debbie Porter, Dianna Atlas, Bruce Abbott, Larry French,
Frank Hogan, Marie Paneno, and Glen Bogna.
ITEM 12 THE SANTA CLARA RIVER:
Jeff Kolin, Director of Parks and Recreation reported on the formation of the
river task force and its main objectives. He stated that the river is very
important to this valley as a potential water resource and also serves an
important flood control purpose. A slide presentation was exhibited which
presented various regions of the river and showed how the river project could
enhance the community.
ITEM 13 THE SANTA CLARA RIVER RECREATION AND WATER FEATURES STUDY:
Gary Vasquez, BSI Consultants reported on the proposed recreation and water
features for the Santa Clara River. Some of the highlights include: walkways,
and bike trails, large recreational areas for sports, picnic areas, small pond
areas for boating and fishing, community center, outdoor amphitheater for
music and cultural events, artistic displays, and commercial areas for
sidewalk shops and cafes.
ITEM 14 KEY RECOMMENDATIONS AND ISSUES:
Lynn Harris, Director of Community Development and Dick Kopecky, Director of
Building and Engineering Services reported on the management of the River
Flood Plain buffer zone versus specific plan areas. Differences between the
flood way and flood plain were defined along with the different zoning areas.
ITEM 15 THE SANTA CLARA RIVER RECREATION AND WATER FEATURES STUDY AND THE
SANTA CLARITA GENERAL PLAN:
The conceptual plan, implementation efforts, and affected elements of the
General Plan were presented by Lynn Harris, Director of Community
Development. Two main questions were posed, "What is the river experience?"
and "To what extent is the City willing to go to reclaim land7"
ITEM 16 SUMMARY AND CITY COUNCIL DIRECTION:

Jeff Kolin, Director of Parks and Recreation delivered some closing comments
on the river project.
Among the Council's suggestions and concerns were:
The preservation and enhancement of the natural river area.
Preserving the ground water supply, especially in the residential sector.
Concern about building in the flood way and flood plain areas.
The preservation of wildlife.
The impact of pollution.
Development concerns.
Preserving the historical culture along the river route.
Emphasis of the area surrounding the I-5 freeway.
PUBLIC PARTICIPATION:
Addressingi the Council on this item were: Mark Sobotin, representing the

ADJOURNMENT:
Mayor Boyer adjourned the meeting to February 9, 1991, 7:30 a.m., at Towsley
Canyon Park, 24255 The Old Road, Newhall, 91321 for the purpose of a City
Council retreat.
