HomeMy WebLinkAbout1991-02-20 - MINUTES - STUDY SESSION (2)CITY COUNCIL STUDY SESSION MINUTES FEBRUARY 20, 1991 Call to order 7:35 p.m. by Mayor Pro Tem, Jill Klajic All Councilmembers were present except for Mayor Boyer who was absent. Also present were City Manager, George Caravalho, Director of Community Development, Lynn Harris, and City Clerk, Donna Grindey. 1. ECONOMIC DEVELOPMENT I I City Manager, George Caravalho introduced the item and Director of Community Development, Lynn Harris gave a brief overview and introduced Mike Haviland. Purpose - to define what economic development is in Santa Clarita. Focus on: 1) Jobs - housing balance 2) Tax revenues and retail 3) Self-sufficient community 4) Competitive environment should articulate Santa Clarita as a job center - attract new investments and jobs - if you build good community base - build a good development base MISSION STATEMENT The purpose of the Economic Development Program is to stimulate the local economy, increasing and strengthening the City's tax base, to provide job opportunities for Santa Clarita residents, and to achieve a stable, self-sustaining economic base in the Santa CLarita Valley, within the context of environmental, quality of life and growth management goals of the City. MAJOR OBJECTIVES Achieve economic stability through the development and maintenance of economic diversity of employment opportunities. Establish Santa Clarita as a self-sustaining regional employment center. Establish local employment opportunities for the Santa Clarita labor force, reducing job out -migration. Provide employment opportunities to achieve an effective job/housing balance. Augment the City's local tax base to better support provision of City services and facilities while ensuring municipal fiscal health. Establish Santa Clarita's product identity and enhance its image as a competitive, progressive city, striving for quality growth. Enhance the quality of life of the area .throuth responsiveness to growth management goals. Reduce unemployment and unemployment of Santa Clarita residents. Establish a competitive market position and program for attraction of new private investment and business - retail, industrial, tourism, into the community. Encourage and promote retention and expansion of existing businesses in Santa Clarita. Encourage the growth of employment opportunities compatible with the environmental standards of the community. Enhance the City's competitive position through policies and programs influencing the development of strategic infrastructure improvements. STRATEGIC PLAN INITIATIVES I. Marketing Santa Clarita II. Retaining and supporting currently existing business. III. Attraction IV. Infrastructure Council discussions - River study would be an infrastructure investment Bio -chemical aspects of waste management Co -invest with coastal cities for a desallination plant Annual recycling festival Build hotels, golf courses, or conference center Use of rehabilitation site for golf, museums, etc. Water a major issue Need long far rangeing view Santa Clarita in good water shape Select people within 1 mile circumference and keep tract of businesses for a while Council direction to staff - Go forward with basic program and aggressively design a positive self-image of Santa Clarita A survey is needed to find out what people want Retention Staff support this as a high priority on a strong small business program Attraction Investigate retail and tourism ie, hotels, mall, factory outlets, restaurants, etc. Promote theme areas with shops, restaurants, etc. in Newhall and Canyon Country Infrastructure Look into the cast of a bio -chemical plant Next Meeting Agenda Economic development come back with same recommendations for Council Recess - 8:57 p.m. Reconvene - 9:09 p.m. CEQA Lynn introduces this item CEQA an information disclosure lown Don Williams explained CEQA review procedure Determined if a categoricaly exempt, administrative, emergency or discretionary project No negative declaration or EIR needed Lead Department files notice of exemption for categorically exempt and emergency projects Don explained the process and stated the resolutiojn will adapt guidelines and procedures Council Discussion - Need more time to study resolution. What is meant by averse Public Comment Allan Cameron - presentation of Economic Development very good Lee Schramling - Economic Development Marketing suggestions such as high school sports, equestrian centers, playhouses, etc. and spoke about the CEQA. Lou Garasi - City should take a look at growth - Council being more consistent with ideas of growth. Scott Valtz - grouth management p Jo Anne Article 8 Monies support for a vote for Arnie Rodie as a representative on TDA subsequent need item. It was moved by Heidt and seconded by Darcy, 4-0 Name of Arnie Rodeo It was moved by Darcy and seconded by McKeon. No objections. Adjournment: 10:10 p.m.
