HomeMy WebLinkAbout1991-03-06 - MINUTES - STUDY SESSION (2)CITY COUNCIL STUDY SESSION NOTES March 6, 1991 The meeting was called to order at 7;35 p m All Councilmembers were present The flag salute was led by Mayor Pro -Tem Jill Klajic Item 1 - Gang Task Force - Jan Heidt briefly discussed the community meeting in East Newhall Next she discussed the meeting that she and staff members were invited to attend in Carson regarding gangs. Santa Clarita needs to look at "gang prevention" Stats show that gangs are not new Hispanic gangs have been around approximately 1S years, Black gangs approximately 30 years and the Oriental gangs are recent Gangs develop because of cultural/social development When the draft ended in 1972 it left young people with no place to go The draft helped young people to get out of their neighborhoods, into new surroundings and really take a look at their lives. Now, they are stuck in their neighborhoods Population affects gangs Gangs lack self-esteem There are four gangs in Santa Clarita Two in East Newhall, one in Val Verde and one in Saugus Gangs come in from other areas The time is now to prepare an action plan for the community. Do an assessment of what we have here Many resources can be implemented Parenting classes should be more widely offered Regain control The community needs to get involved Ken - Spoke on,the ride -along session that he and George C went on last Summer in Linwood Such a different world, a war zone There are now over 100,000 gang members Opportunity is tremendous to prevent gangs now Do not wait Nip it in the bud'_ Carl B - we need to take responsibility Stop grafitti now Anti-grafitti paint is expensive but worth it and necessary Jill - recently asked Vyto A to help write grafitti ordinance Some businesses do not want grafitti removed -pessimistic attitude Businesses do not donate to the cause Have never offered to pay for the services that Pride Committee offers Time to come up with a program Time to write a grafitti ordinance Jan - Carl N should do some research on grafitti ordinance Carl B - addressed Capt Spierer if any recommendations have been received It is a policy decision Sheriff's Dept photographs arafitti before it is removed Buck - Not sure an ordinance would be fair If businesses are willing to help, start with that Jan - write letters to businesses Jill - Trash dumpsters needed in E Newhall and street sweeping signs are needed E Newhall is more than ready to clean up' Jan - le,tters to Corporate offices Give choice - help with grafitti or be fined if there is an ordinance in place Item 2 - C8:2S p -m.) - SC Transit Logo - Dennis Luppens - One year ago Council adopted transit plan Set for this July Need to make buses more appealing to residents City has made great strides May is set for RFP for operation services Mid-April buses to arrive Introduced Diane Demergian, designer of logo design Logo should convey 21st century, the City is in the lead Asked Council to review signs and color schemes Council discussed color, size, position It was moved by Boyer and seconded by Klajic to include in the signs, trees. On roll call vote: Ayes: Darcy, Heidt, Klajic, Boyer Noes: McKeon Motion passed. Agreed that logo would display three trees with script letters, and possibly some hills No one was scheduled for Public Participation Meeting adjourned to Close Session at 9 p m
