HomeMy WebLinkAbout1991-10-30 - MINUTES - STUDY SESSION (2)a CITY OF SANTA CLARITA MINUTES OF STUDY SESSION OCTOBER 30, 1991 CALL TO ORDER The meeting of the City Council Study Session was called to order at 7:32 p.m. in the Council Chambers at 23920 Valencia Blvd., Santa Clarita, CA. FLAG SALUTE Finance Director Andrea Daroca led the Flag Salute. ROLL CALL All Councilmembers were present. Also present were: City Manager George Caravalho, Assistant City Manager Ken Pulskamp, City Attorney, Carl Newton, Finance Director Andrea Daroca, Public Works Director John Medina, Parks and Recreation Director Jeff Kolin, Community Development Director Lynn Harris, Deputy City Clerk Geri Miller -Davis. ITEM 1 Presentation and introduction of new employees was made. INTRO OF Assistant City Manager, Ken Pulskamp introduced Carrie Dixon NEW EMPLOYEES and Elizabeth Ackerman of the City Manager's department. Public Works Director, John Medina introduced Renee Callaway, and Parks and Recreation Director, Jeff Kolin introduced Adele MacPherson. ITEM 2 George Caravalho gave the presentation on the Waste Water WASTE WATER Treatment and Collection Service Study. John Heiss and Marcus TREATMENT AND Allen presented Council with a summary of the analysis , COLLECTION stating the importance of linking the operation of Districts 26 SERVICE STUDY and 32 with the City and the feasibility of the project. Marcus Allen presented the findings and how the districts are structured. Each district is independent, and not necessarily linked to County Sanitation District. Districts 26 and 32 serve City. District #2 - joint administration district. John Heiss explained the potential to reorganize the service. Capacity of District 26 cannot handle all sewer service in Dist. 22. District 26 is all within the City boundaries. District 32 is in and out of City limits. Look at joint agencies in Whittier analysis including taking all service of district and working this into a City structure. Recommending the reorganizing and merging of the two districts. Also explained the option of City as an administrative planning arm and plan the services currently used jointly in Whittier. City Attorney, Carl Newton explained that contract approval requires concurrence and approval by the Board of Directors of the Sanitation Districts. Each agency has a vote -independently. John Heiss explained that each district provides for District 2 to provide services. JoAnne Darcy questioned the District 2 provisions. Buck McKeon questioned the Sphere of Influence. John Heiss explained that to proceed with formal reorganization, it is not necessary to go to the outlying sphere. Carl Boyer discussed Prop. 13. Jill Klajic commented that she was pleased with -the report and should go ahead with the consolidation. George Caravalho suggested that this be placed on the meeting of November 12th, 1991. Buck McKeon requested that top people from the district be invited to the November 12th meeting. Page �2 Study Session Minutes ITEM 3 Lynn Harris presented the report on Ridgeline Preservation and RIDGELINE Hillside Development Ordinance and Guidelines. Mark Rogers PRESERVATION from J.L. Webb Planning, Inc. explained the key areas of AND HILLSIDE guidelines, demonstrating the clear guides for the development DEVELOPMENT community. Boyer questioned the slope percentages. Mark Rogers explained that the importance is not to limit, but to consider the percentages within the guidelines. Jan Heidt commented on the fact that the graph does not cut off at 25Z sloping. Mark Rogers explained that the guidelines are very articulated. Carl Boyer asked if there are exceptions. It was further explained that this is where the wisdom of the Planning Commission and the City Council comes in. Jo Anne Darcy questioned the geology and soils report. Mark Rogers explained that the report is not necessary for the writing of this ordinance. Carl Boyer commented on a memo from Lynn Harris regarding the survey within Santa Clarita. The survey showed 11,000 units to be built between now and build -out period. 2,000 units already have been permitted. Harris explained the build -out in the General Plan. Numbers are physical ability to build. Yearly build -out between now and 20 years will peak and valley. Ordinance works in conjunction with L.A. County guidelines and implements numbers and provisions. Ordinance should be thought of as a series of Development ordinances. Civic Center design requirements were part of the slope guidelines. Jan Heidt commented that the City has used alot of land, and hillside is all that is left, and there will be a reduction in density. Carl Boyer commented that Mayor Pro -Tem claimed recently in a letter to the editor that she was the only one on Council that cared about growth management, yet months ago the City contracted with J.L. Webb to look into the management. Lynn Harris reminded Council that part of the natural evolution of the density will go down. Philosophy of Ordinance states that a developer "may achieve", "if" they are within the guidelines of the Ordinance and General Plan. Mayor Boyer recessed the meeting at 9:18 p.m. RECESS Mayor Boyer reconvened the meeting at 9:41 p.m. RECONVENE Page 3 Study Session Minutes ITEM 4 Jeff Kolin presented the report on the preservation of open OPEN SPACE space and the maintenance strategy. He also gave a slide ACQUISITION presentation and discussed the open space element and the AND conservation element within the General Plan. Development MAINTENANCE criteria contains knowing what kinds of areas the City wants to STRATEGY take over. Discussion ensued regarding: time to inventory open space, make a detailed assessment value, value of parcels, establish priorities; continue to use regulatory powers and techniques such as the Hillside Ordinance and Guidelines, Development Impact Fees, Acquisition strategy, preservation strategy, types of open space, methods of acquisition as outlined in the report - (Steps 1-13). Scott Parker reported on Trust for Public Land, Open Space District. Jan Heidt commented on certain lots that are bigger than others and to preserve the integrity of these lots. Jeff Kolin stated that it was unknown at this time how much per capita is set aside for cities (still in review process). Jill Klajic asked if the City is prohibited by law to form their own district. Jeff Kolin stated that the City could begin the process. In practical terms, yes, unless the County measure is defeated. Jill Klajic asked about other companies to work with. It was moved by Klajic and second by Heidt to approve the recommended action to direct staff to begin preparation of a Comprehensive Open Space Acquisition, support the L.A. County Park, Beach and Recreation Act, direct Community Development and Parks and Recreation Departments to work together to establish a wetlands and flood plain protection ordinance and authorize staff to begin work on a local Park and Open Space District formation process should the L.A. County Parks, Beaches and Recreation Act fail to be enacted, and to omit #3, and seek out other companies. On Roll Call vote: Ayes: Darcy, Heidt, Klajic, McKeon, Boyer Noes: None Absent:None Motion carried. PUBLIC PARTICIPATION Lee Schramling spoke on EIR of Open Space Study. Ron Kettle spoke on the Sanitation District take-over, and the cost effects. Bob Lord spoke on Water and Waste Treatment Study, and that it would not be a good idea to carry this through. Lynn Plavic had questions about the Public Trust and mitigation funds and the Santa Clara River mitigation funds. The buying and selling of said property. Mr. Parker responded on funds and how it comes from several resources. Page 4 Study Session Minutes John Morrisette spoke on the Hillside Ordinance and that he is 1002 behind the Ord. and guidelines. John Drew spoke on the Hillside Ordinance and the difference between significant ridgelines, and determining what is and isn't significant. Bob Lathrop spoke on the Hillside Ordinance and obtrusions of structures above the ridgelines. Joan Dunn spoke on the Hillside Ordinance (chart) and the 5 different cities that have the 10Z slope. Roger Kirkpatrick (Calabasas) spoke on the Hillside grading and encouraged the City to pay attention to geotechnical issues. Alan Cameron spoke on the Open Space issue. City should implement most of the issues now. Regarding the Sanitation District, and Hillside Ordinance, make the issue of extensions, patios, etc. very clear. Ed Dunn stated that he supported the Council on the consolidation of. the Sanitation District, and supports Klajic regarding the Hillside Ordinance of 25Z slopes. He also stated that the microphones need improvement. Jack Ancona spoke on the density and specific rights and double standards being used; development should study wording; percentage and angle should be in the Ordinance. COUNCIL Jan Heidt commented on the Hillside Ord. and Architectural COMMENTS elevations. CLOSED George Caravalho stated that there would be a Closed Session SESSION meeting regarding the property acquisition at 23920 Valencia Blvd. Buck McKeon left the meeting at 11:05 p.m. Carl Boyer announced a "get-together" regarding Elsmere at the Placerita Nature Center on Saturday at 10 a.m. ADJOURNMENT Following Closed Session, it was moved by Klajic and second by Darcy to adjourn to the regular meeting of November 12, 1991.
