A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, STATING THE CITY'S CONCERN OVER RIGHTS-OF-WAY NEGOTIATIONS FOR COMMUTER RAIL PURPOSES BETWEEN THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION AND THE ATCHISON, TOPEKA AND SANTA FE RAILROAD COMPANY. WHEREAS, the Los Angeles County Transportation Commission (LACTC), along with transportation authorities from other Southern California counties, has been negotiating rights-of-way for commuter rail purposes with Southern Pacific Transportation Company and the Atchison, Topeka and Santa Fe Railroad Company; and WHEREAS, recently completed negotiations with Southern Pacific Transportation Company yielded an acquisitionof 180 miles of rights-of-way at a purchase price of $450 million; and WHEREAS, similar negotiations with the Atchison, Topeka and Santa Fe Railroad Company have stalled over the purchase price for 240 miles of rights-of-way; and WHEREAS, failure to complete negotiations between LACTC and Santa Fe will result in the Santa Clarita rail commuter line terminating at some point north of Union Station; and WHEREAS, the citizens of Santa Clarita may not be afforded with one-stop connection commuter rail service to Metro Rail, rail connections to points south of Los Angeles, and convenient van and bus service throughout downtown Los Angeles: NOW, THEREFORE, be it resolved by the City Council of the City of Santa Clarita hereby: Section 1. That the City of Santa Clarita is concerned over the stalled negotiations between the Los Angeles Transportation Commission and the Atchison, Topeka and Santa Fe Railroad Company. Section 2. That the City of Santa Clarita urges all parties to return to the bargaining sessions with a good faith effort. Section 3. That the Mayor of the City of Santa Clarita shall transmit in writing the concerns of the City to parties involved in the negotiations and Santa Clarita's state and federal legislative delegations. Section 4. That the City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED AND ADOPTED THIS 28th day of May , 1991.
