RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, CONCERNING CERTAIN MAP
CONDITIONS RELATING TO GOLDEN VALLEY ROAD
WHEREAS, Vesting Tentative Map No. 48117 was approved on November 7, 1989, and
was to expire on November 7, 1991;
WHEREAS, prior to November 7, 1991, the applicant AMCAL Golden Fund XXVIII
("AMCAL") applied for an extension of the expiration of Vesting Tentative Map 48117, which
by operation of law extended the expiration date to January 6, 1992;
WHEREAS, the Director of Community Development has approved an extension of such
expiration date to March 10, 1992;
WHEREAS, Condition 71 to Vesting Tentative Map No. 48117 and other similar conditions
for Tracts 45022, 48892, 48893 and 43145 of other developers in the area ("Golden Valley Road
Developers") states in pertinent part:
"Developer shall initiate and/or participate in establishment of a funding mechanism
and associated agreements whereby the City is assured of mitigation measures as
follows:
a. Improve Golden Valley Road to a minimum of four through traffic lanes, two
in each direction, between Sierra Highway and the Antelope Valley Freeway.
b. Install a traffic signal system at the intersection of Sierra Highway and Golden
Valley Road.
c. The aforementioned mitigation measures shall be in place and operational not
more than one year subsequent to occupancy of this development or within three
years of City Council approval of the final map, whichever occurs first";
WHEREAS, Condition 70 to Vesting Tentative Map No. 48117 and similar conditions
for other Golden Valley Road Developers state that prior to final map approval, AMCAL and
other Golden Valley Road Developers must enter into written agreements to pay certain traffic
mitigation fees;

WHEREAS, AMCAL and other Golden Valley Road Developers signed and submitted
a petition for the formation of an assessment district (the "District") to finance the construction
of the Golden Valley Road improvements specified in Condition 71;
WHEREAS, for the last two years, the City, other Golden Valley Road Developers and
AMCAL have been working together to enter into an agreement that would satisfy Condition
71 and other similar conditions and the Policy Guidelines For Use Of Public Financing Of Public
Facilities In Proposed Development Projects;
WHEREAS, changes in economic conditions have delayed the formation of the District
and the parties entering into an agreement to satisfy Condition 71 and the other similar conditions;
WHEREAS, the City Council recognizes that AMCAL is facing economic hardship resulting
from the foregoing delay;
WHEREAS, as a result of these economic hardships, AMCAL needs to obtain final map
approval at the earliest possible date;
WHEREAS, failure to obtain an early approval of the final map may adversely impact
AMCAL's ability to commence its project; and
WHEREAS, AMCAL has satisfied all of the remaining conditions of Vesting Tentative
Map No. 48117;
NOW, THEREFORE the City Council of the City of Santa Clarita hereby resolves as
follows:
1. There will be referred to staff and the Planning Commission for consideration a
proposal, following a duly noticed public hearing, to amend the conditions in Vesting Tentative
Map No. 48117 to extend the time requirements for construction of the Golden Valley Road
improvements and to allow AMCAL to proceed with its project before all of the Golden Valley
Road improvements are completed. Tentative Tract Map No. 48892 and Vesting Tentative Maps
No. 45022, 48893 and 43145 will be given similar consideration when City staff can prepare
item for the Planning Commission's agenda. The City Council would view with favor some
modification of the conditions to assure satisfactory completion of Golden Valley Road through
a reasonable assessment district.
2. If the amendment in the conditions is approved by the Planning Commission and
the City Council, staff will be directed to enter into an agreement with AMCAL and other Golden
Valley Road Developers to satisfy such amended conditions, including the acquisition of certain
public improvements constructed by AMCAL.

3. Staff is to use its best efforts to accomplish the
foregoing so that AMCAL's final map can be considered at the City
Council's January 28, 1992, or such earlier date as may be feasible,
meeting.
4. Consideration of the changed conditions shall be based upon
continued funding by developers of City's administrative costs
associated with these projects.
Adopted by the City Council of the City of Santa Clarita this
10th day of December. 1991.
