HomeMy WebLinkAbout1991-06-11 - RESOLUTIONS - MCBEAN PKWY VEHICLE STOPPING (2)RESOLUTION NO. 91-57 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, PROHIBITING THE STOPPING OR STANDING OF VEHICLES ON PORTIONS OF MC BEAN PARKWAY IN THE CITY OF SANTA CLARITA WHEREAS, the safety of the motoring public would be enhanced by the prohibition of parking on certain major arterial highways in the City of Santa Clarita. WHEREAS, California Vehicle Code Section 22507 provides for local authorities to prohibit or restrict the stopping, parking or standing of vehicles on certain streets or highways, or portions thereof during all or certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: SECTION 1. That stopping, standing or parking of vehicles during all hours of the day shall be prohibited as follows: (1) McBean Parkway, on both sides, between the west City limit and Valencia Boulevard. SECTION 2. That the prohibition of stopping, standing or parking of vehicles as provided herein shall apply when appropriate signs or curb markings giving adequate notice thereof have been placed as described in Section 1. SECTION 3. That staff shall install the necessary signs or curb markings to effect this Resolution. Land owner responses to the opinion survey were generally favorable to the prohibition of parking. Written responses were received from Valencia Company, Henry Mayo Newhall Hospital and several homeowners groups. These responses are included for Council review. Verbal responses were also received from California Institute of the Arts, Valencia Realty and Granary Square in favor of the prohibitions. The Santa Clarita Family YMCA currently has insufficient parking to accommodate their needs on site and requested that on -street parking be permitted until they can develop additional off-street parking. The YMCA is currently investigating options. The Santa Clarita-Los Angeles Commuter Express (Route 799) currently stops at McBean Parkway and Arroyo Park Drive. Park -N -Ride passengers generate a parking demand of between 30 and 50 vehicles near the intersection. This parking is currently accommodated on Arroyo Park Drive west of McBean Parkway. The parking prohibitions on McBean Parkway should not impact this activity unless the ridership grows substantially. We've received two other expressions of concern for the recommended action and the issues were discussed with both organizations. The Franciscan Hill Homeowners Association has opposed the regulation; indicating that they are concerned that overflow parking from the nearby Mormon Church would impact their limited off-street parking. Their primary concern, however, is that removal of parking on McBean Parkway will change the character of the street from residential to a major highway by increasing traffic volumes and speeds. A letter from Ms. Renee Nelson, President of the Franciscan Hill Homeowners Association outlining these concerns is attached. These concerns are: - Location of churches - Location of schools - A school crossing - A senior center - Residential development - A YMCA and park - A hospital - A shopping center Ms. Nelson indicates that these developments will be adversely affected by the proposed parking restrictions. Ms. Nelson requests consideration of the following improvements to mitigate these concerns. A traffic signal at McBean Parkway and Singing Hills Drive A pedestrian overpass across McBean Parkway near Alegro Drive A peak hour only restriction if eventually needed Supplemental Report Page 2 Ms. Nelson's concerns for the proposed parking restrictions appear to stem from the belief that such regulations would generate higher speeds. Staff does not concur with these beliefs. We believe that the proposed parking restrictions will reduce the potential for vehicle conflict in a number of ways. First, elimination of parking substantially eliminates the potential for accidents involving parked cars. Also, visibility at driveways and intersections will be significantly enhanced. Aesthetics is also a factor. Observations indicate numerous parked cars for sale and large trucks parked for extended periods. The proposed parking regulations will eliminate these issues. With respect to Ms. Nelson's specific request, we offer the following: - A traffic signal has been conditioned on a nearby development at McBean Parkway and Singing Hills Drive. A recent study has determined that the signal is appropriate. The developer has been notified that the signal should be installed in accordance with the condition. - Several pedestrian overpasses are being planned throughout the City. A specific recommendation has not been formulated for McBean Parkway at Alegro Drive. This location will be evaluated in future budget years. The success of the planned pedestrian bridges needs to be evaluated before additional facilities are considered. Meanwhile, the adult crossing guard provides a high level of safety for the school age pedestrians using this location. Peak hour parking restrictions on McBean Parkway would be only a partial solution to the eventuality of the full time regulations. If peak hour restrictions are established at this time, the full time regulations would be needed in the future. The Henry Mayo Newhall Memorial Hospital Board of Directors expressed concern about the parking prohibition, although they voted not to oppose its passage. As stated in their letter, the Board believes that the hospital has proprietary right to the parking on its McBean Parkway frontage. The Public Works Department in their response disagrees with this assessment. The hospital requested a parking credit to offset future parking requirements in conjunction with the removal of on -street parking. We advised both of these organizations that the matter will be discussed at the City Council meeting. JEM:ec:rd:891
