SUBJECT: Acceptance of the Begonias Lane and
Oak Springs park sites
DEPARTMENT: Parks and Recreation
BACKGROUND
The Pinetree/Timberlane annexation into the City of Santa.Clarita included two
undeveloped, five acre park sites. The sitesareOak Springs park site, which
is located on the comer of Oak Springs Canyon Road and .Ada Street, and
Begonias Lane park site, which is located on Begonias Lane just west of Shadow
Pines Boulevard.
Both park sites are currently owned by the County of Los Angeles, but are now
located within the Santa Clarita City limits and are found to be local in
nature. The County Board of Supervisors have approved the conveyance of the
park property to the City of Santa Clarita.' Quitclaim deeds to transfer
property .title to the City have been completed and await acceptance by the
City Council. A copy of the Report to the County Board of Supervisors
recommending conveyance of the park sites to the City and the executed
Quitclaim Deeds are attached for your review.
Prior to accepting the undeveloped park sites by Council, staff required a
general cleaning up of the sites .by the County. Weed abatement and the
removal of various forms of trash and debris was necessary to bring the sites
up to City standards. The County has complied with the City's request and has
removed the weeds and debris from the park sites.
A design consultant has been hired by the City to prepare the plans for
development of Begonias Lane park site. The construction documents are
complete and the project is out to bid in an effort to expedite the completion
of this park. It is anticipated that the Begonias Lane Park will be completed
and open for public use in December of 1992.
FISCAL IMPACT
Maintenance. responsibilities and costs will be 'absorbed by existing parks
maintenance staff for fiscal. year 91-92. Staff will evaluate the impact of
the additional improved park acreage during the 92-93 budget process.
RECOMMENDATION
It is recommended that the City Council accept the' Quitclaim Deeds to both
Begonias Lane park site and Oak Springs park site.

By acceptance of the attached Quitclaim Deeds, the.City agrees to
hold the parcels for development and .use for public park and
Playground purposes. These documents contain a reversionary
clause revesting title to the County if and.when the City fails,
refuses, or neglects to maintain the sites for public park and
playground purposes. The recommended transfer of title will
become effective upon receipt of the executed deeds by the City.
Please instruct the Executive Officer -Clerk transmit the executed
Quitclaim Deed by certified mail to:

THEREFORE, IT IS RECOMMENDED THAT YOUR BOARD:
1. Find that transfer of the Oak Spring and Begonia Lane
parcels is categorically exempt (Class 16).
2., Find Oak Springs and Begonia Lane Parks to be local in
nature.
3. Approve the conveyance of the park property to the City
of Santa Clarita pursuant to Sections 25550.5 and
25550.6 of the Government Code.
4. Instruct the Chairman to sign all instruments necessary
to eff4ctuata the conveyance.
