Civic Center Site + AGENDA TOPICS FOR MAY 20, 1992 CITY OF SANTA CLARITA MEETING SUPERVISOR ANTONOVICH 1. Whites Canyon Road/Via Princessa Phase III Connection (Jill Klajic) a. Thank Antonovich for his efforts in securing remaining County funding thus facilitating immediate construction of the project. b. City financial contribution to project .is $1.94 million. 2. Joint City -County Planning (Jill &lajic) a. A City and County Technical Task Force has been meeting at the staff level to discuss more formalized communication. Should have a report out in approx. 60 days. b. Thank Antonovich for his previous support of concept and request his continuing support. 3. Westridge Development Project (Jo Anne Darcy) 1 a. Reiterate major City concern: maintaining the integrity of the Significant Ecological Area - taking golf course and 189 proposed units out of SEA. b. Request that Antonovich present County's response to City concerns. 4. Significant Ecological Area Protection (Jan Heidt) a. What is County's Plan for identifying and protecting Significant Ecological Areas? b. Would it be appropriate to have the borders and outlying areas for SEA's checked by an independent biologist? 5. Open Space Responsible Agencies (Jan Heidt) a. Large scale development projects such as Westridge and Ritter Ranch contain open space areas. b. Available options: 1) Open space is held privately by owners of surrounding development, or 2) Open space.can be public if a government jurisdiction can afford to maintain property. c. City would like to see these open space areas available for public use. Perhaps through formation of Joint Power Authorities (i.e. City/County/SMMC) SUGGESTED TOPICS FOR MAY 20; 1992 CITY OF SANTA CLARITA MEETING WITH SUPERVISOR ANTONOVICH Page 2 6. Infrastructure Financing (Jo Anne Darcy) a. Discussion regarding future funding options.. 7. Expanded Transit Service for Val Verde (George Pederson) a. City receiving requests from Val Verde residents for additional transit service between Val Verde and City. b. City receiving requests from Val Verde residents for more Dial-A-Ride.service primarily to access Samuel Dixon Clinic. c. Request from Antonovich additional funds to improve transit service operations for Val Verde area. S. Elsmere Canyon Landfill Proposal (Jill Klajic) a. Acknowledge Los Angeles County Sanitation Districts more favorable commitment to the rail haul alternative resulting from City efforts. b. Reiterate opposition to Landfill c. Ask what County is doing to meet AB 939 source reduction goals? (252 by 1995/502 by 2000) d. Antonovich's position on rail haul? e. Antonovich's position on Elsmere Canyon landfill proposal? 9. Future Additional Senior Center Facility (George Pederson) a. Senior Center staff has indicated to City staff the need for an additional full service:Senior Center facility in Canyon Country. b. What plans, if any, does the County have for expanding Senior services in Santa Clarita Valley? c. What role does Antonovich see for the City? 10. Santa Clara River Valley Task Force (Jan Heidt) a. Request Antonovich personally attend Task Force meetings. Reiterate major composition of Task Force are elected officials in Los Angeles and Ventura Counties. b. Request Antonovich support for comprehensive study of full length of Santa Clara River. c. Seek Antonovich's support for rail corridor (Ventura - Santa Clarita). �. SUGGESTED TOPICS FOR MAY 20, 1992 CITY OF SANTA CLARITA MEETING WITH SUPERVISOR ANTONOVICH Page 3 11. Household Hazardous Waste Roundup (Jill Blajic) a. When will the County be sponsoring another collection day in Santa Clarita? b. Does County have any plans to conduct household hazardous waste roundups on a regularly scheduled basis, i.e. annually twice per year,. quarterly. 12. Board of Supervisors Expansion Proposals (George Pederson) a. Request Antonovich discuss both seven and nine district plans. b. Under seven district plan, all of Santa Clarita Valley is in one supervisional district. 1 c. Under nine district plan, City of Santa Clarita is in one I district while unincorporated areas immediately north of City limits would be in another district. 13. Los Angeles County Park, Beach and Recreation Act of 1992 (Jo Anne Darcy) \� a. City slated to receive $1,192,500 in per capita grant funds. b. As an identified specific regional project, $2,480,000 is earmarked for preservation/enhancement efforts for Santa Clara River. c. What is Antonovich's position on this ballot measure? d. Is this measure now set for November ballot rather than June ballot? What was the rationale behind the Board of Supervisor's action to change the election date? 14. Civic Center Site (Jan Heidt) a. City staff has discussed with both Antonovich staff (Vanatta) and Chief Administrative Office staff some shared use arrangements for Civic Center site. b. Possible County facilities: Sheriff's station, Courts, Library. c. Redevelopment funds may be a revenue source for these facilities. d. Request Antonovich's position on shared use facilities and potential use of redevelopment money as a funding source.
