Nisich�,u�,' CONSENT CALENDAR DATE: September 8, 1992 SUBJECT: ALLOCATION AND PAYMENT OF COUNTY AID -TO -CITIES FUND Resolution No. 92.172 DEPARTMENT: Community Development j7Sd'S�IiJi� The County of Los Angeles has set aside a portion of its Gas Tax Funds to assist cities in the funding of roadway projects which also improve overall County traffic circulation. The program, which is purely discretionary, is limited for use for signal ization, right-of-way acquisition, congestion management, and road construction projects which are of general County interest and regional significance. Staff previously received notification that Santa Clarita's 1989-90 Aid -to -Cities allocation would be $163,012. This money was subsequently programmed in the budget to support the City's contribution to the San Fernando Road widening project. Due to revenue shortfalls, these funds have not been available for reimbursement until this time; and as a procedural matter, the County requests that a resolution requesting allocation and payment be adopted before these funds are released. RECOMMENDATION Adopt Resolution No. 92-172 requesting allocation and payment of County Aid -to -Cities funds. ATTACHMENTS Resolution No. 92.172 Adopted: 9- DLS:re92-172.egn Agenda Item: RESOLUTION NO. 92-172 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUND WHEREAS, the County of Los Angeles has appropriated certain monies to the City of Santa Clarita as County Aid to Cities; and WHEREAS, the Los Angeles County Board of Supervisors has adopted policies limiting the use of said monies to regional traffic signal synchronization projects, transportation system management (TSM), and congestion management (CM) projects that improve regional traffic mobility; or the design, acquisition of right of way, and construction of City streets on the County's highway plan which are of general County interest and regional significance; and WHEREAS, the City Council desires to expend the amount of $163,012 of said funds accrued to the City for projects in accordance with said policies; and NOW, THEREFORE, the City Council of the City of Santa Clarita resolves that: SECTION 1. The County of Los Angeles is hereby requested to allocate $163,012 of the Aid to Cities Funds apportioned to the City forthe projects listed on Attachment "A" which will improve regional traffic mobility in accordance with the Los Angeles County Board of Supervisors policy regarding the use of said Aid to Cities Funds. SECTION 2. After the allocation is approved by the Board of Supervisors and funds are available, the County is requested to send such allocated amount to the City when claimed. Resolution Nos. 89-92 and 91-25 are. hereby repealed. The City will begin using the funds for said projects listed on Attachment "A" of this resolution according to the terms of the allocation. SECTION 3. The City Clerk is directed to forward a certified copy of this resolution to the Los Angeles County Director of Public Works for processing. SECTION 4. The Mayor shall sign this resolution, and the City Clerk shall attest and certify to the passage and adoption thereof. PASSED, APPROVED AND ADOPTED this day of 1992. Grindey City Clerk DLS:ng2-772.sgn RESOLUTION NO. 92-172 ATTACHMENT A DESCRIPTION OF PROJECT 26_(San Fernando Roadl Widenino P This project consists of the widening of State Route 126 between Lyons Avenue and Valencia Boulevard from two lanes of travel to four lanes of travel. This project, which Is expected to cost approximately $24 million, is being constructed in five phases under cooperative agreement with the state. This congestion management project is of regional significance and is designed to improve regional traffic mobility. DLS:re92.172.epn
