BACKGROUND
This project is a proposal to the County of Los Angeles by Amcal-Mint Canyon
Fund to subdivide and develop an approximately 65 -acre parcel into two
multi -family lots and one open -space lot. The site is located on the east
side of Sierra Highway, north of the City boundary and south of Sand Canyon
Road. (See attached map). The development includes 118 detached condominium
units and a private recreational facility.
The site is presently undeveloped, and is adjacent to several equipment
storage yards. Topography of the site is composed of tributary ridges and
swales which branch from the major significant ridgeline to the east of the
project boundary. Elevations on the ridgeline exceed 1980'; highest graded
"daylight lines" proposed are at 1836':
The applicant proposes to grade approximately 350,000 cubic yards of earth for
site development, which will be balanced on site. The proposed grading will
create one primary graded slope facing Sierra Highway of up to 100' in
elevation, at slopes of 3:1 (three feet of horizontal run to one foot of
vertical rise). The applicant proposes to incorporate landform grading
techniques to minimize the impact of the graded slope.
The applicant is requesting that the County approve a Zone Change, Conditional
Use Permit and Tentative Tract Map. County General Plan designations for the
site are "Urban 2" (3.4 - 6.6 units/acre) and "Hillside Management"; City
General Plan designations are "Industrial Commercial" fronting Sierra Highway,
and "Residential Estate" (1 unit/2 acres). Existing zoning is A-1-10,000;
proposed zoning is "Residential Planned Development 10,000-1.95U", which would
permit a unit density similar to that of the existing zone. County staff has
verified that the project is at or below the midrange density of the current
Plan designations, at 1.82 units per gross acre.
Because this project is substantially below the midrange density of the County
Areawide Plan, (although higher than the City's plan) reserves a major portion
of the site as .open space, and contributes to traffic improvements along
Sierra Highway, staff considers that support of this project, by the City is
appropriate with the.proviso that the proposed 100' graded slope be reexamined
to reduce- overall height and/or to incorporate additional mitigation as
indicated in the City and County Hillside Design Guidelines.

The Los Angeles County Regional Planning Commission will conduct a public
hearing on this project on January 29, 1992. Staff has prepared a letter
supporting this project for presentation to the Commission, acknowledging this
project's conformance to the midrange density of the AreawidePlan, the
proposed infrastructure. contributions (signalization at Vasquez Canyon Road
and Sand Canyon Roads), and requesting that the County direct the applicant to
minimize the graded slope.
RECONNENDATION: Review attachments and direct staff to transmit the attached
letter to Los Angeles County Regional Planning Commission on January 29, 1992.
