SUBJECT: Annexation Policy Report
BACKGROUND
On November 12, 1991, the City Council directed staff to prepare a report
addressing annexation policy alternatives. Prepared in response to this
request, this report includes a review of, the City's existing annexation
policy and process, a summary of related policies and planning issues, and an
evaluation of annexation policy alternatives. It also contains relevant
information from other documents prepared for the City in connection with
important planning issues facing.the Santa Clarita Valley.
This report has been prepared as a guide to be used by the City Council in
making a determination regarding the City's annexation strategy for the coming
years. It provides an evaluation of policy alternatives that may be more
suitable for today's conditions. By tailoring an annexation program to suit
current conditions, the City is able to regulate how annexations affect local
services.
Several annexation policy alternatives have been included in this report for
Council's consideration. These range from active approaches requiring
comprehensive planning, to passive approaches requiring minimal planning. The
City's current policy, the Annexation Strategy 1990, approved by the City
Council in November of 1989, is consistent with the combination
(active/passive) policy described in the report.
By evaluating the strengths and weaknesses of each alternative in terms of
cost, commitment, compatibility with other planning documents, political
ramifications, legal constraints, and overall feasibility, the City Council
can adopt an annexation policy in the best interest of the community. 'Once
this choice has been made, the selected policy can be developed and
transformed into a working document that would include specific goalsand
objectives, monitoring measures, and appropriate implementation strategies.
Read report, discuss current policy, select policy alternative, and if
appropriate, direct staff to return amended policy for 1992 at the next
available City Council agenda.
