SUBJECT: Annual -Report on the General Plan

The General Plan was adopted on June 25, 1991. It provides for orderly
growth and development within the planning area, which consists of a 256
square mile area (including the 42 square. mile- City limits). The plan
consists of 12 elements, or chapters including six .optional elements beyond
the state required mandatory elements. . The General Plan Implementation
Program, which has been recommended by the Planning Commission and is up.for.
Council consideration on this agenda, identifies approximately 63
implementation measures for the various General Plan elements, plus 45
implementing programs.for the State Housing Element.
State Planning and Zoning Law requires that the status of the General Plan
and the progress of its implementation, including the progress in meeting its
share of the regional housing needs, be reported to the City Council each
year. In response to State requirements, this report celebrates the first
anniversary of the adoption of the General Plan and identifies,
accomplishments towards its implementation.
To date, several very significant accomplishments have occurred in the
implementation of the General Plan.. A Unified Development Code containing
zoning, subdivision, and grading requirements is nearing completion in
preparation for 'adoption by the City Council. The City's Ridgeline
Preservation and Hillside Development Ordinance and Guidelines were adopted
on March 24, 1992, and recently received an award from the American Planning
Association.
A Development Impact Fee Study and Ordinance is nearing completion as well.
Additionally, the Santa Clara River Study, a major. implementation measure of
the Openspace and Conservation Element was also completed and adopted on
March 26, 1991.
The attached Summary Matrix of Implementation Measures was developed as.a
reference for identifying the status of the General Plan implementation
measures. The matrix is organized by General Plan Element. The Housing
Element is identified briefly within this report rather than the summary
matrix because of differing State reporting requirements.

The General Plan represents a long-term (20+ years) vision and plan for the
future development of Santa Clarita. The key to, realization of the plan and
its vision is in the implementation of its goals and policies over time. As
can be seen from the attached matrix, the City has already started most of .
the implementation measures and has completed or established on-going
programs for many others.
In the coming year, one of the primary goals is to adopt the Unified
Develpoment Code (UDC), which contains a comprehensive zoning ordinance and
accompanying zoning map, subdivision and grading regulations: Design
Guidelines would .supplement the UDC at a later time. The valley -wide traffic
model, developed by consensus between the City and County, should also be
completed this fiscal year. Other important planning programs scheduled for
this fiscal year include development impact fees, the Newhall study and
Geobase to initiate growth monitoring. Capital Improvement projects, and the
continued maintenance of public improvements, neighborhoods, housing and the
construction of improvements, such as new streets and bridges, are also high
priority General Plan implementation goals for the coming year, many of which
have been initiated or programmed in the Capital Improvement Program and
budget.
HOUSING ELEMENT IMPLEMENTATION:
The Comprehensive Housing, Affordability Strategy Report (CHAS) was recently
adopted by the City Council and provides significant progress towards meeting
State Planning Law requirements for the City's share of the Regional Housing
Needs Assessment. The Strategy Report is a management tool for- the
implementation of the City's General Plan programs relative to the .affordable
housing. needs of the City. These programs are. expected to -result in
preservation of the City's existing housing stock including controls on
mobile home conversion, rehabilitation of deteriorating houses, and
provisions supporting affordable housing opportunities.
The construction of a low income apartment project on Solamint Road, and the
construction of three senior housing projects on Singing Hills Drive, Wiley
Canyon Road and at the corner of Market Street and Newhall Avenue, provide
additional progress towards meeting the City's affordable housing needs and
the requirements of the Regional Housing Needs Assessment.
Review and file the report on the General Plan.
