Award Bid for the South Fork Trail Construction
Parks and Recreation Department
The Parks and Recreation Department has completed the bidding process for Phase
I of the South Fork Trail as authorized by council at its May 26, 1992 meeting.
The project includes the installation of a multi-purpose trail system on an
existing flood control maintenance road and utility right of way, extending from
Orchard Village Road to Magic Mountain Parkway.
A total of 6 companies submitted bid proposals for this project and were
publicly opened at 11:00 a.m. an Thursday, June 11, 1992. The following bids
were received:
John Burgeson Contractor, Inc.$128,000.00 LOCAL CONTRACTOR
Evans & Son, Inc. $133,000.00 LOCAL CONTRACTOR
Intertex of California, Inc. $145,000.00 LOCAL CONTRACTOR
EC Construction Company $148,495.85
Excel Paving Company $159,982.55
Alcorn Fence Company $182,302.22
John Burgeson Contractor, Inc., a 'B" license General Contractor was the lowest
bidder for this project. Staff has been advised by the State Contractors
License Board that a "BO licensed contractor is not eligible to receive the
contract award based on the*scope of work to be preformed.
Evans & Son. Inc. the second lowest bidder has a current and valid "A" license -
as recommended by the State Contractors License Board. Reference checks have
been positive and their understanding and expertise of this project's scope of
work qualifies Evans & Sons, Inc. for this project.
Construction of this trail project will begin in mid August. Approximately
three months will be required to complete this project which is scheduled to be
fully operational in November of 1992.
A standard Los Angeles County Flood Control use agreement detailing the City's
restrictions and obligations to use the existing utility and flood control right
of way easements is currently under review by staff and the City Attorney. This
will be presented to the City Council for approval on completion of review.
The engineers estimate for phase I -of this project was $250,990 for construction
with the City budgeting TDA Article 3 grant funds of $168,419.67 for this phase
of the South Fork Trail.

Funds are available in account 25-99006-227 for this phase of the project.
Recommendation:
It is recommei�ded that the contract for Phase 1 of the South Fork Trail project
be awarded to Evans & Son, Inc. in the amount of $133,000 and that an additional
$25,000 be reserved for construction, inspections, testing and any change orders
which may become necessary once construction commences.
