HomeMy WebLinkAbout1992-06-09 - AGENDA REPORTS - BIKEWAYS BIKE LANES (2)AGENDA REPORT CONSENT CALENDAR "PM. -N -A SUBJECT: 104%1174161 �.June_9, 1992 City Manager Approval Item to be presented by, RESOLUTION OF SUPPORT FOR BIKEWAYS AND BIKE LANES RESOLUTTON NO. 92-102 Public Works The staff of the Parks and Recreation Department has received a request from granting agencies at the state level for a resolution of support from the City for Bikeways and Bike lanes. The Resolution will be used as a part of the City's grant applications to indicate our continued support for the development of bike lanes and off road bikeways. Transportation agencies are particularly interested in maintaining on street bike lanes as an important segment of a multi -modal transportation system. The City's General Plan contains many statements which support the inclusion of bike lanes on major roadways within the City. The same references are also contained within the Circulation Element of the General Plan. Provisions for bicycle facilities and parking are also contained in the plans for the City's Commuter Rail and multi -modal Transit station. The Engineering Division of the Community Development Department is also incorporating standards within the design specifications for capital projects such as roads, bridges, parking lots and public buildings for bicyclists. These include ramps under bridges andbike lanes. FISCAL IMPACT The cost of capital projects will be increased by the inclusion of bicycle improvements. Bridges will have to be wider in some instances and the installation of concrete ramps underneath will raise the construction costs. Additional striping and, in some cases, width for roadways will also be required. It is recommended that the City Council adopt Resolution No. 92-102 supporting the continued development of on street bike lanes and off street bikeways. JK:gmm bikeway.agn JK:gmm bikeway.agn RESOLUTION NO. 92-102 A RESOLUITON OF THE CITY COUNCIL OF THE MY OF SANTA CLARITA, CALIFORNIA SUPPORTING BIKEWAYS AND B11EM LANES WITBIN THE CITY OF SANTA CLARITA WHEREAS, the City of Santa Clarita has previously adopted and given support to the Santa Clara River Recreation and Water Feature Study which includes an off highway bicycle path; and WBEREAS, the City of Santa Clarita's Adopted General Plan contains numerous policies and references supporting the incorporation and installation of an integrated bikcv�ay network, both on street and off street, throughout the City; and WBEREAS, all bicyclists are given certain and specific roadway use opportunities by the State ffighways Code and other state and municipal law; and WHEREAS, the City of Santa Clarita is committed to providing safety and access to all bicyclists and motorized roadway users; and WBEREAS, the City of Santa Clarita by providing Class I bikeways whenever possible for the bicyclists, does not intent to limit or restrict bicycle users legal and legitimate use on its roadways. NOW, TBEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarita, as follows: that the Santa Clarita City Council hereby reaffirms its commitment to vigorously support bicycle use within the City limits on both on road and off road bikeways.
