ADJUSTMENT TO THE AGREEMENT BETWEEN CITY AND COUNTY OF
LOS ANGELES TO CONTINUE EXISTING PUBLIC TRANSPORTATIONS
SERVICES

On January 2, 1992, the City assumed the commuter bus service from the County of Los Angeles.
This was the final component implemented by Santa Clarita Transit that also includes local and
dial -a -ride services. This adjustment addressed these changes in responsibilities. Santa Clarita Transit
provides bus service for the entire Santa Clarita Valley, including areas under the County of Los
Angeles jurisdiction.
The County is responsible for providing funding for those areas not located within the City. The
funding marks are calculated based on miles for local service, actual passengers for dial -a -ride and
percentage of passengers for commuters.
The attached agreement must be signed in order for the City to receive the remainder of the estimated
$322,600 due from the County.
The current term of this agreement is from July 1, 1991 to June 30, 1992. The adjustment will be
from January 1, 1992 through June 30, 1992.

Enclosed are an original and four copies of a proposed Agreement
between the County and the City of Santa Clarita to continue
existing public transportation services through the
1991-92 Fiscal Year. Services include the Santa Clarita Valley
Local Bus Service, the Santa Clarita-Los Angeles Commuter
Service, the one -day -per -week Antelope Valley/Santa Clarita
Valley to UCLA shuttle service for the elderly and disabled and

A G R E E M E N T
THIS AGREEMENT is between the COUNTY of LOS ANGELES,
hereinafter referred to as "COUNTY", and the CITY of
SANTA CLARITA, hereinafter referred to as "CITY".
W I T N E S S E T H
WHEREAS, COUNTY and CITY agree that it is in the public
interest to continue to -provide various forms and modes of public
transportation services, including a system of local bus
passenger service, a commuter bus service, a general public and
elderly and disabled paratransit service.and a one -day -per -week
shuttle service for the elderly (60 years and older) and eligible
disabled, hereinafter referred to as "SERVICES", to serve the
public in the Santa Clarita Valley (SCV); and
WHEREAS, COUNTY and CITY desire to continue SERVICES through
the 1991/92 Fiscal Year; and
WHEREAS, COUNTY shall administer the contract for the local
service until August 3, 1991; and
WHEREAS, CITY shall administer the contract for the local
service beginning August 4, 1991; and

WHEREAS, COUNTY shall administer the contract for the
commuter service through December 31, 1991; and
WHEREAS, CITY shall administer the contract for the commuter
service, beginning January 1, 1992; and
WHEREAS, COUNTY will continue to administer the
one -day -per -week shuttle service for Fiscal Year 1991-92; and
WHEREAS, CITY will continue to administer the general public
and elderly and disabled paratransit service contracts for Fiscal
Year 1991-92; and
WHEREAS, CITY proposes to implement revisions to the local
bus passenger service, commuter service and the general public
and elderly and disabled paratransit service, including, but not
limited to, modification and/or addition of services and
acquisition of new vehicles and/or equipment, hereinafter
referred to as "SERVICE REVISIONS"; and
WHEREAS, CITY proposes to implement revisions to the local
buspassenger service and commuter service as described in
Appendixes E and F once CITY assumes the.administration
responsibilities for these services as described above; and

WHEREAS, CITY will implement revisions to the general public
and elderly and disabled paratransit service as described in
Appendix G on November 4, 1991; and
WHEREAS, CITY and COUNTY propose to finance their
jurisdictional share of the total actual costs of SERVICES
including contract, administration and marketing costs.
NOW, THEREFORE, in consideration of the mutual benefits to
be derived by CITY and COUNTY and of the premises herein
contained, it is hereby agreed as follows:
1. COUNTY AGREES:
a. To administer the contract for the local service
as described in Appendix A through August 3, 1991.
b. To administer the contract for the commuter
service as described in Appendix B through
December 31, 1991.
C. To review and approve contract invoices for the
local and commuter services and to transmit
invoices to CITY for CITY'S payment to service
providers through the dates specified in
Section l.a. and b., above.

d. To administer the contract for the one -day -per -
week shuttle service as described in Appendix C;
to review and approve all invoices for service; to
pay service provider directly for the net contract
costs (total contract costs less farebox revenue,
where applicable) within 30 days of approval of
invoices and to invoice CITY on a monthly basis
for its jurisdictional share of the total cost of
service.
e. To provide CITY with a detailed monthly cost and
revenue report for all services which COUNTY
administers. Report shall include contract,
administrative and marketing costs broken down by
jurisdiction.
2. CITY AGREES:
a. To administer the contracts for the general public
and elderly and disabled paratransit services as
described in Appendix D.
b. To review and approve invoices submitted by COUNTY
to CITY for the local and commuter services; to
pay service provider directly for the net contract
costs of services (total contract costs less

farebox revenue, where applicable) within 30 days
of approval of invoices and to invoice COUNTY on a
monthly basis for its jurisdictional share of the
total cost of services.
C. To administer the contract for the local.service
beginning August 4, 1991.
d. To administer the contract for the commuter
service beginning January 1, 1992.
e. To review and approve all contract invoices for
all services which it administers; to pay service
provider directly for the net contract costs of
services (total contract costs less farebox
revenue, where applicable) within 30 days of
approval of invoices and to invoice COUNTY for its
jurisdictional share of the total costs of
services.
f. To provide COUNTY a detailed monthly cost and
revenue report.for all services which CITY
administers. Report shall include contract,
administrative and marketing costs broken down by
jurisdiction.
g. To continue the program of preparing and issuing
residency identification cards to CITY and COUNTY
residents in the Santa Clarita-Valley area to
enable area residents to purchase monthly bus
passes at discounted rates.
3. IT IS MUTUALLY UNDERSTOOD AND AGREED AS FOLLOWS:
a. The term of this Agreement shall be from July 1,
1991 through June 30, 1992.
b. CITY and COUNTY will finance their jurisdictional
shares of the total cost of SERVICES.
C. County's maximum obligation under this Agreement
is $391,200.
d. Agreement may be amended upon mutual written
consent of CITY and COUNTY.
e. This Agreement may be terminated by either party
upon 30 days written notice. Any financial
liability due County from City shall be paid to
County no later than 30 days after the date of
termination. Any financial liability due City

from County shall be paid to City no later than 30
days after the date of termination.
f. CITY will implement SERVICE REVISIONS as described
in Appendixes E, F and G.
g. The total actual costs of the services under this
Agreement, as described in the Appendixes, include
the amount paid to the contractor(s) for services,
CITY'S and COUNTY'S costs to administer their
respective service contracts, the cost of
marketing the services and the costs to prepare
and issue the residency identification cards.
h. The CITY'S and COUNTY'S jurisdictional share of
the total actual costs of the services shall be
determined as follows:
1. Local Bus Service.
CITY'S jurisdictional share shall be equal to
the ratio of service revenue miles traveled
in CITY area to the total service revenue
miles traveled. The COUNTY'S jurisdictional
share shall be equal to the remaining
percentage of the total service revenue miles
traveled. Currently, CITY'S estimated
jurisdictional share of the local bus service
is 85 percent and COUNTY'S jurisdictional
share is estimated to be 15 percent.
2. Commuter Bus Service.
CITY'S and COUNTY'S jurisdictional shares
shall be determined each month, concurrently
with the review and approval of the service
provider's monthly invoice. CITY'S
jurisdictional share shall be equal to the
percentage of the total monthly ridership who
are CITY residents. COUNTY'S jurisdictional
share shall be equal to the remaining
percentage of the total ridership. The
jurisdictional percentages shall be based -on
monthly ridership data submitted by the
service provider with their monthly invoice.
Currently, CITY'S estimated jurisdictional
share.of the commuter service is 90 percent,
and COUNTY'S jurisdictional share is
estimated to be 10 percent.

3. Shuttle Service.
For the one -day -per -week shuttle service in
the Antelope Valley and the Santa Clarita
Valley, CITY'S estimated jurisdictional share
is 17 percent of the total operating cost
which is based on the ratio of passenger
miles traveled by CITY riders to the total
passenger miles traveled.
4. General Public and Elderly and Disabled
Paratransit Services.
CITY'S jurisdictional share shall be.equal to
the percentage of the total monthly ridership
who are CITY residents. COUNTY'S
jurisdictional share shall be equal to the
remaining percentage of the total ridership.
The jurisdictional percentages shall be based
on monthly ridership data submitted by the
service provider with their monthly invoice.
Currently, CITY'S estimated jurisdictional
share is 94 percent of the total operating
cost and the COUNTY'S jurisdictional share is
estimated to be 6 percent of the total
operating costs.

i. Based on the methods described above, the
estimated costs and jurisdictional shares of the
total costs of the services during the term of
this Agreement are as follows:

j. CITY will apply for a Los Angeles County

estimated to total $60,000 for the local service.
It is anticipated that any funds awarded under
this Grant will be received during Fiscal Year
1992-93, and will reimburse a portion of CITY'S
and COUNTY'S jurisdictional share, as described in
Section h.l. and shown in Section i, of funds
expended for the local service in Fiscal
Year 1991-92.
1. Any revisions to SERVICES proposed by either CITY
or COUNTY shall not be implemented without prior
concurrence by CITY and COUNTY.
M. COUNTY shall be excused from performance hereunder
during the time and to the extent that it is
prevented from performing in the customary manner
by.forces of nature, fire, strike, loss of funding
or commandeering of materials, products, plants or

facilities by the Government, when satisfactory
evidence thereof is presented to CITY.
n. The Assumption of Liability Agreement executed by
the parties to this Agreement, and approved by the
Board of Supervisors and currently in effect, is
hereby made a part of and incorporated into this
Agreement as if set out in full herein, unless
said Assumption of Liability Agreement is
expressly superseded by subsequent Agreement
hereafter entered into between the parties hereto.

SANTA CLARITA VALLEY LOCAL BUS SERVICE
EXPLANATION OF BUS OPERATING ROUTES
GENERAL
On weekdays the service requires six large urban transit buses
providing approximately hourly service, on each of six routes
described below. On Saturday the service requires five large
urban transit buses providing approximately hourly service on the
same routes as weekday service except for Routes 2 and 3. Route
6 will replace Route 3 on Saturdays.
WEEKDAY SERVICE
Route 1 - Newhall to Canyon Country
One large urban transit bus shall operate on Route 11 shown in
Appendix A-1, starting approximately at 7:30 a.m. in Newhall,
completing 10-1/2 round trips to Canyon Country, ending in Canyon
Country approximately at 5:57 p.m., accounting for approximately
10.5 daily revenue hours. The route is approximately 21.3 miles
long accounting for approximately 224 daily revenue miles.
Route 2 - Valencia - Newhall
One large urban transit bus shall operate on Route 2, shown in
Appendix A-2, providing morning (7:10-8:22 a.m.) and afternoon
(2:30-4:26 p.m.) service in the Valencia and Newhall areas. The
route is approximately 10.7 miles long, accounting for
approximately 45 daily revenue miles and approximately 3.1 daily
revenue hours.
Route 3 - Valencia - Newhall Area
One large urban transit bus shall operate on Route 3, shown in
Appendix A-3, starting at approximately 6:55 a.m., on Rockwell
Canyon at the College of the Canyons and ending at approximately
6:00 p.m. completing 11 round trips, accounting for approximately
11 daily revenue hours. Route 3 is approximately 16.4 miles long
and covers from Valencia Boulevard at Rockwell Canyon to
San Fernando Road at Sierra Highway accounting for approximately
177 daily revenue miles.
Route 4 - Bouquet Canyon and Seco Canyon
One large urban transit bus shall operate on Route 4, shown in
Appendix A-4, starting at approximately 7:15 a.m. and ending at
approximately 6:30 p.m. completing 11 round trips accounting for
approximately 11.2 daily revenue hours. The route alternately
serves Bouquet and Seco Canyons with a round trip defined as

completion of a trip in both canyons. The route is approximately
20 miles long accounting for approximately 214 daily revenue
miles (school days) and approximately 217 daily revenue miles
(school holidays).
Route 5 - Canyon Country
One large urban transit bus shall operate on Route 5, shown in
Appendix A-5, starting at approximately 7:10 a.m. and ending at
approximately 6:30 p.m., completing 11 round trips with one
additional trip to Whites Canyon, accounting for approximately
11.4 daily revenue hours. The Route is approximately 17 miles
long accounting for approximately 189 daily revenue miles.
Route 7 - Valencia - Val Verde/Castaic
One large urban transit bus shall operate on Route 7, shown in
Appendix A-6, starting at approximately 7:10 a.m. and ending at
approximately 6:15 p.m. completing 11 trips accounting for
approximately 11.0 revenue hours. The Route is approximately
30.5 miles long accounting for approximately 336 daily revenue
miles.
SATURDAY SERVICE
Route 1 - Newhall to Canvon Countr
One large urban transit bus shall operate on Route 1, as shown in
Appendix A-1, starting approximately at 9:00 a.m. in Whites
Canyon completing 9 round trips to Canyon Country, ending in
Canyon Country approximately at 6:00 p.m., accounting for
approximately 9 Saturday revenue hours. The route is
approximately 21.3 miles long accounting for approximately 192
Saturday revenue miles.
Route 4 - Bouquet Canyon and Seco Canyon
One large urban transit bus shall operate on Route 4, shown in
Appendix A-4, starting at approximately 8:50 a.m., and ending
approximately 6:30 p.m. completing 9.5 round trips accounting for
approximately 9.7 Saturday revenue hours. The route alternately
serves Bouquet and Seco Canyons with a round.trip defined as
completion ofa trip in both canyons. The route is approximately
20 miles long accounting for approximately 186 Saturday revenue
miles.
Route 5 - Canyon Country
One large urban transit bus shall operate on Route 5, shown in
Appendix A-5, starting at approximately 8:30 a.m. and ending at

approximately 6:30 p.m., completing 9 round trips with 2
additional trips to Whites Canyon, accounting for approximately
10 Saturday revenue hours. The route is approximately 17 miles
long accounting for approximately 165 Saturday revenue miles.
Route 6 - Valencia - Newhall
One large urban transit bus shall operate on Route 6, shown in
Appendix A-3, starting at approximately 8:50 a.m., at McBean
Parkway and Arroyo Park Drive and ending at approximately 6:00
p.m. completing 9 round trips, accounting for approximately 9
Saturday revenue hours. Route 6 is approximately 13.7 miles long
and covers from McBean Parkway at Arroyo Park Drive to
San Fernando Road at Arch Street accounting for approximately 112
Saturday revenue miles.
Route 7 - Valencia - Val Verde
One large urban transit bus shall operate on Route 7, shown in
Appendix A-6, starting at approximately 9:20 a.m. and ending at
approximately 6:20 p.m. Completing 9 trips accounting for
approximately 9.0 Saturday revenue hours. The Route is
approximately 22.5 miles long accounting for approximately 205
Saturday revenue miles.

SANTA CLARITA VALLEY COMMUTER BUS SERVICE
EXPLANATION OF BUS OPERATING ROUTES
Inbound morning service will start at a designated stop in the
Santa Clarita Valley and includes intermediate pick-up stop
locations within the Santa Clarita Valley as indicated in
Appendix B-1.
Departure times at the first designated stop location in
Santa Clarita are as follows: 5:20 a.m., 5:39 a.m., 5:53 a.m.,
6:10 a.m., 6:28 a.m., and 6:53 a.m.
The service may include an intermediate stop near freeways in the
San Fernando Valley.
The service then proceeds via freeway to the Los Angeles Central
Business District and includes several passenger discharge stops
as indicated in Appendix B-1. Ending times at the last
designatedstopin Los Angeles are as follows: 6:36 a.m.,
6:59 a.m., 7:28 a.m., 7:45 a.m., 8:03 a.m., and 8:34 a.m..
The bus for each scheduled AM trip must be at the route starting
point FIVE minutes prior to scheduled departure time to allow for
passenger.loading. During the days that monthly passes are sold,
the buses must be at the route starting point TEN minutes prior
to scheduled AM departure times to allow additional time for
passengers to purchase the passes.
Outbound afternoon service will start at a designated stop in the
Los Angeles Central Business District as indicated in
Appendix B-1. Departure times are as follows: 3:47 p.m.,
4:08 p.m., 4:25 p.m., 4:40 p.m., 4:59.p.m., and 5:30 p.m.
The outbound service route essentially retraces the inbound
service route with pick-up stop locations within the Los Angeles
Central Business District indicated in Appendix B-1. Outbound
service stops within Santa Clarita are for discharge of
passengers only. Ending times at the last designated stop in the
Santa Clarita Area are as follows: 5:22 p.m., 5:47 p.m.,

SERVICE REQUIREMENTS
The Antelope Valley - Santa Clarita Valley to UCLA shuttle will
be on Tuesdays only with shuttle leaving Lancaster at 7 a.m. and
leaving UCLA for the return trip at 3 p.m.
No SERVICE will operate on the following ten major holidays: New
Year's Day, Martin Luther King, Jr.'s Birthday, President's Day,
Memorial Day, Independence Day, Labor Day, Columbus Day,
Veteran's Day, Thanksgiving Day and Christmas Day. A minimum
twenty-four hour advance reservation shall normally be required
to schedule rides; however, sameday SERVICE shall be provided
subject to availability of capacity. CONTRACTOR will provide
backup SERVICE to patrons in emergency situations when deemed
necessary by CONTRACTOR to satisfy needs and avoid disruption of
normal SERVICE, at no additional cost to COUNTY. SERVICE shall
be restricted to elderly -(60 years and older) and eligible
disabled persons and their escorts. Eligible disabled persons
are persons who by reason of physical or mental disabilities
cannot reasonably use conventional transportation. CONTRACTOR
and COUNTY shall determine eligibility of patrons and CONTRACTOR
shall maintain appropriate records (including Applications for
Eligibility, Roster of Eligible Riders, etc.) and take any
actions necessary to -ensure that only eligible patrons use
SERVICE.
SERVICE Area
The Antelope Valley - Santa Clarita Valley to UCLA shuttle
service area is shown in Appendix C-1. The Santa Clarita Valley
Committee on Aging will provide paratransit service to connect
with the shuttle service at the Santa Clarita Senior Citizen
Center.

Santa Clarita Valley Local Bus Service
Explanation of Bus Operating Routes
As of August 5, 1991
GENERAL
On weekdays the service requires 11 Gillig "Spirit" buses with a
wheelchair lift and one wheelchair tie -down. Two backup buses
shall also be provided. Local routes will operate Monday through
Friday, providing approximately hourly service from 4:45 a.m. to
approximately 7:15 p.m. On Saturday, the service will provide
approximately hourly service from 8:45. a.m. to 5:15 p.m.

SANTA CLARITA VALLEY COMMUTER BUS SERVICE
EXPLANATION OF BUS OPERATING ROUTES
As of January 1, 1992
Inbound morning service will start at a designated stop in the Santa Clarita Valley
and includes intermediate pick-up stop locations within the Santa Clarita Valley as
indicated in Appendix F-1.
Departure times at the first designated. stop location in Santa Clarita are as
follows: 5:20 a.m., 5:39 a.m., 5:51 a.m., 6:05 a.m., 6:25 a.m., and 6:45 a.m
and 7:03 a.m.
The service may include an intermediate stop near freeways in the San Fernando
Valley.
The service then proceeds via freeway to the Los Angeles Central Business
District and includes several passenger discharge stops as indicated in Appendix
F-1. Ending times at the last designated stop in Los Angeles are as follows:
6:33 a.m., 6:56 a.m., 7:23 a.m., 7:38 a.m., 7:58 a.m., 8:24 a.m., and
8:44 a.m.
The bus for each scheduled AM trip must be at the route starting point FIVE
minutes prior to scheduled departure time to allow for passenger loading. During
the days that monthly passes are sold, the buses must be at the route starting
point TEN minutes prior to scheduled AM departure times to allow additional time
for passengers to purchase the passes.
Outbound afternoon service will start at a designated stop in the Los Angeles
Central Business District as indicated in Appendix F-1. Departure times are as
follows: 3:34 p.m., 3:49 p.m., 4:05 p.m., 4:25 p.m., 4:47 p.m., 5:02 p.m., and
5:30 p.m.
The outbound service route essentially retraces the inbound service route with
pick-up stop locations within the Los Angeles Central Business District indicated
in Appendix F-1. Outbound service stops within Santa Clarita are for discharge
of passengers only. Ending times at the last designated stop in the Santa Clarita
Area are as follows: 5:09 p.m., 5:24 p.m., 5:45 p.m., 6:14 p.m., 6:39 p.m.,
and 6:54 p.m., and 7:09 p.m..
Additionally, a commuter service will be implemented shortly from the
Santa Clarita Valley to Century City. The Century City Commuter will follow the
route as shown in Appendix F-2. Departures/arrival times and locations, as well
as the schedule of fares will be determined in the near future.
