SUBJECT: CDBG Program Agency Agreement Extensions

BACKGROUND
On May 28, 1991, City Council approved the City's Community Development Block
Grant (CDBG) Final Statement of Projected Use of Funds for fiscal year 1991/92.
The Handyworker Program and the Santa Clarita Valley Senior Center were programs
funded by the CDBG program during the current program year.
These CDBG funded agencies which depend on next year's funding to provide
services are impacted by the transition between CDBG program years, HUD'S
approval of the City's Comprehensive Housing Affordability Strategy report and
the receipt of the City's 1992/93 CDBG entitlement grant. City staff recommends
an extension to agency agreements through July 31, 1992. It is anticipated that
this action will assist in preventing a disruption in services to the community.
There is no fiscal impact to the City's General Fund. The costs incurred during
the extension do not exceed the CDBG budget allocation and will be eligible for
reimbursment by the City's CDBG program for fiscal year 1991/92. The agreements
are available for Council review at the City Clerk's office.
Handyworker Program Services
The City contracts with .the Canyon Country Chamber of Commerce for the provision
of Handyworker Program services. The Program provides free labor and materials
to eligible homeowners and renter -occupied households for minor repairs. The
services benefit low and moderate income persons within the City of Santa
Clarita.
A delay by HUD in processing the City's entitlement grant agreement at the start
of the fiscal year 1991/92,program year impacted the commencement of Handyworker
program services. An extension in the agreement will allow the Handyworker
program to finish the remaining minor home repairs and complete contract work.
Santa Clarita Valley Senior Center
The City of Santa Clarita contracts with the Santa Clarita Valley Committee on
Aging Corporation for the provision of Senior Center services consisting of
consumer housing information, health and wellness and consumer education
programs. In fiscal year 1991/92, CDBG funds also paid for the remaining balance
on an existing portable modular.

A delay by HUD in processing the City's entitlement grant agreement at the start
of the fiscal year 1991/92 impacted the City by making any costs incurred by
the Senior Center prior to the execution of the City's contract with HUD
ineligible for reimbursement by the CDBG program. Payment of these .services was
made from the City's general fund thereby resulting in available CDBG program
funds at the end of the program year for the Senior Center.
RECOMMENDATION
It is recommended that City Council direct staff to execute amendments to
agreements, extending services through July 31, 1992.

FOR IMPLEMENTATION OF
HANDYNORKER SERVICES PROGRAM
This AMENDMENT TO AGREEMENT is made and entered into in the City of
Santa Clarita, California, on , 1992, by and between the CITY
OF SANTA CLARITA, hereinafter referred to As "City," and CANYON COUNTRY
CHAMBER OF COMMERCE, hereinafter referred to as."Contractor."
Now, therefore, the parties hereto agree as follows:
1. The AGREEMENT between the City and Contractor for implementation
of Handy4orker Services is amended at provision 13, TIME OF
PERFORMANCE, to extend Handyworker Program services contract
through July 31, 1992.
2. This AGREEMENT is amended only as shown on Section 1, above, and
is amended at no other provision.

AMIDWMENT TO AGREEMENT BETWEEN
THE CITY OF SANTA CLARITA AND
SANTA CLARITA VALLEY COMMITTEE ON
AGING CORPORATION FOR IMPLEMENTATION OF
THE SENIOR CENTER SERVICES PROGRAM
This AMENDMENT TO AGREEMENT is made and entered into in the, City of
Santa Clarita, California, on 1992, by and between the
CITY OF SANTA CLARITA, hereinafter referred to as "City," and SANTA
CLARITA VALLEY COMMITTEE ON AGING, hereinafter referred to as "Contractor."
Now, therefore, the parties hereto agree as follows:
1. The AGREEMENT between the City and Contractor for implementation
of Senior Center Services isamendedat provision 13, TIME OF
PERFORMANCE, to .extend Senior Center services contract through
July 31, 1992.
2. The AGREEMENT between the City and -Contractor for implementation
of Senior Center Services is amended at section 5, COMPENSTATION
AND METHOD OF PAYMENT, to increase the total compensation amount
from $70,000 to $74,436, which payment shall constitute full and
complete compensation under the agreement.
3. This AGREEMENT is amended only as shown on section 1 and 2,
above, and is amended at no other provisions.
