This item is on the agenda as an ,information item outlining the procedure to
begin the process of establishing a Citizens Transportation Committee. The
attached memorandum has outlined a time schedule to complete the tasks towards a
public hearing recommended to be scheduled for July, 1992.

SUBJECT: CITIZENS TRANSPORTATION COMMITTEE
Recently, the Council received an outline. describing the purpose and
organization of a Citizens Transportation Committee, which would be
established to assist City staff in presenting recommendations to the Council
regarding transportation issues in the Valley. The. goal is to. provide
recommendations regarding transportation issues which have the benefit of
public input through a structured Citizens Transportation Committee.• Some
minor modifications to the original outline have been made (see. attached).
Unless there are objections from the Council, staff will begin the process of
establishing the Committee.
Since this outline has not been circulated for general public comment, the
first step is to conduct a public meeting to receive input on the outline of
this proposal. It is anticipated that the Committee conduct its first meeting
in July. My time schedule to complete these tasks is as follows:
• April 1992 - Conduct a public input meeting.
• May 1992 - Make revisions, if necessary, to the outline, incorporating
appropriate public comment, and announce that applications for membership
will be received_by the City.
• June 1992 - Select the appropriate staff members and Committee members
for the first Committee.
• July 1992 - Organize and conduct the first meeting of the Committee.
This time schedule will fit with our Public Participation Program and in
anticipation of our hiring an in-house traffic engineer during the nest few
weeks.. It will also allow sufficient time to incorporate any modifications to
the current outline.

I. PREAMBLE

One of the purposes of government is to provide an environment for the
benefit and enjoyment of the citizens it is empowered to serve. In
order to provide this environment, it becomes necessary for the City to
establish policies and to make decisions which, it believes will
encourage the development and nurturing of this environment. Often
times, the City must make these decisions based on its best judgment of
what its citizens desire. At times, it is difficult to determine its
citizens' desires because of the limited time for input and the lack of
organizational structure for input.
The City hopes to improve on public participation by providing a forum
and an organizational structure to assist the City Manager and staff in
developing and promoting recommendations which balance professional
judgment with citizen wants and needs. In this way, the Council will be
better equipped to make decisions which will clearly represent the wants
and needs of its citizens.
II. PURPOSE
A Citizen Transportation Committee of up to eleven members appointed by
the City 'Manager is established in the City to review traffic and
transportation issues in order to:
A. Advise the City Manager on policy recommendations to the City
Council'and Planning Commission.
B. Assess the environmental impacts associated with project development.
C. Provide a public forum for exchange of information between the City
staff and its residents.
D. Develop and recommend prioritization of major improvement projects.
E. Establish a new vehicle for City participation in policy decisions.
F. Formalize . an organizational structure to focus and' strengthen
citizen input.
III. COMMITTEE TASKS
A. Review, discuss and make recommendations on transportation and
traffic items.
B. Make recommendations to the City Manager on traffic and
transportation issues.

C. Review transportation aspects of draft environmental impact reports
for development proposals within the statutory limits of a timely
review.
D. Review the transportation aspects of the Five -Year Capital
Improvement Program and major capital projects to establish
priorities.
E. Review roadway alignments for major and secondary highways shown on
the General Plan that are to be established and approved by the City
Council.
F. Establish a format for agendas which shall include provisions for
public participation at each meeting.
G. Conduct public meetings on the third Thursday of each month
beginning at 6:30 p.m. and concluding at 10:00 p.m. or sooner. The
Committee may establish a later or sooner starting time which would
facilitate attendance and participation at the meetings.
H. Develop a list of agencies that would have input relative to
transportation and traffic issues in the Santa Clarita Valley and
provide a standing invitation to these agencies to participate in
these meetings.
I. Provide liaison between this Committee and other advisory committees
which address transportation and traffic issues in the Santa Clarita
Valley.
IV. CITY STAFF TASKS
A. The City Manager shall appoint a maximum of eleven members.
B. The appointed members shall be residents of the City of Santa
Clarita andshould represent a balance of citizens and business
interests so as to provide a broad representation of groups impacted
by transportation decisions.
C. The City Manager shall endeavor to make selections which consider
balanced membership from each geographic area within this City,
i.e., Newhall, Saugus, Valencia and Canyon Country.
D. The City Manager shall provide public notice and an application for
any citizen wishing to serve on the Committee.
E. The City Manager shall make appointments from the list of applicants
and shall maintain a current list of applicants not selected to be
used to appoint members within 90,days of a Committee vacancy.
F. The City, Engineer, Traffic Engineer, law enforcement representative
and Principal Planner, current planning, shall be staff, non-voting
members of the Committee.

G. The City Manager or his/her designee shall be the Executive Officer
of the Committee.
H. .The City Manager shall consider all recommendations from the
Committee in any staff report prepared for the Council or the
Planning Commission.
I. The . proceedings for the meeting shall be audiotaped and kept at a
location designated by the City Manager for review by any interested
party.
V. ORGANIZATION
A. The officers of the Committee shall be composed of a Chairperson,
Vice -Chairperson, Executive Officer or designee, City Manager, and
Secretary. Exept for the Executive Officer or designee, the
officers shall be selected by a majority vote of the Committee
members and shall serve for a period not to exceed two years.
B. Notwithstanding the provisions -of V.A. above, the Executive Officer
shall serve as Chairperson of the Committee for the first six
months, at which time the Committee shall select its own Chairperson.
VI. COMPENSATION
A. All Committee members, except City staff, shall serve without
compensation.
B. City staff shall be compensated in accordance with the personnel
policies, rules and regulations of the City.
