Furniture for the newly constructed offices and cubicles is required. The existing furniture on the third floor will remain in place. Bids were requested by means of advertisement and direct mailing with a bidopening date of January 23, 1992. The following bids were received: Berk's Office Furniture Saugus NON-RESPONSIVE Bid submitted was $65,050.67 which did not include a sofa, table, theatre seating, or overhead cabinets requested in the specifications. Contract Purchasing Glendale NON-RESPONSIVE Bid submitted was $68,270.99 but did not bid theatre seating as requested in the specifications. Work Space West Encino NON-RESPONSIVE Bid submitted was $68,289.96 but could not meet delivery requirements and did not subm' 9 Warranty information as requested in the specifications. APPROVED Agenda Item: Bradson Irvine NON-RESPONSIVE Bid submitted was $68,976.58 but- fabric for panels was quoted as Grade 1 instead of Grade 2 as requested in the specifications. EOF Stores Van Nuys NON-RESPONSIVE Bid submitted was $72,510.18 which did not include a sofa, table, or theatre seating as requested in the specifications. Pleion Corp. BEM (formerly UniWest) Office Pavillion Office & Mail Express West Hollywood $72,993.37 Montebello $74,514.23 Calabasas Park $92,761.29 Canyon Country NO BID Staff has conferred with legal counsel regarding the use of the word "Proposal" in the Bid Notification. Legal counsel has determined that since all other documents and procedures were in accordance with formal bid procedures, this procedure qualifies as a Formal Bid. Although there are several "Non -Responsive" bids, legal counsel determined that division of the requirements was not an option in the bid specifications, and sufficient complete bids were submitted to make an award based on competitive bids. Pleion Corporation has submitted the lowest, most -qualified bid, and has performed well for the City in past. Award the bid to Pleion as the lowest, most -qualified bidder per staff's statements above. Authorize the Purchasing Agent to issue a purchase order to Pleion for Bid GS -91-92-12.
