HomeMy WebLinkAbout1992-04-21 - AGENDA REPORTS - COMMERCIAL VEHICLE LOADING (2)AGENDA REPORT City Manager Item to be presented CONSENT CALENDAR DATE: April 21, 1992 SUBJECT: APPLE STREET - COMMERCIAL VEHICLE LOADING ZONE Resolution Number: 92-73 DEPARTMENT: Community Development BACKGROUND Mr. Jerry Heidt, the owner of the retail center at thesouthwest quadrant of Lyons Avenue and Apple Street, has requested that the City install a commercial vehicle loading zone (yellow curb). The proposed zone would be located on the west side of Apple Street, south of Lyons Avenue. This area is directly in front of the east side of the retail center. The attached Exhibit "A" represents the site location. The attached Exhibit "B" represents the location of the requested commercial vehicle loading zone. The proposed zone would be located between the retail center's most southerly driveway and the alley. This curb parking space is about 80 feet long (3-4 vehicle lengths) and parking is not restricted now. During our observations, the area was fully occupied with parked vehicles (3 vehicles). Since the proposed commercial vehicle loading zone is 30 feet long (one vehicle space), the potential impacts of establishing the proposed commercial vehicle loading zone is not. significant to this area. In addition, it is believed that potential double-parking and blockages by commercial vehicles during their short-term loading and unloading would be reduced if a designated curb space is available for these purposes. This work is estimated to cost approximately $200, which can -be accommodated in our current traffic striping and signing budget category. A copy of the Traffic Engineer's report is on file in the City Clerk's office. RECOMMENDATION . Adopt Resolution No. 92-73 authorizing a commercial vehicle loading zone to be established on the west side of Apple Street, south of.Lyons Avenue. Direct staff to have the appropriate signs to effect this commercial loading zone. ATTACHMENTS Resolution No. 92-73 Exhibit "A" Exhibit "B" hds:623 Adopted: _y_a�;,,Af Agenda Item: RESOLUTION NO. 92-73 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING A VEHICLE LOADING ZONE ON THE WEST SIDE OF APPLE STREET, SOUTH OF LYONS AVENUE .WHEREAS, a request was made to establish a commercial vehicle loading zone on the west side of Apple Street south of Lyons Avenue; WHEREAS, it was consistent with normal traffic engineering practices to establish a commercial vehicle loading zone near a commercial area; and WHEREAS, Section 21458 of the Vehicle Code of the State of California provides for local authorities to enact local .parking regulations and indicate them by the use of paint upon curbs on certain streets or highways, or portions thereof; during all or certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: Section 1. That the stopping of vehicles, except for the purpose of loading or unloading passengers or freight for the time as may be specified by local ordinance, on the following streets or highways, or portions' thereof, shall be prohibited. 1) Apple Street, on the west side, 350 feet south of Lyons Avenue, portion of 30 feet. Section 2. That the prohibition of stopping of vehicles, except during loading and unloading, as provided herein, shall apply when appropriate curb markings or a sign giving adequate notice thereof has been placed as described in Section 1.
