Nisich'Y/'/\ DATE: April 28, 1992 SUBJECT: COMMUTER RAIL STATION PROJECT 91-17 - ENGINEERING SERVICES DEPARTMENT: Community Development The subject project is a multi-year, multi -funded project and is a joint effort. between the City of Santa Clarita and the Los Angeles County Transportation Commission. The purpose of this project is to construct a Commuter Rail Station facility in the City of Santa Clarita that will function as a multi -modal transit center linking Los Angeles (Union Station) with the greater Santa Clarita/San Fernando Valley area. Proposals were solicited by staff for engineering services for the subject project. The.proposal conformed to Senate Bill 419, which requires State and local governmental agencies to select design consultants on the basis of demonstrated competence and professional qualifications, and not solely on the basis of fees. A total of four firms were evaluated based on several criteria, including knowledge of commuter rail station design development and the firm's prior experience on a similar job and scope. The four firms evaluated were ranked in the following order of priority: 1. Willdan Associates 2. Rorve Engineering 3. DGA Consultants 4. Andel Engineering Willdan Associates is ranked highest in this order of priority, and it is recommended that this project be awarded to Willdan Associates. The 1991-92 budgeted amount for this multi-year project is $694,520. Account number 25-95017-227 has been established for the subject project. The allocated revenue estimate for fiscal_ year 1991-92 is $2,734,000. It is estimated that the engineering design development services portion for the proposed project will be between $130,000 and $200,000. RECOMMENDATION 1. Enter into negotiations with Willdan Associates for engineering services for the Commuter Rail Station facilities, and upon agreement execute a contract for this work. 2. April 28,.1992 of Commuter Rail Station April 27, 1992 Dear Mayor Klajic and Members of the City Council, In lieu of the City's recent discussions and public statements regarding the hiring/ contracting with local firms, I must question the proposed action as identified on Agenda Item La. As I am sure the Council is aware, the selection of an Engineering- Consultant should be based primarily an that firms ability to perform the work. That determination is typically made after extensive review of the firms personnel resumes and previous related design experience. The consulting fee, though unquestionably significant, should be considered as secondary in any such selection. When it can be determined by the City's Selection Committee that competing Engineering Firms are of essentially equal experience and ability, and fees are reasonably similar, we ask that consideration be given to the local firm. This letter is not intended to question the.ability or experience of the proposed selection on this contract, but merely to question if local consideration has been allowed for. To date, I am not aware of any local Engineering Firm which has been awarded a City Contract. I am .hopeful that this trend can change. Sincerely, Scott A.
