Route Location Study, we feel that it would be prudent to suspend
the study. Accordingly, effective immsdiatalye all activity on
the SR -126 Route Location Study is suspended until the City of Santa
Clarita can come up with alternatives that:the Council fasla that
it can support
At some time in the future, wh•n a more open Climate exists
in the aotmunity, further ■tudy'relative to a new State facility
in the SR -126 ccicidor may be appropriate.

Dear Mr. Baxter:
The Santa Clarita City Council, at its regular
meeting of October 13, 1992, took action relative to
the State Route 126 Extension draft environmental
document and process. In response to a significant
number of citizen requests to comment on the
environmental document in a timely manner, the City
Council unanimously approved a subsequent need agenda
item which rejects the north and south alignment
options. It further encourages the City and Caltrans
to work cooperatively with local residents in
developing an alternate route which meets the
circulation needs of this region. A copy of the
motion is enclosed for your review.
As you are aware, the City Council has been under
intense community pressure to take a position prior
to the close of today's environmental document public
comment period. While we originally intended to take
more time to review various options, the Council
realizes that it is incumbent upon -us to communicate
with you our opposition to both suggested routes. We
understand that a number of agencies have expressed
concerns about the adverse.environmental impacts
found on both of the proposed alignments;
particularly with respect to the impacts on the Santa
Clara River.
The City Council continues to believe that some form
of east/west route is essential to our community. We
would like to continue working with you to identify a
route alternative which assists regional circulation
and can receive local support. The development in
our area is such that a route must be carefully
crafted which does not divide our community either
geographically or politically.

We recognize that Caltrans has devoted many hours and
considerable financial resources toward the effort to
date. while the two suggested route corridors do not
appear feasible, we believe that much of the previous
work in the form of evaluated and discarded routes
may yield a workable solution. City staff will be
contacting your staff shortly to arrange a meeting at
which future directions of this process can be'
evaluated.
We believe that a persistent partnership between our
two agencies will result in a route alignment which
meets our common goals. We hope you share our view
of this as.an opportunity to more closely reflect the
concerns of our residents.
We look forward to working closely with you on this
important matter.

ROUTE 126
Motion made by Boyer, seconded by Pederson:
City Council will not accept the north and south alignment including the
entire portion to the west of Bouquet Canyon Road and Interstate 5 and
urge Cal Trans to find the draft Tier 1 EIR as an incomplete and
inadequate document and that it not be certified; that Cal Trans continue
to investigate, study, and work with the City of Santa Clarita, the City's
Transportation Committee, and the community to find an alternate route'
which is compatible with the needs of the entire community; and request
that Cal Trans generate and circulate additional environmental information
in connection with such an alternate route.
All Councilmembers voted aye on this motion.
