HomeMy WebLinkAbout1992-10-27 - AGENDA REPORTS - EIR CONSULTANT SCRIVER PROJ (2)AGENDA REPORT City Manager Approval Item to be presented CONSENT CALENDAR Ken Pulskam DATE: October 27, 1992 SUBJECT: EIR Consultant for Santa Clara River Trail Project Resolution Number 92-203 Parks and Recreation BACKGROUND The City of Santa Clarita has made a commitment toward the establishment of a_ valley -wide trail system. This trail system has been adopted by the City Council through the General Plan process and the Santa Clara River Study. The City's trail system will accommodate a variety of user groups such as bicyclists, hikers, joggers, and equestrians. The preliminary trail alignment has been identified and presented to City Management, County, State, and Federal Agencies for review and comment. The eastern portion survey has been completed and topographical maps prepared. In order to continue the trail project, it is nownecessary to conduct an Environmental 'Impact Report (EIR). Initially, requests for proposals were sent to six highly qualified firms. Five responses were reviewed and three firms were selected to provide presentations to a staff team from Community Development and the Parks and Recreation Department. After the presentations, the firms' backgrounds and references were reviewed, and the firm of Frugro McClelland was selected as best suited for this project. This project is scheduled to be completed in eight to nine months, and will provide the requirements of Section 15084(a) of the Guidelines to the California Environmental Quality Act (CEQA). The scope of the contract will include the trail area only along the Santa Clara River from Interstate 5 on the west to Shadow Pines Boulevard on the east, a total length of approximately fourteen and one-half miles. Funding for this project is in the current budget for the Santa Clara River Trail, account #25-99018-227. Authorize the Director of the Department of Parks and Recreation to negotiate and the City Manager toexecutea contract to prepare the EIR for the .Santa Clara River Trail at an amount not to exceed $86,000.00. ATTACHMENT Resolution No. 92-203 PRCOUNC.188 Adopted: /a --i -7--?a Qgandal Item: % RESOLUTION NO. 92-203 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, UTHORIZING THE CITY TO ENTER INTO A CONTRACT AGREEMENT FOR THE PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT FOR THE SANTA CLARA RIVER TRAIL WHEREAS, the City of Santa Clarita intends to construct the Santa Clara River Trail; and WHEREAS, determination was made by Community Development staff that the proposed project could have a significant effect on the environment and that an "EIR" Environmental Impact Report was necessary to provide analysis of impacts; and WHEREAS, Section 15084(a) of the Guidelines to the "CEQA" California Environmental Quality Act permits the Draft EIR to be prepared under contract to the Lead Agency; and WHEREAS, a Request for Proposal was sent to six qualified environmental planning consultants, five proposals were received and reviewed by City of Santa Clarita staff, who have selected a.consultant; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita does hereby consent to enter into a contractualagreement with Frugro -McClelland (West) Inc., for the preparation of an Environmental Impact Report for the Santa Clarita River Trail.
