SUBJECT: WALNUT STREET AT NEWHALL ELEMENTARY SCHOOL
Resolution No. 92-5

BACKGROUND
The traffic engineering staff has determined that a no parking zone, effective
between 7:30 a.m. and 3:30 p.m, on school days only, would be appropriate
along the west side of Walnut Street north of 11th Street. The location is
adjacent to the Newhall Elementary School. A request for the zone was
received last month from the school principal (see attached letter). The
Sheriff's Department has been contacted by the school authorities several
times due to ongoing congestion along Walnut Street.
The recommended zone would accommodate the drop-off and pick-up of students
while reducing the congestion on Walnut Street neat to Newhall Elementary
School. A survey of the area indicates that there is sufficient on -street and
off-street parking to accommodate local residents' needs also.
The attached plans show the area the school is concerned about and the
proposed no parking limits.
Adopt Resolution No. 92-5 establishing "No Parking between 7:30 a.m. and
3:30 p.m. on school days" regulation along the west side of Walnut Street from
40 feet to 203 feet north of 11th street.
Direct staff to post appropriate signs to affect this resolution.

Dear Ms. Rahmani:
I wish to bring to your attention a very serious congestion
problem we have at Newhall School.
The front of our school is located on Walnut Street.
Parents pick up and drop off their children at this front school
entrance. At present, neighbors and others park their vehicles
in front of the school during school hours, making it impossible
for. parents to drop off and pick up their children safely.
At each dismissal period we have double and triple parking.
This is extremely hazardous for students, drivers and other
pedestrians.
I am requesting that the city post "No Parking During
School Hours" signs, or paint the curb "Loading and Unloading
Area", whichever is the most appropriate for a school zone.
We presently have a student enrollment of over seven hundred
and have in the past been as high as nine hundred.
Please send your surveyors as soon as possible to address
this matter. I need the city's help in making the Walnut Street
entrance safe for our children and school community.

RESOLUTION NO. 92-5
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA
PROHIBITING THE PARKING OF VEHICLES ON THE WEST SIDE
OF WALNUT STREET FROM 40 FEET TO 203 FEET NORTH OF
11TH STREET FROM 7:30 A.M. TO 3:30 P.M. ON SCHOOL DAYS
WHEREAS, a request was made to establish a no parking zone on Walnut
Street north of 11th Street.
WHEREAS, it is consistent with normal traffic engineering practices
to establish no parking zones near schools; and
WHEREAS, Section 22507 of the Vehicles Code of the State of
California provides for local authorities to prohibit stopping or standing of
vehicles on certain streets, or highways, or portions thereof, during all or
certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That the parking of vehicles, on the following streets,
or highways, or portions thereof, shall be prohibited from 7:30 a.m. to 3:30
p.m. each school day.
(1) Walnut Street, on the west side from 40 feet to 203 feet north
of 11th Street.
SECTION 2. That the prohibition of parking of vehicles, except
school business, as provided herein shall apply when appropriate curb markings
or signs giving adequate notice thereof have been placed as described in
Section 1.
SECTION 3. That staff shall install the necessary curb markings or
signs to effect this Resolution.
