SUBJECT: DESIGNATING OFFICIALS AUTHORIZED TO FILE APPLICATION TO. THE
STATE OFFICE- OF EMERGENCY SERVICE TO OBTAIN FINANCIAL
ASSISTANCE RELATING TO THE FEBRUARY 1992 STORM
RESOLUTION NO. 92-66

BACKGROUND
The President of the United States declared on February 25, 1992, that a major
disaster exists in certain counties in the State of California. Los Angeles
County was one of five counties declared as.one of the affected counties that
suffered damages due to severe rainstorms, wind, flooding, and mud slides that
began on February 10, 1992, and continued through February 18, 1992.
The State Office of Emergency Services is assisting those public entities that
have submitted the "Notice of Interest" (NOI) declaring the City's intent to
participate in the Public Assistance Program for reimbursement of funds
expended as a result of flood damages. The NOI for the City of Santa Clarita
was recently submitted to the Office of Emergency Services.
It is necessary for the City Council to designate George Caravalho, City
Manager; or Kenneth Pulskamp, Assistant City Manager; or Cecilia Burda, Acting
Director, Parks and Recreation, as authorized agents to execute for and in
behalf of the City of Santa Clarita the application and to file it in the
Office of Emergency Services for the purpose of obtaining certain federal
financial assistance under Public . Law 93-288 as amended by the
Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, or
state financial assistance under the National Disaster Assistance Act.
RECOMMENDATION
Council approve Resolution No. 92-66 and authorize George Caravalho, City
Manager, to provide the Office of Emergency Services with a certified copy of
Resolution No. 92-66.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DESIGNATING THOSE OFFICIALS AUTHORIZED TO FILE
APPLICATION TO THE STATE OFFICE OF EMERGENCY SERVICES TO
OBTAIN CERTAIN FEDERAL AND STATE FINANCIAL ASSISTANCE
WHEREAS, the President of the United States declared on February 25, 1992
that a major disaster exists in the State of California, in the Counties of
Kern, Los Angeles, Orange, San Bernardino, and Ventura due to severe
rainstorms, wind, flooding, and.mud slides that began on February 10,1992 and
continued through February 18, 1992; and
WHEREAS, certain federal financial assistance under P.L. 93-288 as
amended by Robert T. Stafford Disaster Relief and Emergency Assistance Act of
1988, or state financial assistance under the Natural Disaster Assistance Act
is available to the public entity.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Santa Clarita that:

or
Kenneth Pulskamp, Assistant City Manager
or
Cecilia Burda, Acting Director, Parks and Recreation
is hereby authorized to execute for and- in behalf of the City of Santa
Clarita, a public entity established under the laws of the State .of California
this application and to file it in the Office of Emergency Services for the
purpose of obtaining certain federal financial assistance under P.L. 93-288 as
amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act
of 1988, or state financial assistance under the National Disaster Assistance
Act.
THAT the City of Santa Clarita, a public entity established Under the
laws of the State of California, hereby authorizes its agent to provide to the
State Office of Emergency Services for all matters pertaining to such state
disaster assistance the assurance and agreements required.
