SUBJECT: Employee Survey Results (Summary)

BACKGROUND

Recently, the City of Santa Clarita conducted its second employee survey. This
survey was prepared to gauge the employees' perception of their job, supervision
and overall quality.of the work environment.
With the .adoption of the '92-'93 budget, the City will employ over 194 full-time
and 42 part-time personnel. As our employee population continues to grow, it is
critical to ensure that the concepts presented within our City philosophy are
valid and practiced. The survey is one means to accomplish this goal.
Overall, the results of the employee survey were positive. Key areas in which
the City is doing exceptionally well include:
1. Quality of Supervision
2. Participation in Decisions
3. Positive Attitude of Supervisors
4. Quality of Morale
5. Participation in Policy Formulation
The majority of the employees believed that the City does, in fact, adhere to
its stated policy.
There are, however, key problem areas that were identified in the 1990 survey
and persist today. The overwhelming majority of employees (862) believed that
the work load across the City is too much.for the time allowed. Other areas
which posed concern included:
1. Briefing Staff on Decisions
2. Explanation of Duties
3. Communication Among Departments and Divisions
4. Citizen's Understanding of Employee.Duties
The department heads have received complete copies of the survey results in
order to prepare action plans to address areas of concern.
That the City Council receive and file report.
