SUBJECT: Selection of Recreation Technologists, Inc. to work with City
for Implementation of a Family Entertainment Facility

BACKGROUND:
The City's first Community Strategic Plan was .finalized in August 1991.
Action Plan No. 24 of the Strategic Plan identifies the need for additional
teen programs and activities.
At its meeting of October 12, 1991, the City Council unanimously approved to
solicit proposals from qualified recreation firms. Economic Development Staff
initiated the process and sent request for proposals (RFPs) to over 40 firms
nationwide and local Santa Clarita Valley real estate brokers. Six (6)
responses were received.
A team of staff members from the Community Development and Parks and
Recreation Departments reviewed the proposals. The staff team determined that
Recreation Technologists (Rec Tech) appear to meet the best needs for the
City. Further, the staff team selected Rec Tech because of their national
experience in consulting, designing, and management of recreational facilities.
Rec Tech is proposing "Sportspark," with a family entertainment center and a
sports complex. The proposed family entertainment center would consist of an
adventure miniature golf course, baseball/softball, batting cages, races cars,
etc. The proposed sports complex portion would consist of six (6) lighted
softball fields, lighted sand volleyball courts, playground area, and two (2)
concession pubs.
In the submitted proposal, Rec Tech has requested that the City of Santa
Clarita need only use its influence to assist Rec Tech in acquiring financing
for the project. Rec Tech is not requesting financial incentives from the
City at this time.
1. Staff to work with Recreation Technologists, Inc. exclusively to develop a
family entertainment facility center.
2. Expand the Rec Tech concept to include soccer, if feasible; and
3. Work with Recreation Technologists, Inc. to conduct a site/product
feasibility study to augment City needs and services recognizing private
marketplace objectives and report back to City Council by July 1; 1992.

1. Recreation Facility Design and Build Team. The preliminary design and final con-
struction documents will be provided by a team which has worked together for almost 25 years.
The team consists of:

C Francie Hilkemeyer, Project Coordinator
This group has worked together on the completion of over $15,000,000 in recreation proj-
ects over the last twelve years. They would be on site daily during the construction time frame.

SPORTSPARK FACILITIES
1. SPORTSPARK TUCSON is a softball -volleyball complex located at I-10 and Ina Road in
Tucson, Arizona and was recently named "Softball Park of the Year" for the second time by Softball
Owners and Directors of America, a national trade organization. Built by a limited partnership
on 50 aces of land leased from Pima County, Arizona, it includes six lighted softball fields, four
lighted sand volleyball
courts, two pubs, batting
cages, a multi-purpose field
used for football and
soccer, a BMX track, and a
playground. The Funspot
area, which is operated
independently, includes a
game room, snack bar,

tracks, miniature golf

cages. Our plans for
SPORTSPARK-TUCSON include expansion to include a multi-purpose sports arena and other at-
tractions. Immediate plans include the expansion of SPORTSPARK into several locations in the
Southwest and California.
2. SPORTSPARK at SAN CLEMENTE, CALIFORNIA is a partially completed 4 -Geld
Softball Complex leased as of July, 1991 by SPORTSPARKS of America. Currently SPORTS -
PARKS of America is operating the existing facility and in the process of developing it into a 6 -
field complex with snack bars, batting cages, 8 sand volleyball courts, children's playground
and multi -use amphitheater.
3. RIO SALADO SPORTSPARK, TEMPE, ARIZONA, a joint venture between local
Tempe, Arizona interests and Jim Hilkemeyer's interests, were successful bidders in a Decem-
ber, 1990 proposal to design, build, and operate a 120 acre Sportspark. The Tempe Parks and
Recreation Department awarded the lease, which includes 12 softball fields, 17 volleyball
courts, a multi-purpose tensile structure, four soccer fields, a family fun center, food and bever-
age pubs, and many other amenities.
Design work is currently underway using the principals which have proven successful at
the Tucson proto-type. Construction is anticipated to commence in the fall of 1991.
4. The Hilkemeyers have been involved with aiding design/construction of a youth com-
plex in Tucson which includes three soccer fields and four ball diamonds. They have consulted
with groups in El Paso, TX, Houston, TX, Dallas/Ft. Worth, TX, Glendale, CA, and
Portland,OR
The professional staff of Sportspark of America are without peers in our industry. Stabil-
ity and professionalism depict our group from top management down throughout our organiza-
tion. We have helped other operators train their staffs. Our overall composite recreation
experience includes both public and private sector experience and covers a broad base of rec-
reational disciplines.
We are held in high regard in our industry. An example of this is the national seminar
last January for the Softball Owners and Directors of America (SODA). The management and.
staff of SPORTSPARK TUCSON presented six of the 15 segments of the entire seminar. Jim
Munson, SPORTSPARKS of America Director, is on the Board of SODA and also serves as
USSSA Area Director in Tucson. Jim Hilkemeyer is a SODA board member and serves as
Treasurer and also on the Executive Committee.
Jonathan Norris, on-site General Manager in Tucson, has 13 years experience in this
field, 4 years at Tucson SPORTSPARK Jonathan, working with his assistants, oversees facil-
ity maintenance, league play, and tournament/sanctioning organizations.
Our company has operated our own food and beverage facilities for 30 years and is very
experienced in recreation -based restaurant operations.
Our staff stays involved with the governing bodies of all sports with which we are in-
volved and annually attends the appropriate conferences to stay abreast of our industry.
Training of our staff is supplemented by "Rec Tech", our consulting company. Curriculum
includes customer service and responsible sales of beer and wine.

THE PROJECT PRODUCT & CONCEPT
From the information provided by.the City of Santa
Clarita in the request for proposal we believe that the community
needs and can support a unique Specialized Recreation Facility
similar to our Sportspark concept.
Our concept includes a family entertainment center coupled
With adult pay. to play softball and volleyball leagues on
professional quality fields and courts. Sportspark is a family
oriented facility which serves a community with recreation,
family entertainment and group outing provisions. Our proposal
puts priority on recreational facilities oriented toward the
family. Food and Beverage facilities are appropriate for these
activities and support the outdoor experience that our customers
want, pricing is economical and menus are simple.
THE FACILITY_ AND OPTIONS
Santa Clarita Sportspark consists of two areas.: The Family
Entertainment Center and the Sports Complex Area. These areas
compliment each other in patron participation and functional use.
FAMILY ENTERTAINMENT CENTER: This portion of the part;
geared for activities for all ages consists of an adventure
miniature golf course, baseball/softball, batting cages, and a
concession building with game and arcade functions. Mini Indy
race cars, Kiddieland rides, Bumper boats or another water
feature can be included. Since the purpose of this part: is for
community use, options are open for such attractions as a
skateboard facility, bicycle motocross track or other recreation
dictated by the needs of the public.
SPORTS COMPLEX AREA: This area addresses the community's
adult sports facility needs and will free existing and proposed
city parts .for youth sports programming. The essentials in this
area are six professional quality softball fields with lighting
and scoreboards and six lighted sand volleyball courts. The area
contains a first class playground and two food concession pubs.
Basketball courts, a multi purpose field and golf driving range
are options to be considered.% For operational purposes a
maintenance building and office facilities are necessary.
Programming is the integral part for this portion of the park.
It is important that the use of these facilities be maximized by
the community. This programming consists of four elements and is
successfully executed in our projects.
1. League play - Organized play between 4_P.M and 11 P.M,
Sunday through Friday. Special daytime leagues can be
provided for Seniors or shift workers.
2. Tournaments - Held on weekends account for one half the
weekend space capacity and include local, regional,
national, charitable, and youth special events.
3. Group Outings - Corporations, churches, hospitals, and
charities use our facilities for picnics which include
food, games, clowns and other wholesome fun, attendance
can run from SO to 3000.
4. Special Events - Imagine a fund raiser for charity a
"Sportswap" to recycle old hobbies, dog shows,
rallies....... We provide endless opportunities.
LAND NEEDS
The Santa Clarita complete project requires thirty to forty
acres depending on the components in the complex. A rough

SITE LOCATION
Sportspark location requirements generally include proximity with
intra city accesses and appropriate acreage away form densely
populated neighborhoods. An example might include a parcel at
the intersection of an interstate and a main road just outside
the city limits. We address environmental concerns both
ecologically. and aesthetically. Our design cuts down on water
use and preserves the nature of the area.
EMPLOYMENT
Employment opportunities provided by this facility
include part time and •full time openings. In general, at the peak
of the season, the family entertainment center will employ 50
people including part time staff. The sports complex employs 85
people including umpires ..and officials .for games. We believe
that a professional, courteous staff must be present and
committed to customer satisfaction. Hours of operation for the
family entertainment center vary with the season and always
school field trips and group parties are accommodated.During the
busiest season appropriate hours are iv: a.m. to 10: p.m.
CUSTOMER DEMOGRAPHICS

Since we are committed to maintaining a pleasant, organized
family atmosphere at all times we expect that our customers will
be young families with disposable discretionary income. From the
information included in the request for proposal we believe the
City of Santa Clarita offers this.
COMPETITION_ ANALYSIS
Because of the scope of this specialized recreation complex
we believe there will be no competition of a comparable nature.
This facility is not created to be a destination attraction for
tourists but rather to serve the entertainment and recreation
needs of the surrounding communities.
MARKETING & PROMOTION

Our on site general manager is primarily responsible for
this function and program supervisor assist with this function
especially in the sports complex area. Weusemedia and print
advertising for the family entertainment. area. We have found,
however, that our best "marketing efforts" are a clean, well
built, well maintained facility and the proper handling of
customers with excellent service and programs.
SANTA_CLARITA_STRENGTNS AND_CAUTIONS
We believe Santa Clarita has excellent potential for a
Sportspark facility. It is obvious that the City believes there
is a need for recreation and entertainment for the citizens in
the area. The demographics given support the appropriateness of
the proposed complex.
We are cautious before.we develop a facility to do a more in
depth and extensive study of demographics, site locations,
weather conditions, and local customs and codes.
We have . favorable experience with Government/Private
relationships in developing the type of facility we are
proposing.
