BACKGROUND
This item is brought before the City Council at the request of Councilmember
Jo Anne Darcy. The Los Angeles County Board of Supervisors voted to support.
this legislation at its meeting of September 1, 1992.
HR 4754 (Gallegly) provides for 2000 additional border patrol agents from
military personnel displaced by defense cutbacks. Individuals will be
recruited, who, as of October 1, 1991, were active duty personnel of the
United States armed forces and who currently possess the applicable skills and
experience to serve as border patrol agents.
HR 4754 (Gallegly) is consistent with legislation which the Council has
previously supported which calls for additional border patrol personnel -to.
ensure the integrity of the United.States/Mexico border. This legislation is
also consistent with previously stated Council policy calling on the federal
government to take responsibility for securing the United States' borders.
Implementation of this measure would require an additional appropriation or
reallocation of funds by the Congress, but the exact fiscal impact is.unknown
at this time. Currently, the Justice Department has allocated funds for 300
new Border Patrol agent positions with an average annual cost per individual
of $15,000. If funds are available through the Department of Defense, a
request will be made to transfer at least a partial payment to the Justice
Department.
RECOMMENDATION
Support HR 4754 and transmit letters of position to Santa Clarita Federal
legislative delegation.

[A> Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled, <A]
SECTION 1. ADDITIONAL BORDER PATROL AGENTS FROM DISPLACED HILITARY
PERSONNEL.
(a) IN GENERAL. -THE ATTORNEY GENERAL OF THE UNITED STATES SHALL PROVIDE
FOR AN INCREASE OF 2,000 IN THE NU11BER OF BORDER PATROL AGENT POSITIONS
IN THE 11MIGRATION AND NATURALIZATION SERVICE ABOVE. THE NUIIBER OF SUCH
POSITIONS AS OF SEPTENBER 30, 1991.
(B) INDIVIDUALS ELIGIBLE. -ONLY INDIVIDUALS IIHO-
(1) AS OF OCTOBER 1, 1991, IIERE ACTIVE -DUTY PERSONNEL OF THE UNITED
STATES ARI'IED FORCES,
(2) IERE DISCHARGED INVOLUNTARILY UNDER HONORABLE CONDITIONS FROII
THE UNITED STATES ARIr-D FORCES AFTER OCTOBER 1, 1991, AND
(3) POSSESS APPLICABLE SKILLS AND EXPERIENCE TO -SERVE AS BORDER
PATROL AGENTS,
MAY BE ERFLOYED AS BORDER PATROL AGENTS IN A POSITION PROVID£D.PURSUANT
TO SUBSECTION (A).
(C) RECRUITITENT.-IF FUNDS ARE AVAILABLE IN THE DEPARTMENT OF JUSTICE OR
ARE OTHERWISE AVAILP.BLE TO THE ATTORNEY GENERAL TO CARRY OUT THIS SECTION
AND IN CONSULTATION IIITH THE SECRETARY -OF DEFENSE, THE ATTORNEY GENERAL
SHALL RECRUIT QUALIFIED INDIVIDUALS DESCRIBED IN SUBSECTION (B) FOR
POSITIONS AS BORDER PATROL AGENTS.
