SUBJECT: CONTINUED PUBLIC HEARING FOR FEE REVISIONS TO THE BOUQUET
CANYON AND ROUTE 126 BRIDGE AND MAJOR THOROUGHFARE (B&T)
CONSTRUCTION FEE DISTRICTS AND ESTABLISHMENT OF THE VIA
PRINCESSA B & T CONSTRUCTION FEE DISTRICT

The public hearing scheduled for August 25, 1992 to establish Via Princessa B & T District and
revise the fees on the Bouquet Canyon and Route 126 B & T District was continued until October 25,
1992. Staff was directed to meet with the County to resolve these issues and to again attempt to
coordinate the City and County fees.
Prior to the August 25, 1992 City Council meeting, two public participation forums were held on
August 3 and 11, 1992. Staff addressed the concerns raised at these public forums. However,
additional issues regarding the districts were subsequently raised by Los Angeles County
Department of Public Works and the Building Industry Association.
Staff met with representatives of the County and the Building Industry on September 24, October 1
and 8, to address the concerns raised at the August 25, 1992 City Council meeting.
Staff believes that significant progress is being made regarding the inclusion of four lanes of
improvements versus two lanes, the list and extent of projects included within each district,
improved equalization of fees between districts and various administrative Issues. In addition, there
are several minor issues that need to be more fully explored. The Business Industry Association
and the County have requested additional time to fully evaluate these modifications and staff
concurs that this appears to be productive toward a favorable resolution of the issues.

NOTICE OF PUBLIC BEARING ON PROPOSED
BRIDGE AND MAJOR THOROUGHFARE FEES IN THE CITY OF SANTA CLARITA
VIA PRINCESSA DISTRICT
NOTICE IS HEREBY GIVEN that on October 27, 1992, at 6.30 p.m. or as soon thereafter
as it may be heard, at City Council Chambers, 23920 Valencia Boulevard, Santa Clarita,
California, the City Council will conduct a public hearingon the formation of a
district to levy bridge and major thoroughfare fees on all property within the district,
upon future subdivision or issuance of a qualifying building permit.
The road improvements to be constructed are:

A. Soledad Canyon Road to Sierra Highway

1. Construct 40 -foot wide bridge over Placerita Creek
2. Construct channel levee on Placerita Creek necessary to protect the bridge
At an estimated total cost of 91,000,000 which will be apportioned as follows:

the district in greater detail. This report is available for inspection at -the
City Clerk's office, 23920 Valencia Boulevard, Santa Clarita, from 8 a.m. to 5 p.m.

At the hearing, the City Council will hear and consider all testimony, oral or
written and other evidence. At the conclusion of the hearing, absent a majority
written protest which is not vithdrava, the City Council may establish the district
and adopt boundaries and fees by resolution.
All affected property ovaers may appear and testify for or against the fee and
may submit written protests of the fee at any time up to the conclusion of the
hearing. Written protests also may be -withdrawn in writing. Any.vritten comments
must include an assessor's parcel number or other description sufficient to
identify the property.
