SUBJECT: IMPACTS OF RECEIVING FTA FUNDS ON CITY PROVIDING
BUS CHARTERS
DEPARTMENT: Public Works
The City has applied to the Federal Transit Administration (FTA) for a grant to fund the
purchase of City buses and intends to apply for additional grants in the next few months.
Additionally beginning this fiscal year Santa Clarity Transit will be receiving operating
assistance from the FTA. As a result the City will be subject to Federal regulations that
apply to all recipients of Federal transit funds.
One of these regulations applies to the provision of charter service. By law the City can not
provide charter service except under one of the following conditions:
1. There are no willing and able private charter operators.
2. Private charter operators do not have sufficient capacity to accommodate a
particular charter.
3. Private charter operators do not have equipment accessible to the elderly and disabled
for a charter in which such equipment is required.
4. Charter service may be provided to certain non-profit social service agencies to
transport disabled individuals.
5. The City may enter into an agreement with a willing and able private charter operator
allowing the City to provide charter service under certain conditions.__ _

In order for the City to continue to provide charter service as prescribed in the City Charter
Bus Policy, the City must publish a notice in all newspapers of general circulation within its
service area seeking willing and able private charter operators to provide charter service
originating in the City of Santa Clarita and indicate the City's desire to enter into an
agreement that would allow the City to provide limited charter service to City departments
and non profit groups as prescribed in the City's current charter policy. If a willing and able
charter operator refused to enter into such an agreement the. City would be prohibited from
providing any charter service.
RECOMMENDATION
Reaffirm the desire to continue providing limited charter service as prescribed in the City
Charter Bus Policy and to include this intent in the notice which must be published pursuant
to Federal Regulation.

CITY OF SANTA CLARITA CHARTER NOTICE.
The City of Santa Clarita Transit System currently provides limited charter service to other
City Departments and non-profit social service agencies. This charter service is generally
limited to weekends when equipment is available. Pursuant to Federal Transit Administration
regulations Santa Clarita Transit will be prohibited from providing charter services as long as
there is a t least one willing and able charter bus operator providing service to the entire
service area of Santa Clarita Transit. Santa Clarita Transit may provide charter service to
non profit social service agencies if Santa Clarita Transit and the private charter bus
operator(s) enter into an agreement specifying the conditions under which Santa Clarita
Transit can provide charter service.
The purpose of this notice is to determine:
1. If there are willing and able private charter operators providing charter bus service to all
of the Santa Clarita Valley; and
2. Indicate the City's desire to enter into an agreement with any such operators to allow
continuation of providing limited charter service to city departments and non-profit
organizations.
If you are a willing and able charter bus operator you must notify us in writing no later than
30 days after the date of this notice.
