HomeMy WebLinkAbout1992-03-10 - AGENDA REPORTS - GRAFFITI ABATE PRIDE WEEK (2)City Mana; Item to be CONSENT DATE: Marc42<1992 SUBJECT: GRAFFITI ABATEMENT AND PRIDE WEEK ACTIVITIES DEPARTMENT: Public Works On February 11, 1992, City staff met with Pat Saletore, Pride Committee Co -Chair, to discuss issues related to the City's involvement with Graffiti Abatement and Pride Week activities. Per Council direction to staff and through the various meetings with the Canyon Country Chamber of Commerce, Pride Committee and the Parks and Recreation Department, it is staff's understanding that our role with graffiti abatement and Pride Week activities entail the following: ' : yYIY : • I .�Y 1. The City will coordinate all calls received pertaining to graffiti 2. The City will relay graffiti information to the Pride Committee volunteers and the JAWS Program 3. The JAWS Program will be asked to primarily handle all flood channel areas and other large areas in need of painting. 4. The Pride Committee will continue to work as they have in the past in all respects. The only change will be that Public Works will now call volunteers with reported areas of graffiti nnnnrr����� Ql�U"lN'J�D Agenda Item: /J0000 _ 5. Both the Pride Committee and JAWS Program will obtain signed consent forms before proceeding with abatement activities on private property and. will complete abatement information forms to aid the City in establishing a Graffiti Tracking System 6. Coordinate usage of the Sandblaster 7. JAWS will no longer employ use of the Pride Committee's sandblaster, nor will JAWS request sand donations for construction companies within the City. 1. Administration of the Pride and Appearance Award RESPONSIBILITY: CITY 2. Record action items at Pride Committee meetings and prepare meeting notes CITY: WILL TAKE ACTION MINUTES PRIDE: WILL PRODUCE AGENDA 3. Coordination of outside public agencies/organizations RESPONSIBILITY: CITY 4. Drop-off site preparation and clean-up/Dumpsters and heavy equipment which will be operated by City personnel RESPONSIBILITY: CITY: PROVIDE EQUIPMENT AND CLEAN-UP; PRIDE COM.: WILL PROVIDE LIST OF SITES 5. Provide telephone and mailing assistance to the Pride Committee RESPONSIBILITY: CITY 6. Technical assistance to Parks and Recreation for the Pride Committee's junior and high school Earth Kids Program RESPONSIBILITY: CITY 7. Coordination with the Civic Association of daily/evening activities with Pride Week RESPONSIBILITY: PRIDE COM. WILL COORDINATE SEMINARS, CANYON COUNTRY CHAMBER WILL ARRANGE MEETING AREA(S) 8. Advertising: RESPONSIBILITY: THE CIVIC ASSOCIATION WILL COORDINATE ALL FLYERS AND ADVERTISING THROUGH IN-KIND DONATIONS, THE CITY WILL COORDINATE ALL PRESS RELEASES AND PUBLIC SERVICE ANNOUNCEMENTS 1. It is staffs understanding, through a series of meetings with. Pride Committee members and the Canyon Country Chamber of Commerce, that the 24 Hour Graffiti Hotline will be maintained and evaluated. 2 The Graffiti Hotline offers residents an opportunity to anonymously report graffiti information, as well as provides an additional phone number for residents to call if they have any further questions or wish to speak to the Graffiti Coordinator. 3. The Graffiti Hotline receives approximately 3-5 calls per day. The hotline is monitored each working day, . messages are recorded and residents who request a call back are taken care of. The hotline will be monitored and evaluated by staff to ascertain its effectiveness and make appropriate changes as needed. It appears that the Civic Association, who is coordinating all Pride Week activities, would like the City to move toward becoming a co-sponsor of Pride Week. By becoming a co-sponsor, the Civic Association would look toward the City to provide liability insurance for all activities pertaining to Pride Week. Currently, it is staffs understanding that the Canyon Country Chamber of Commerce's primary function in regard to Pride Week is providing the Civic Association with the liability insurance necessary to conduct Pride Week activities. Staff has some genuine concerns regarding the above situation and the possible political and economic ramifications which may confront the City. It is staff's belief that the City continue to provide the assistance to the Pride Committee which was promised at the June 25, 1991 City Council meeting. Further, staff does not wish for the City to be placed in a position that may result in the alienation of the Canyon Country Chamber from Pride Week activities. Staff would like to see the current relationship between the Civic Association and Chamber preserved. It is staff's belief that the Chamber should continue to provide liability insurance for Pride Week activities, as well as coordinate and arrange for the use of the Council chambers or other meeting areas as needed for Pride Week seminars. Further, staff would request that the Canyon Country Chamber continue to receive their recognition for support of Pride Week activities within the City. 1) That the Canyon Country Chamber of Commerce continue to be a primary Co-sponsor of Pride Week activities and be responsible for making arrangements for the use of the Council Chambers or other meeting areas as needed for Pride Week activities. 2) The responsibility of the Public Works Department, in matters relating to Pride Week and Graffiti Abatement, be as outlined.
