SUBJECT: Participation with Others in rant Application
for City Bikeway and Pedestrian Plan
DEPARTMENT: Parks and Recreation Department
Background:
The Bicycle Federation of America (BFA), a nonprofit organization, and Ryan
Snyder Associates (RSA), a bikeway consulting firm, propose to use the City of
Santa Clarita as a demonstration project to develop a City Bike and Pedestrian
Plan.
A grant request which will be prepared by BFA & RSA and presented to the South
Coast Air Quality Management District (AQMD) for consideration through the
AB 2766 program entitled "Fighting Smog with Motor Vehicle Registration Funds"
will propose the following:
1. Provide a City Bike and Pedestrian Plan for the City of Santa
Clarita.
2. Provide a model plan that may be used by other cities to
develop City Bike and Pedestrian Plans.
All projects are to be submitted for competitive funding by July 27, 1992. All
projects must be completed within one year from date of funding.
BFA, RSA, and the City will provide in-kind labor and material contributions
during the preparation period of the Grant Application and the Bike and
Pedestrian Plan.
The Parks and Recreation Department supports this project and has identified
and planned funding in the 1992/1993 budget for a City Bike Plan. Our
participation in this project will provide for a more extensive planning
opportunity and possibly some cost reduction during the preparation of the
City's Bikeway Plan.
Fiscal Impact•
Funds are available in account 01-9000-227 for preparation of a City Bike Pian.
Recommendation: -
It is recommended that City Council approve participation in this project and
that authority be given the Director of Parks and Recreation Department to
actively pursue funding for a City Bicycle and Pedestrian Plan, through the
AQMD Discretionary Fund Program, with Bicycle Federation of America, and.Ryan
Snyder, Bikeway Consultant.
