AGENT FOR THE HAZARD MITIGATION G PROGRAM (FEMA -935 -DR -CA) RESOLUTION NUMBER: 92-151 DEPARTMENT: Parks and Recreation BACKGROUND Section 404 of P.L. 93-288 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 created the Hazard Mitigation Grant Program (HMPG) to be implemented following the Presidential declaration of a major disaster, with primary administrative responsibility assigned to the state. HMGP funds are based on ten (10) percent of the federal share of the Federal Emergency Management Agency (FEMA) estimate of.all Damage Survey Reports (DSR's) for public assistance permanent restoration work. The funding amount for the Southern California floods is estimated to be approximately $3 million and will be used for hazard mitigation projects which are cost-effective and substantially reduce the risk of future damage, hardship, loss, or suffering resulting from a major disaster. The State Hazard Mitigation Officer (SHMO) has set the priorities for the type of project proposals to be funded under the HMGP. These priorities are in conformance with the state's flood hazard mitigation plan and the program objectives. The state has identified four (4) risk reduction priority categories: land use, construction/public infrastructure, public safety and awareness and floodplain management. Although applications proposing any legitimate mitigation solution are eligible for funding, those conforming to the four categories listed above will be given priority consideration in the final project selection. It is necessary for the City Council to designate George Caravalho, City Manager, as the authorized agent to execute for and on behalf of the City of Santa Clarita, the application and to file it in the Office of Emergency Services for the purpose of obtaining certain federal financial assistance under Section 404 of Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988. ATTACHMENT Resolution No. 92-151 AEM:slc PRCOUNC.128 92-151 and authorize Emergency Services with RESOLUTION NO. 92-151 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DESIGNATING AN AGENT AUTHORIZED TO FILE APPLICATION:TO THE STATE OFFICE OF EMERGENCY SERVICES TO OBTAIN CERTAIN FEDERAL FINANCIAL ASSISTANCE WHEREAS, the President of the United States declared on February 25, 1992 that a major disaster exists in the State .of California, in the Counties of Kern, Los Angeles, Orange, San Bernadino, and Ventura due to severe rainstorms, wind, flooding, and mud slides that began on February 10, 1992 and continued through February 18, 1992; and WHEREAS, certain federal financial assistance under Section 404 of P.L. 93-288 as amended by Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988; created the Hazard Mitigation Grant Program (HMPG) to be implemented following the Presidential Declaration of a Major Disaster. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita that: George Caravalho, City Manager is hereby authorized to execute for and in behalf of the City of Santa Clarita, a public entity.established under the laws of the State of California this application and to file it in the Office of Emergency Services for the purpose of obtaining certain federal financial assistance under Section 404 P.L. 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988. THAT the City of Santa Clarita, a public entity established under the laws of the State of California, hereby authorizes its agent to provide to the State Office of Emergency Services for all matters pertaining to such state disaster mitigation or the assurance and agreements required.
