BACKGROUND
Pursuant to Council direction at the April 28, 1992, Council meeting, staff has
proceeded with further investigation into three.alternate site locations for the
proposed Head Start Program.
A report is presented for the City Council's consideration and action.
RECOMMENDATION
It is recommended that the City Council select a site for the Head Start Program.

BACKGROUND
Staff was directed at the April 28, 1992, City Council meeting, to consider
placement of the Head Start building at Newhall Park, with a sunset clause added
for June' 30, 1994, and for staff to investigate =.further possibilities. On
Thursday, May 7, staff presented to the Parks and Recreation Commission
Council's direction and.the,following alternative sites:
1. The previous William S. Hart Union High School District offices on
Walnut Street.
2. Anawalt Lumber property on Market Street
3., Masters College property on San Fernando Blvd.
4. Newhall Elementary School
ANALYSES OF PROPERTIES
Listed below are the locations, size, cost and proposed length of lease
agreements for the above mentioned properties.
1. William S. Hart Union High School District
Location: Walnut Street, (east of Newhall Avenue, north of Lyons).
Condition: One existingstructure, parking lot,. unimproved dirt strip
the length of the property. Utilities are available
(water,sever, electricity, and phone)
Size: 12,800 sq. ft.
Lease: Maximum two-year lease at $400 per month. The City is
responsible for improvements. Must go through School Board
for approval. The next School Board meeting is scheduled for
May 28, 1992.
Pros: Excellent location, existing utilities at site.
Cons: Short-term lease. Additional cost.,
2. Anawalt Lumber
Location: 22427 Market,Street, Newhall.
Condition: Unimproved vacant lot.
Size: 15,000 sq. ft.
Lease: Long-term possibility at $1,500 per month. City would be
responsible for utility improvements --electricity, water,
sewer, phone, parking lot improvements. (Lease on entire
parcel, 4.6 acres and buildings, would be $20,000 per month.)
Pros: Good location, long-term lease availability. This parcel
offers future park -site development possibilities in an area
that is currently lacking recreational opportunities.
Cons: Costs per month, initial cost of utility extensions,
connections and parking lot improvements.
3. Masters College
Location: San Fernando Road.
Condition: Unimproved.
Size: 9.5 acre (+/-) parcel.
Lease: 2 -year lease with intent to purchase as of July 1, 1992, at
$1,000 per month. City is responsible for utility
improvements, placement of a parking lot and insurance.
Pros: Excellent location, good access. ,This parcel offers future
park -site development possibilities in an area that is
currently lacking recreational opportunities.
Cons: Cost per month, initial improvements, cost of utility
extensions and connections, parking lot improvements, and
attainment of easements.
4. Newhall School District
Location:' Newhall.Elementary School, 24607 Walnut Street.
Condition: Excellent. Existing school location. Utility availability
is unknown.
Size: Unknown.
Lease: Unknown.
Pros: Excellent location.
Cons: Additional cost.
FISCAL IMPACTS PER SITE
William S. Hart Union High School District Site
Costs that would be incurred by placement of the proposed Head Start
Program at this site include approximately $12,000 for utility. extension
and connection, $4,800 per year for lease payments, and reimbursement of
$20,000 to Head Start for the fire hydrant installation at Newhall Park.
Total approximate cost = $36,800
Anawalt Lumber Property
Costs that would be incurred by placement of the proposed Head Start
Program at this site include approximately $12,000 for utility extension
and connection, $18,800 per year for lease payments, approximately $3,000
for fencing, and reimbursement of $20,000 to Head Start for the fire
hydrant.installation at Newhall Park.
Total approximate cost - $77,600
.. Masters College
Costs that would be incurred by placement of the proposed Head Start
Program at this site include approximately $12,000 for utility extension
and connection, .$12,000 per .year for lease payments, approximately $24,600
.for parking lot construction, $3,000 for fencing, and $20,000' for
reimbursement for the fire hydrant installation at Newhall Park.
Total approximate cost — $59,600 (this does not include costs for
road improvements)
Newhall Park
To date the City has invested approximately $15,000 in actual materials and
staff time. A new basketball court has been built at the Park with the
plan of removing theexistingcourt for placement of the Head Start modular
building. Head Start has approximately $35,000 to $40,000 invested- in
architectural fees, and their share of the costs for the fire hydrant that
has. been installed for both .the Boys and Girls Club building and the Head
Start modular building.
Total approximate cost - $0 Cost to City
Newhall. Elementiry'School
Costs that would be incurred by placementof the. proposed .Head. Start
Program at this site includes $12,000 for utility extension and connection,
and $20,000 for reimbursement for the fire hydrant installation at Newhall
Park. .
Total approximate cost - $32,000
The Newhall Park site.would not require additional funds for placementof the
modular. The alternate sites had utility 'costs determined by using a 200 ft.
extension: maximum. The costs include water,. electricity, sewer and phone.
Traffic 'studies, neighborhood impacts, possible CEQA requirements, and grading
costs have not been included in the above information.. Dependent upon the
decided site, funds will need to be -budgeted for the removal of the Head Start
facility at the end if the ,lease agreement.
The Parks and Recreation Commission recommends to City Council we choose in the '
interest of time, to sunset the William S. Hart Union High School District site
on, Walnut as our first suggestion,, with Masters College as our second, Anawalt
Lumber as our third for permanent sites, and Newhall Elementary as the fourth
priority, and that the CDBG funds of $100,000' (currently targeted .for the
first-time homebuyers program) be earmarked exclusively for the Head Start
project and under nocircumstances allow the Newhall Park site to be used for
this project.
Staff recommends that City Council review the above information from the Parks
and Recreation Commission and provide direction to staff.
