BACKGROUND
Pursuant to Council direction at the April 21, 1992 Council meeting, staff went
back to the Parks and Recreation Commission on Monday, April27, to discuss
alternative sites for the location of the two Headstart modular >buildings'
initially planned for placement at Newhall Park.
This evening staff will present recommendations from the Parks and Recreation
Commission concerning alternative sites.
It is recommended that Council receive and comment on the Parks and Recreation
Commission's recommendation.

The Parks and Recreation Commission met on Monday, April 27, 1992, to discuss
alternative locations for the proposed Head Start facility at Newhall Park. The
Commission is recommending to Council further review and investigation into the
following sites, which are listed in priority order:
1. The previous William S. Hart Union High School District- offices on
Walnut Street.
2. Newhall School District property.
3. Anawalt Lumber property on Market Street:
4. Have City Council rescope $100,000 of CDBG funds back into the Head
Start Program from the first-time home buyers program.
5. Locate 'and investigate other houses or properties in the East Newhall
area.
ANALYSES OF PROPERTIES
Listed below are the locations, size, cost and proposed length of lease
agreements for the top three priorities recommended.by the Parks and Recreation
Commission.
1. William S. Hart Union High School District
Location: Walnut Street (east of Newhall Avenue, north of_Lyons).
Condition: One existing structure, and parking lot dirt strip the length of
the property. Utilities are available (water, sewer,
electricity and phone).
Size: Unknown.
Lease: Maximum two-year lease at $2,400 per month. The City is
responsible for improvements. Must go through School Board for
approval. The next School Board meeting is scheduled for May
14, 1992.
Pros: Excellent location, existing utilities at site.
Cons: Short-term lease. Additional cost.
2. Newhall School District '
Location: Newhall Elementary School, 24607 walnut Street.
Condition: Excellent. Existing school location. Utility availability is
unknown.
Size: Unknown.
Lease: Unknown. The Newhall School Board is discussing this at their
meeting this evening.
Pros: Excellent location.
Cons: Additional cost.
3. Anawalt Lumber
Location: 22427 Market Street, Newhall.
Condition: Unimproved vacant lot.
Size: 39,240 sq. ft.
Lease: Long-term possibility at $4,200 per month. City would be
responsible for utility.improvements.
Pros: Good location, long-term lease availability.
Cons: Costs per month, initial cost of utility extensions and
connections.
To date the City has invested approximately $15,000 in actual materials and
staff time. A new basketball court has been built -at Newhall Park with the plan
of removing the existing court for placement of the Head Start modular
buildings. Head Start has approximately $35,000 to $40,000 invested in
architectural fees and their share of the costs for the fire hydrant that has
been installed for both the Boys and Girls Club building and the Head Start
modular. Head Start needs a definitive site for placement of the modulars prior
to July 1, 1992, in order to meet funding deadlines.
Staff learned this afternoon that Head Start will be placing one modular
building at Newhall Park, changing the original plan which specified two. The
Head Start modular requires a minimum of 14,175 square feet for the building
itself, parking and playground space. This program will service 136 children on
a daily basis --68 in the morning and 68 in the afternoon. Parents are
responsible for transportation of their child tolthe program. This program is
available to children four to five years of age. Cvgd_YIZI�
Should the City Council direct staff to proceed with an alternative site, the
City will incur additional costs of between $28,800 and $50,400 annually for
lease payments alone. This does not include initial site improvement costs.
Major budgetary implications will result from moving the program from Newhall
Park to an alternative location. All of the above recommendations will require
a long-term commitment on behalf of the City.
RECOMMENDATION
Staff recommends that City Council review the above recommendations from the
Parks and Recreation Commission and provide. direction to staff.
