SUBJECT: Los Angeles. County Emergency Flood Control Project on Santa
Clara River

The Los Angeles County Department of Public Works has planned a series of
emergency flood control measures to repair damage caused by the winter storms,
at four sites on the Santa Clara River: two segments of the South Fork, and
two segments of the main river channel. One of the sites is located within
City boundaries, on the South Fork, at Wiley Canyon Rd.; the remainder are -in
the unincorporated area. The County has asked the City for its approval of
the work proposed in the South Fork.
City staff has reviewed the plans and specifications, and considers that the .
project is appropriate as proposed. It is staff's understanding that due to .
the emergency nature of these repairs, that a negative declarations has been
prepared, and that the Department of Public Works is working with the Army
Corps of Engineers, as well as the California Department of Fish and Game for
environmental compliance.
At the City's request, a public information meeting was held on August 26th,
at W.S. Hart High School, to provide City residents with an opportunity to
comment on the project. The meeting was attended by two City residents, and a
representative from City staff. County staff presented a slide show detailing
the proposed construction, which includes repairing existing channel
protection in two locations: in the South Fork at Wiley Canyon Rd., and the
main channel in the vicinity of Newhall Ranch Road, and the installation of
sheet steel pilings and riprap for stabilization of the river bed in two
locations: downstream of the Valencia bridge (to protect bridge pilings),and
near the Old Road (this latter construction is to protect sewer pipelines, as
approved on 7/8/92 by the L.A. County Sanitation District Nos. 26 and 32.)
Questions from the public generally related to project costs. No public
objection was raised at the meeting.
There is no -fiscal impact to the City for the project.
RECOMMENDATION
Approve plans and specifications; authorize the County to proceed with
construction of the project; grant permission to occupy and use public streets
in the City of Santa Clarita to construct, operate, and maintain installations.
