SUBJECT: Amendment of CFD 92-1-4 to Provide for Investment of Monies in the Los
Angeles County Pooled Investment Fund

BACKGROUND
On September 22, 1992, the City Council, acting as the legislative body of Community Facilities
District No. 92-1 (Valencia Town Center), adopted Resolution No. CFD 92-1-4 authorizing the
issuance of special tax bonds in the principal amount of $20,000,000. The bond monies are held
and invested by a fiscal agent until the City authorizes disbursement of these funds. Section 1.01
of Resolution No. CFD 92-1-4 defines the various allowable investment securities of idle
construction funds of the Community Facilities District. Interest earnings from these investments
are applied to further reduce the debt of the Community Facilities District. It is the desire of the
City to invest idle monies in authorized investments that yield the highest rate of return. Section
1.01 did not, however, provide for the investment of money in the Los Angeles County Pooled
Investment Fund, which is currently earning the highest interest rates of any of the investments
allowed by the Government Code of the State of California, Section 16429.1.
RECOMMENDATION
Adopt Resolution No. CFD 92-1-5 permitting the investment of monies on deposit for the
Community Facilities District into the Los Angeles County Pooled Investment Fund.

FIRST SUPPLEMENTAL RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA ACTING AS THE LEGISLATIVE BODY OF
COMMUNITY FACILITIES DISTRICT NO. 92-1
AMENDING RESOLUTION NO. CFD 92-1-4 TO PROVIDE
FOR INVESTMENT OF MONEYS IN THE LOS ANGELES
COUNTY POOLED INVESTMENT FUND
WHEREAS, pursuant to Resolution No. CFD 92-1-4, as amended on
September 22, 1992 (the "Resolution") by the City Council of the
City of Santa Clarita (the "City"), acting as the legislative body
of Community. Facilities District No. 92-1 of the City of Santa
Clarita (Valencia Town Center) ("CFD 92-111), CFD 92-1 has issued
its Special Tax Bonds, Series A in the aggregate principal amount
of $20,000,000 (the "Bonds"); and
WHEREAS, the Resolution did not provide for the investment of
the moneys on deposit in the various funds in the "Los Angeles
County Pooled Investment Fund"; and
WHEREAS, Article VII of the Resolution permits the amendment
thereof by resolutions supplemental thereto which CFD 92-1 may
adopt without the consent of the Owners of the Bonds; and
WHEREAS, CFD 92-1 desires to amend the Resolution which will
permit the investment of moneys on deposit in the funds in the Los
Angeles County Pooled Investment Fund;
NOW, THEREFORE, the City Council of the City of Santa Clarita,
California does hereby resolve, determine and order as follows:
SECTION 1. Amendment. Section 1.01 of the Resolution is
hereby amended by amending the last subparagraph of the definition
of "Investment Securities" to read as follows:
11W The Local Agency Investment Fund established pursuant to
Section 16429.1 of the Government Code of the State of California
and the `Los Angeles County Pooled Investment Fund', as permitted
by law."
SECTION 2. Effective Date of Resolution. Following adoption
of this First Supplemental Resolution, a copy of same shall be
mailed by the City Clerk to the Fiscal Agent, First Trust National
Association. This.First Supplemental Resolution shall not become
effective unless it shall be filed with the Fiscal Agent.
