SUBJECT: RESOLUTION NO. 92-123 FOR LACTC INCENTIVE GRANT FOR
. PARATRANSIT SERVICES
DEPARTMENT: Public Works
The attached resolution gives City Council approval to a grant application made to the Los
Angeles County Transportation Commission (LACTC) for incentive funding under the
subregional grant category.
Under the subregional category, the City is eligible to receive incentive funds of up to 25%
of its paratransit operational budget. The LACTC reviews the applications and awards funds
based on the applicant's proposal on how it will improve the access to and the efficiency of
public transportation.
The City meets all six of the necessary criteria to be awarded the full 25 percent. These
criteria and what the City has done to meet them are: consolidated service with the County,
increased capacity and mobility by increasing the elderly and disabled and general public
dial -a -ride hours of operation coordinating with local social service agencies through the
Committee on Aging and making use of excess carrying capacity with the dial -a -ride program
and reporting to the LACTC.
The City could receive as much as $61,000 in incentive funds. A grant application will be
submitted for all paratmnsit services.
The resolution is required by the LACTC on an annual basis.
RECOMMENDATION
Approve Resolution 92-123 for the paratransit/dial-a-ride incentive grant application.

RESOLUTION NO. 92-123
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF SANTA CLARITA APPROVING THE CITY'S PARTICIPATION
IN THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION
SUBREGIONAL PARATRANSIT INCENTIVE PROGRAM
WHEREAS, the City of Santa Clarita operates the Santa Clarita Valley Dial -a -
Ride, a demand -response service for the general.public, senior citizens and handicapped; and
WHEREAS, the City and County of Los Angeles have been operating this
joint venture Dial -a -Ride since December 17, 1987, and have executed an agreement to
continue service through Fiscal Year 1992-93; and
WHEREAS, fare revenues and local support, as required under the Los
Angeles Transportation Commission's Transit Performance Measurement program, must
amount to a minimum of 33-1/2 percent of the proposed program's total operating cost; and
WHEREAS, the City of Santa Clarita is applying for funds under the
Subregional Paratransit Incentive Program equaling 25 percent of the non -formula funds in
its Fiscal Year 1992-93 proposed Santa Clarity Valley Dial -a -Ride operating budget in
conformance with the guidelines of the Los Angeles County Transportation Commission.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of
the City of Santa Clarita
Section 1. That the City support the filing of an application with the Los
Angeles County Transportation Commission for Fiscal Year 1992-93 Proposition A
Discretionary funds under the Subregional Paratransit Incentive Program for twenty-five
percent (25%) of the Fiscal Year 1992-93 proposed Santa Clarita Valley Dial -a -Ride budget.
FINALLY RESOLVED, that the City Clerk shall certify to the passage and
adoption of this resolution, shall enter the same in the Book of Resolutions of said City and
shall cause the action of the City Council in adopting the same to be entered in the official
minutes of said City Council.
