SUBJECT: LYONS AVENUE EXTENSION/CENTERLINE ALIGNMENT

BACKGROUND
As a. follow-up of the Lyons Avenue Extension Project Report, the Council
directed staff to focus on a precise alignment for the roadway. This was to
be the first phase of completing the added information requested by the
Council.
Due to the time constraints to develop this precise alignment, alignment study
maps are not included with this item but will be presented to the Council at
the meeting. The alignment will be similar to the one that was presented in
the project report and will include more detailed information.
The Lyons Avenue extension is. shown as a secondary highway with 84 feet
between the limits of the right-of-way. This roadway section will provide two
lanes of traffic in each direction, a pedestrian area outside of the traveled
way and provisionsfora center median and left -turn pockets. The roadway has
been designed with the appropriate horizontal curves- and grades up and down
which would support a design speed of 40 miles an hour. This will translate
to a posted speed of 35 mph when the roadway is completed. This design speed
was selected in order to provide minimum disruption of the hillsides and
existing development currently existing in the area. The alignment was
plotted based on aerial photography, survey data and available records showing
individual properties. We will also present an overlay which will show the
limits of cut -and -fill slopes necessary to complete and implement this roadway
system.
We have provided two schematics showing the extension in the area of
San Fernando Road. Scheme A shows an L-shaped intersection with a possible
extension of Lyons Avenue and/or Rio Vista northerly at some future date.
Scheme B shows a connection with San Fernando Road and the Lyons Avenue
extension curving in an easterly direction through Placerita Canyon. Also
shown on Scheme B is a possible future connection with Rio Vista Road, if that
is proposed at some future date. We have shown this connection in recognition
of the fact that Rio Vista Road is still shown on our Circulation Element.
Our purpose is to indicate that both schemes could be constructed and yet
still serve future Circulation Element roadways which may be constructed. We
believe that either scheme is suitable as it relates to future roadway
extensions; however, we prefer Scheme B because it provides better traffic
circulation through the intersection if Rio Vista is delayed for some time or
is deleted at some future date from the Circulation Element.

If the Council approves this alignment or approves an alignment with some
modifications, we have .the necessary data to provide the location for the
Lyons Avenue extension as it relates to each property in Placerita Canyon.
Therefore, we could provide exact information to reserve right-of-way as a
condition of future development in the area. This will certainly take away
the uncertainty of where the Lyons Avenue extension will be constructed.
Since we did not want to rush the public participation process, we feel that
the Council should review this alignment study, approve it or approve it as
modified, and direct staffto conduct some public meetings to secure
additional public input on the alignment. We would then return to the Council
with the necessary documentation and resolutions, if necessary, to establish
an alignment for the Lyons Avenue extension.
Approve the alignment in concept as presented or as modified for the Lyons
Avenue extension and direct staff to conduct public meetings for public input
on the project.
Direct staff to return with the results of the public participation program
and a final recommendation for alignment for the Lyons Avenue extension.
