HomeMy WebLinkAbout1992-04-21 - AGENDA REPORTS - LYONS AVE EXTENSION ALIGNMENT (2)AGENDA REPORT City Manager Item to be presented CONSENT CALENDAR DATE: April 21, 1992 SUBJECT: LYONS AVENUE EXTENSION ALIGNMENT DEPARTMENT: Community Development BACKGROUND At your meeting of March 24, 1992, the Council moved to: • Establish the alignment of the Lyons Avenue Extension westerly of the Vista Valencia project as presented by staff and then easterly and through Vista Valencia to Sierra Highway along the existing alignment of Dockweiler. • Remove the 60 -foot designation and release rights-of-way for Placerita Canyon Road. Staff has prepared a map showing the alignment approved by the Council, and it will be presented at the meeting for final approval. A copy of the map will be on file with the City Clerk to give it official status and for reference by any interested parties. As to the issue regarding the right-of-way for Placerita Canyon Road, we have prepared and received direction from the Planning Commission to delete any future requirements for the dedication of rights-of-way - (see attached letter.) If the Council concurs with this approach, it will satisfy the concerns of a numberof individuals who have suggested that the road should not beearmarkedfor future public street purposes. The Planning Commission requested that their concern be forwarded to the Council, that the deletion of .Placerita from the circulation element of the General Plan should be accompanied by a timetable for the construction of the Lyons Avenue extension. Furthermore, without such an assurance, they wish to recommend a moratorium on all building permits for properties dependent on Placerita Canyon Road, between San Fernando Road and Sierra Highway. Issues remain regarding the connection of Arch Street to the Lyons Avenue extension, the existing rights-of-way which are no 'longer necessary, and how to provide an east/west connection through Placerita Canyon. Attached is a map showing one possible proposal which would address these issues. The map shows existing rights-of-way which were intended to connect Lyons Avenue and Rio Vista (formerly Emberbrook) to Placerita Canyon Road. Since the Council's action was to realign the roadway, some portions of the existing rights-of-way are no longer necessary (cross -hatched in red), and new rights-of-way need to be acquired (cross -hatched in green). This connection would result in provisions for an east/west roadway through Placerita Canyon and allow Placerita Canyon Road to become a local, private access road. Continued To: Agenda Item: LYONS AVENUE EXTENSION ALIGNMENT Page 2 Since the alignment connection of Arch Street and the vacation and acquisition of rights-of-way will affect a number of residents and may be controversial, a public participation program would be in order. In this way, staff can return to the Council with a connection alignment which will benefit and be supported by area residents. 1. Approve the alignment map .as presented, and direct that the map be filed in the office of the City.Clerk. 2. Delete requirements for the dedication of rights-of-way along Placerita Canyon Road. 3. Direct staff to conduct a public participation program for the connection of Arch Street to the Lyons Avenue extension. Proposed Lyons Avenue Extension Map Memo to Planning Commission hds:634 CITY OF SANTA CLARITA I N T E R O F F I C E M E M O R A N D U M TO: Chairn,14n-Ch on & Members of the Planning Commission FROM: Rich Henderson, Principal Planner DATE: April 7, 1992 SUBJECT: PLACERITA CANYON ROAD RIGHT-OF-WAY Placerita Canyon Road, at its easterly connection with Sierra Highway and westerly connection to Arch Street, is a publicly dedicated street. The area between these two sections is a private street and is used extensively as an east/west route through the canyon and for access to properties within the canyon. In recognition of these factors, staff has required the dedication of private and future streets for any properties proposed for development. The purpose of the private streetdesignation is so that it need not be built to public street standards. The future street designation indicates that it may become a public street and is necessary for the future access to adjacent properties. This potential to make the street a public street at some future date has resulted in considerable opposition from the property owners in the canyon, as well as some of the public at large. Recent submittals from staff to condition property development within the canyon to dedicate portions of Placerita Canyon Road as a private and future street have been eliminated by the Commission. In addition, the recent discussion and presentation by staff of the Lyons.Avenue extension to the City Council resulted in a motion to have portions of Placerita Canyon Road removed from the General Plan. Although the General Plan does not specifically designate Placerita Canyon Road as part of the circulation network, it does recognize that as an east/west route it will be used -by the public, regardless of its designation. The General Plan does, however, speak to the issue of collector streets, which are generally 64 -foot rights-of-way, which includes approximately 40 feet of paved surfaces, plus areas for pedestrian, equestrian and drainage purposes. Based on the comments from the Commission and the Council's direction, and to assist staff in its planning efforts, .we are proposing that the Commission provide direction to eliminate any requirements for the dedication of Placerita Canyon Road as a public or private and future street. Although from a pure planning and engineering standpoint it is important to require roadway dedications and improvements for the orderly development of an area, we must also recognize that .the Planning Commission and City Council have a duty to balance planning and engineering needs with community needs and desires. Striking this balance clearly indicates that not requiring private and future street designations over parcels proposed for development would be in the best interests of the residents in the canyon and would not affect its current use by the general public. PLACBRITA CANYON ROAD RIGHT-OF-WAY Page 2 Staff is recommending that the Planning Commission direct the Community Development staff to delete any private and future street requirements for Placerita Canyon Road as a condition of development in the area. If the Commission provides this direction, staff will also include your direction in a future agenda item, to be presented to the Council, which will take up the issue of deleting and vacating portions of right-of-way along Placerita Canyon Road to preserve its private street designation.
