SUBJECT: LYONS AVENUE EXTENSION/CENTER LINE ALIGNMENT
DEPARTMENT: Community Development
BACKGROUND
At the meeting of February 25, 1992 the Council reviewed an alignment study
for the extension of Lyons Avenue from its current terminus just easterly of
San Fernando Road to: a connection with the Placerita Canyon Road interchange
at Sierra Highway. The Council .at that meeting directed staff to conduct a
field trip with the Council and any interested citizens. That meeting was to
be followed by a Public Participation Meeting at Masters College at the
conclusion of the field trip.
Three Councilmembers and approximately 30 people attended the field trip. The
group stopped. at various points along the proposed alignment, and staff
pointed out the physical, alignment for the Lyons Avenue Extension. This trip
related that alignment to existing properties and the topography, and we
endeavored to explain how this alignment would affect the existing physical
features of the existing landscape.
Following the field trip, approximately 50 people were in attendance at a
Public Participation Meeting held at Masters College. Staff briefly explained
the process of establishing an alignment for the Lyons Avenue extension and
the impetus for doing so. Following that brief explanation, we requested
public comments on the proposed alignment and any issues relating thereto. It
was our intent to incorporate these suggestions and/or comments into this
alignment study and to answer any questions by those in attendance.
A summary of the comments made at the meeting were generally in the following
areas:
• Why do we need any additional roads through Placerita Canyon?
• Why should we build such an expensive roadway when we have one very close
(San Fernando Road) which people could use instead of Placerita Canyon
Road?
•. A roadway on the north side of the canyon closer to Via Princessa would
make more sense in relieving traffic on Placerita Canyon Road.
• If the City doesn't have funds to complete the construction of this
roadway, why are we discussing a road alignment at this time?

• What we really need is to close off Placerita Canyon Road to through
traffic and let the people that are using it as a through route find
another way to travel.
• We should look at the increased traffic on Placerita Canyon over the last
several years because we don't feel that the projected 20,000 vehicles
expected to use the roadway will ever materialize; therefore, this
roadway alignment will be unnecessary.
• Increased noise of this roadway to the, adjacent properties will be
unacceptable.
• The alignment should be approved now so that people will know how the
roadway will affect their property and they can plan development of their
property accordingly.
• People residing in Placerita Canyon currently may have some liability
regarding the roadway since a substantial portion is a private street.
Without an alternate route, the property owners are somewhat powerless to
do anything to close off the road, limit access or reduce the potential
liability.
• What is necessary is more traffic control, i.e.,. stop signs and speed
monitoring in order to discourage traffic on Placerita Canyon Road,
resulting in no need for the Lyons Avenue Extension.
• Residents in the canyon area do not feel that they should pay' -anything
for this roadway since it's for the benefit of the rest of the public and
not them.
The comments were at both ends of the spectrum regarding the need for the
Lyons Avenue Extension. It pointed out that this project definitely falls
within the guidelines of the City's Public Participation Program, since it
will have a significant affect on a great number of residents, not only in
Placerita Canyon but throughout the City. It also appears that if the
alignment is approved that a number of residents will perceive it as having a
negative affect on their property and their lifestyle. It also appears that
more public participation and refinement of the alignment, as well as the need
to build public confidence in the Lyons Avenue Extension, is necessary.
Direct staff to continue its efforts to build. consensus on the need and the
proposed alignment for the Lyons Avenue Extension.
