Harris CONSENT CALENDAR DATE: December 8, 1992 SUBJECT: Resolution No. 92-180, A Resolution of Application for Annexation No. 1990-11 ("Vista Del Canon", Master Case No. 90-199) DEPARTMENT: Community Development BACKGROUND The proposal is for a "Resolution of Application" to be adopted by the City Council for Annexation No. 1990-11 ("Vista Del Canon'), consisting of 18.9 acres of Inhabited land (360 units) located south of Sierra Highway, Vista Del Canon, and Via Princessa. The resolution constitutes a formal request to the Local Agency Formation Commission (LAFCO) that it Initiate annexation proceedings, and sets forth applicable Government Code sections, reasons for the annexation, exhibits Identifying the site, and other required Information. The City of Santa Clarita Is the applicant for this annexation. ANALYSIS The project site, is a "County island" created by the Price Club annexation. The Developer of the site, The Anden Group, has assisted In efforts to gather resident support. On June 3, 1992, the Vista Del Canon Homeowner's Association agreed to the annexation. In addition, results of an annexation survey conducted by the Vista Del Canon Homeowner's Association Indicate that the majority of the property owners support annexation. There is expected to be an incremental increase in the demand for City services as a result of this annexation that will likely be offset by the expected financial benefits from the Price Club annexation. In addition, based upon a 6% share of the property tax, the results of the fiscal Impact study prepared for the proposed annexation indicate revenue to the City of approximately $20,553 annually. On July 14, 1992, the City Council approved Resolution No. 92.134, a resolution to the LAFCO requesting a minor amendment to the City's Sphere of Influence for the proposed annexation. The amendment to the City's Sphere of Influence was approved by the LAFCO on September 9, 1992. The Planning Commission and the City Council previously approved the prezoning for the site on December 18, 1990, and February 26, 1991, respectively. Subsequent actions to be considered by the City Council Include adoption of a joint resolution with the County of Los Angeles regarding property tax transfer, and adoption of a resolution approving and ordering the annexation of the project area. RECOMMENDATION Adopt and approve the Resolution of Application for Annexation No. 1990-11, and.direct staff to transmit the Resolution No. 92-180 and eight certified copies, application and appropriate fees to the Executive Officer of the LAFCO. ATTACHMENTS Resolution No. 92-180 Adopted:; Vicinity Map Exhibit A - Legal Description and Exhibit B - Map I. -007 Ansten RESOLUTION NO. 92.180 A RESOLUTION OF APPLICATION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY INITIATE PROCEEDINGS FOR ` THE PROPOSED ANNEXATION OF CERTAIN INHABITED TERRITORY DESIGNATED AS "ANNEXATION NO. 1990.11" TO THE CITY OF SANTA CLARITA WHEREAS, the City of Santa Clarita desires to Initiate proceedings pursuant to the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1992), Division 3, commencing with Section 56000 of the California Government Code, for annexation; and WHEREAS, the territory proposed to be annexed is inhabited, and a description of the boundaries is.set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B, attached and by this reference Incorporated; and WHEREAS, the short form_ designation of the proposal is Annexation No. 1990-11; and WHEREAS, this proposal is consistent with the City of Santa Clarita's Sphere of Influence as amended by the Local Agency Formation Commission on September 9, 1992; and WHEREAS, no terms or conditions are requested by the City or the property owners at this time; and WHEREAS, on June 3,1992, the Vista Del Canon Homeowner's Association agreed to the proposed annexation; and WHEREAS, the reasons for this proposed annexation are to respond to the property owners' request for city services and local government oversight, to eliminate a "County Island", and to promote sound planning and land use practices In the affected territory; and WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and documentary, and Is advised of the foregoing. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita, California, does hereby determine and find as follows: SECTION 1. This Resolution of Application Is hereby adopted by the City Council, and the Local Agency Formation Commission of the County of Los Angeles is hereby requested to initiate proceedings for the annexation of that territory described in Exhibit A and mapped in Exhibit B, which Exhibits are Incorporated by this reference, according to the terms and conditions stated above, and in the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1992). SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this resolution with applicable fees and other information as required by Section 56383 of the Government Code to the Executive Officer of the Local Agency Formation Commission of Los Angeles County.
