MEMORANDUM OF UNDERSTANDING (MOLT) - TRANSIT
SERVICE EXPANSION

On November 28, 1990, the.Los Angeles County Transportation Commission (LACTC)
allocated $13 million in Proposition A Discretionary unearned Transit Performance
Measurement Program revenue to fund additional fixed route bus service in the Transit
Service Expansion (TSE) Program. The TSE Program shall be in effect for two years.
The Santa Clarita Route 798 which will operate from Santa Clarita to Century City, see
attached Exhibit "A", is an approved project by LACTC and is eligible to receive a subsidy
total of $179,920. The City shall receive the following:
♦ first year - $41,840
♦ second year - $138,080
In order to receive the funding, the I.ACTC has requested that the City enter into a MOU for
the implementation of the TSE Program. Attainment of these funds will allow the City to
begin the commuter service to Century City by April 6, 1992. Staff met with representatives
from LACTC, and the cities of.Palmdale and Lancaster to coordinate efforts for the service
to Century City in order to maximize the use of these funds.
FISCAL IMPACT
The revenue from the TSE Program was not included in the Fiscal Year 1991-92 budget, but
the operational costs for the commuter services to Century City was an approved
expenditure. Since these funds are an unbudgeted revenue source, the City will realize a net
gain of $41,840 for Fiscal Year 1991-92.

Although the revenue received from the TSB Program will not cover all the operation costs
for commuter services to Century City during Fiscal Year 1992-93, the program was
designed to encourage a transit expansion program through subsidization.
RECOMMENDATION
Approve the Memorandum of Understanding for the Transit Expansion Program. Direct the
City Manager upon approval of the City Attorney to sign the Memorandum of Understanding
with LACTC.
